Examines system requirements and available standard or customized software options for processing HR related information, including internet and intranet development, and usage for human resource planning, staffing, training, compensation, career management and legal compliance. Prerequisite: MGT 346 Course Objectives The objective of Technology Applications in Human Resource Management is to provide a basic understanding of the role technology plays in the various HR functions and processes. At the end of the course, students will be able to demonstrate: An understanding of the basic history of IT and HR and how and why they interact today Knowledge of how to assess a company s current and future HR business needs and the steps to begin investigating the type of system to best fit these needs How to justify and present the business case for a HRMS to management using ROI and HR metrics An understanding of best practices to select, implement, and test HR software that best meets the business needs Knowledge of real lessons learned from previous implementations shared in class Page 1 of 7
2 How to run reports in a HRMS and strategic approaches on presenting the data to management An understanding of the emerging technologies and trends and how this will influence the direction of business applications and HRMS An understanding of the implications of compliance and ethical behavior as it applies to HRMS and other technical advances Required Text The Human Resources Software Handbook (2003) by James G. Meade Course Expectations Students are accountable for familiarizing themselves with the entire syllabus initially so that they can adequately plan for the assignments as they are due. All students are expected to submit all class work according to deadlines. Late work will not be accepted. Expectations of Students It is assumed that graduate students have attained a certain level of writing proficiency. All papers are expected to be typed and presented in a professional manner in MLA or APA format (cover pages, no typos, sound grammar, page numbers, references, proper format, etc). Students are expected to attend class on a regular basis. It is essential for all students to participate in class discussions. Students are expected to notify the instructor (when possible) when he or she will miss scheduled class times. All students are responsible for contacting fellow students outside of class time for notes and assignment updates. Three or more absences will result in a lowering of your grade. If there is a critical situation or emergency and you cannot attend class, please contact the instructor at the above referenced number. Evaluations Students will receive the opportunity to evaluate the course and the instructor twice in the term. Academic Integrity Policy Golden Gate University (GGU) has a policy on student academic integrity. This policy applies to all business, taxation, and technology students at GGU. Academic dishonesty is the failure to maintain academic integrity. It includes but is not limited to both cheating and plagiarism. GGU requires that students be honest in their academic work. Academic dishonesty is viewed as an ethical issue and a violation of the principles expressed in the university s Mission Statement. It defrauds all those who depend upon the integrity of the university, its courses and its degrees. Students are responsible for adhering to standards of academic integrity. Students should request information from their instructors regarding the rules and guidelines for examinations, papers, projects, presentations, and other assignments. Students are responsible for understanding what plagiarism is and how to avoid unintentional plagiarism by carefully following accepted scholarly practices-accurately recording sources of materials to be cites, quoted, paraphrased, or summarized, and acknowledging these sources in accepted documentation formats. Participation and contribution includes asking questions, answering questions, agreeing or disagreeing with points by the instructor or peers, and providing insights pertaining to the reading or cases assigned. Participation also includes examples that the students bring into class regarding issues that are currently being discussed. Students will be expected to grasp a concept or idea, relate it to other concepts, and apply it in a real world context. Page 3 of 7
4 Assignments 1. Research and discussion on current HRMS issues Due 05/20//10 and 07/22/10 a. Students will be required to research recent articles covering a current HRMS/HRIS issue or trend. Articles solely featuring software products are not appropriate choices. Articles must be current (2004 or later) and at least two pages in length. b. Write a 2 page, high level overview covering: o 2-3 major points of the article o Relevance to HRMS students and this class (Why this article is important to HR professionals and what implications could this pose for HR professionals?) o Individual feedback, concerns, or questions o References Title of article, Author, source, year published, as well as a copy of the article o Submit articles and paper in class 2. Group Project Identifying Business Needs for HRMS a. Draft and submit group interview questions for review - Due 05/27/10 o Interview a HR Representative (HR Asst, Generalist, Manager, Business Partner, Director) on their current HR processes where no system is present (applicant tracking system, benefits, payroll, etc) b. Compile responses and information from the interview into a PowerPoint presentation for the group to present - Due 06/17/10 o 15 minutes max o Size, location of the company? Structure of the business? o What processes do they wish to change and what should the new process look like? What s working and what s not? What are the HRMS business needs and why? o What results do they wish to accomplish with this? o Do they have the resources and budget necessary? o What other systems do they have? 3. Midterm (in-class, no notes) on 06/24/10 4. Group Project HRMS Plan in a PowerPoint presentation for group to present (based on interview) Due 07/8/10 a. 15 minutes max b. Introduction discussing technology and need for HRMS o Brief summary of company o Brief summary of current process with no system and frustrations/business needs o What ROI and metrics will you use to support your request? c. Timeframe (research, implementation, roll-out) d. How would you conduct research to identify vendors and products? Page 4 of 7
5 e. Creating the RFP f. List at 3 vendors to whom you would submit your RFP (name, reasons as to why you ve selected them) g. Other things to consider, investigate, or think about 5. Plan for roll-out get detailed and creative! Expand on this. 6. Final Research Paper Future of HRMS Due 08/12/ pages Through research, identify a current technological trend and predict a change that is expected in the HR function and technology over the next years. Take into account social and technological trends and influences. How does HR use technology today, vs years ago, vs. how you think things will be in the future? How can technology transform HR? What are the issues HR should be concerned about (legal, compliance, processes, ethics)? BE CREATIVE and thorough. MLA or APA format Submit in drop box and in-class 7. Final Presentation Future of HRMS Due 08/12/10 and 08/19/10 10 minutes max Present your research, predictions (briefly), and concerns from the Future of HRMS paper in a PowerPoint Presentation (6-8 slides) your presentation in advance and bring on drive Page 5 of 7

7 Instructor Bio Quick Bio Etta Penn-Bailey spent the last ten years with NHSA (Neighborhood Housing Services of America), Non- Profit Company, headquartered in downtown Oakland. Positions held include: IT Planning & Administration Manager, IT Software Engineering Manager, and Senior IT Project Manager. She has spent the last eight - ten years assisting Non-Profits in moving from Legacy Management Information Systems into State-of-the-Art Management Information Systems. Earlier career assignments include progressing through various levels of Computer Programming/Engineering at the IBM San Jose/Santa Teresa Facility Technical and Business Management assignments. (She ended her IBM career as Director of Operations & System Support at the Santa Teresa Programming Laboratory). Etta completed her MS Engineering degree during her tenure working for the IBM Corporation. She also found time to serve as an adjunct Professor, teaching Computer Software Application courses.
