4 WYG Asbestos Demolition Survey. Executive Summary Site Location The site address is The,,. It is located in the centre of. General Site Description The site was primarily used as a multi-tenanted shopping centre with offices, a night club and public house. The site has been vacant for a number of years. Constructed in the mid 96s, the buildings are of a concrete construction with plasterboard, brick/block walls, and strammit board being used extensively throughout. Date and type of survey undertaken Summary of Asbestos Containing Materials Identified There are also significant occurrences of asbestos containing materials within the buildings. It is understood from the Client that the survey was undertaken to assist with the compliance of the Control of Asbestos Regulations (CAR) 26. A WYG Asbestos Demolition Survey was undertaken in accordance with HSG 264 Asbestos; The Survey Guide. The survey was undertaken due to the proposed demolition of the premises. The WYG Asbestos Demolition Survey was conducted between the 3 st October and 4 th November 2 by Tom Sendall, Andrew Noone and Steven Hall of WYG Environment Planning Transport Ltd. Sample analysis techniques were UKAS accredited in accordance with HSG 248 Asbestos: The Analysts Guide for Sampling, Analysis and Clearance Procedures, 25. A total of 99 no. samples were analysed following the survey. Of these, 57 no. samples were confirmed as containing asbestos fibre. A further 48 no. items were presumed to contain asbestos fibre leading to the positive identification of 5 no. items. These include the following: Asbestos Insulating Board (AIB); Asbestos Cement; Textured Coatings; Asbestos Paper; Asbestos Resin Products; Asbestos Textile & Gaskets; Asbestos Vinyl Flooring and Adhesive; and, Asbestos Bitumen products. For more detailed information please refer to Section B, D & E of this report. During the survey extensively damaged ACM, including AIB, was identified in Unit 3 (formerly a public house), Unit, the electrical cupboard behind Unit 3 and external areas behind Units 6 and 7. Areas of No Access General s Access to these areas should be controlled and accessed utilising suitable PPE and risk assessment/method statement. Every effort was made to access all areas of the site. Inaccessible areas and limitations of a WYG Asbestos Refurbishment / Demolition Survey are detailed in Sections 4.2 and.3.2 of this report. Inaccessible areas should be presumed to contain asbestos containing materials (ACM) until such time as an inspection can be made that proves otherwise, as required by the Control of Asbestos Regulations (CAR) 26. Prior to demolition, refurbishment or any other works that might disturb the asbestos materials identified, they should be removed. It is recommended that a site-specific method statement be produced in order to facilitate the removal of the asbestos. It is advised that a duty holder be appointed to coordinate and oversee the management of asbestos at the site. The waste generated from asbestos removal should be disposed of in accordance with the Hazardous Waste (England and Wales) (Amendment) Regulations 29. The contractor must - The November 2
5 WYG Asbestos Demolition Survey ensure that adequate Duty of Care provisions are put in place for the transportation and disposal of wastes from the site in line with the obligations of the Environmental Protection Act 99. This sheet is intended to provide a summary only of the asbestos survey findings. It does not provide a definitive engineering analysis for the purposes of costing or construction and is subject to the limitations of this WYG Asbestos Refurbishment / Demolition Survey. - The November 2
6 WYG Asbestos Demolition Survey. Introduction General (WYG) was commissioned by Rossendale Borough Council to undertake a WYG Asbestos Demolition Survey at the,,,. Tom Sendall, Andrew Noone and Steven Hall undertook the survey between 3 st November 2. October and 4 th. Objectives A WYG Asbestos Demolition Survey was undertaken at the site in order to meet the following objectives: To identify the presence, location and condition of reasonably accessible asbestos containing materials (ACM s); and, To produce a report to identify areas of confirmed and suspected asbestos and to provide an indication as to their location, condition and extent..2 Survey Limitations Whilst the surveyors made every effort, WYG cannot guarantee that all asbestos containing materials have been identified, or that survey results are definitive. Specific areas of the site where suitable access was not available are recorded in Section 4.2 of this document. Features that generally fall outside the scope of a WYG Asbestos Demolition Survey include: Within floor voids, where no inspection hatch is present. Areas behind or above suspected asbestos containing materials Within solid concrete floors where asbestos shuttering may have been used Within confined spaces etc. where reasonable access is unavailable 2 Within live plant or electrical apparatus Beneath lagging or cladding of live pipes where a burn hazard may be present Concealed pipe runs, where reasonable access in unavailable Areas that are considered to present a significant Health & Safety risk. - The November 2
7 WYG Asbestos Demolition Survey Areas behind or above suspected asbestos containing materials are required to be inspected by HSG264. Where such areas could not be identified prior to the commission of the survey, a provisional sum should have been allowed for by the client to enable the surveyor to return to site with a licensed asbestos contractor in order to gain access. Such access may also necessitate 4-day (ASB5) notification to the HSE and may require concurrent air monitoring to be carried out. Should this type of access have been required, we liaises and sought agreement from the project team before commencing beyond the agreed project scope. 2 Where access is restricted due to confined space or other health & safety concerns, these areas will be detailed in the report and recommendations given for the most appropriate means of investigation, and if necessary, any additional costs which would be entailed. A strategy of using representative samples of suspected asbestos materials has been used to minimise the number of samples taken to a practical level and keep to a minimum the disturbance of potential asbestos containing materials at the site. Because of this strategy the results of the survey should be interpreted such that all visually similar materials in the same area must be assumed to be composed of the same material until proven otherwise. In accordance with The Control of Asbestos Regulations 26, it must be assumed that materials visually assessed as asbestos containing materials contain amphibole asbestos fibres (i.e. Amosite and Crocidolite), unless sampled to prove otherwise..3 Report Conditions This report has been prepared in accordance with the accepted service details, terms and conditions of our accepted proposal letter ref: S:\PROJECT FILES\PROJECTS_A7\ Rossendale Valley Centre\Cost Control\. It is located in the centre of. 2.2 Buildings The site was primarily used as a multi-tenanted shopping centre with offices, a night club and public house. The site has been vacant for a number of years. Constructed in the mid 96s, the buildings are of a concrete construction with plasterboard, brick/block walls, and strammit board being used extensively throughout. There are also significant occurrences of asbestos containing materials within the buildings. Please note the units are reported in a chronological order of survey date, not by unit number. The order of reporting is detailed below; Unit 3, 34, 2, &2, 7, 8,, 27, 9, 3, 3, 3, 4, 6, 7, 25, 22, 23&24, 26, 8, 28, 32, 33, 29, 4&5, 6, 35, 36 & Externals. No survey data exists for units, 5, 9, 2, 2, 25 or the sites electrical intake room where no suspect materials were identified. Specific areas included within the survey scope are as follows: The ; Public Conveniences; and, Electrical Switch Room (accessed externally). 2.3 Asbestos Features ACMs (asbestos containing materials) were identified throughout the site, although ACMs were not identified in some areas. Units where no ACMs were identified are highlighted in Appendix D of this report (non-asbestos areas are annotated with green hatching). - The November 2
9 WYG Asbestos Demolition Survey Whilst asbestos containing materials were not identified in the above-mentioned areas, reference should be made to Section.3, which describes the standard limitations of this type of investigation. 3. Survey Methodology A WYG Demolition Asbestos Survey, based upon the methodology set out in HSG 264 was undertaken. Each area was inspected to locate materials presumed or strongly presumed to contain asbestos, all of which must be removed prior to demolition and/or major refurbishment. Photographs of each sample location were taken, however where similar materials were identified these are referenced to similar homogeneous materials. Each sample is assessed using a material assessment algorithm, which assigns a score of risk to each individual ACM based the following criteria: Friability; Condition; Surface Treatment; Fibre Type; Accessibility, and; Position. Each criterion has various scores and when all the scores for each are added together a value of risk is generated for the material. This is only a requirement of HSG 264 for Management Surveys; however, the algorithm values have been applied during this survey as we understand that contractors may visit the site prior to demolition. All samples were analysed by a UKAS accredited laboratory using Polarised Light Microscopy and Dispersion Staining techniques in accordance with HSG The November 2

Access Constraints All areas of the site were assessed (unless stated in Section 4.2) for the presence of ACM s and where ACM s were presumed and/or strongly presumed samples were taken. These presumptions are based upon surveyors experience associated with identification of a particular material. 4.2 Areas of No Access Table Areas of No Access Area of No Access Reason Unit 4 & 5 Sewer Chamber Subfloor and Undercroft Voids Above fibreboard ceiling and within electrics in the sites electrical intake room. All plant was live at the time of the survey restricting movement and access within the room. During the survey some electrical switch gear was evidently dead, and accessible. Some electrical switch gear could not be guaranteed as being isolated and on this basis was not accessed. This report highlights ACMs identified in electrical plant where accessible. Please refer to Section.3 for our standard WYG Asbestos Refurbishment / Demolition Survey limitations. 4.3 Survey Specific There is always a possibility that asbestos materials other than those highlighted by this report are present in those areas not accessed fully at the time of the survey. - The November 2
11 WYG Asbestos Demolition Survey Inaccessible areas should be presumed to contain amphibole asbestos and appropriate management planning should be implemented in order to control access and maintenance activities to these areas until such a time as they can be accessed and the presence or absence of asbestos containing materials can be confirmed. A strategy of using representative samples of suspected asbestos materials has been used to minimise the number of samples taken to a practical level and keep to a minimum the disturbance of potential asbestos containing materials. Because of this strategy the results of the survey should be interpreted such that all visually similar materials in the same area must be assumed to be composed of the same material until proven otherwise. In accordance with The Control of Asbestos Regulations 26, it must be assumed that materials visually assessed as asbestos containing materials contain amphibole asbestos fibres (i.e. Amosite and Crocidolite), unless strongly presumed otherwise or sampled to prove otherwise. Asbestos products and non-asbestos products in some areas of the building are located in close proximity to each other. Care must be taken when removing the asbestos in order that contamination of the nonasbestos materials is not caused, as this will increase disposal costs. Material assessments have been undertaken on the various items inspected. These assessments are carried out according to the material assessment algorithm appended to this report, which is based on the assessment criteria in HSG The November 2

Summary Survey inspection reports detail the ACM identified, its approximate extent and its priority risk rating, these reports are contained within Appendix B of this report. The asbestos register, Section 5. of this report summarises asbestos containing materials and presumed asbestos materials identified during the course of the survey. 6.2 Notifiable Materials Asbestos Insulating Board (AIB) AIB was identified throughout the site, sometimes in very poor condition or as debris. During the survey extensively damaged ACM, including AIB, was identified in Unit 3 (formerly a public house), Unit, electrical cupboard behind Unit 3 and external areas behind Units 6 and 7. Access to these areas should be controlled and accessed utilising suitable PPE and risk assessments/method statements. The removal of AIB should be undertaken by a contractor licensed by the HSE to undertake such works, and should be undertaken according to the requirements of the Control of Asbestos Regulations 26, HSG 247 The Licensed Contractors Guide and other associated legislation and guidance. These works should be notified (using an ASB5 form) to the relevant enforcing authority (in this instance the HSE), with a 4 day notification period being observed. Independent analytical monitoring must be carried out in conjunction with these works. 6.3 Non-notifiable Materials Significant amounts of non-notifiable materials were identified during the survey. These materials include asbestos cement, textured coating ( artex ), textiles, bitumens, flooring materials etc. Although often in poor condition, they do not present a significant hazard. Removal of these products does not usually necessitate the use of a licensed asbestos removal contractor, although it should be carried out in line with current asbestos legislation and guidance documents to ensure - The November 2
31 WYG Asbestos Demolition Survey safe and appropriate working practice. An air-monitoring regime appropriate to the works undertaken should also be instigated to accompany any removal works. Key legislation and guidance that should be adhered to during the course of such works will include: The Control of Asbestos Regulations 26 (and associated Approved Codes of Practice L43); Management of Health & Safety at Work Regulations 999; Construction (Design and Management) Regulations 27; and, HSE Documents HSG 248 (Analysts Guide) and HSG 247 (Contractors Guide). 6.4 General It is recommended that a site-specific asbestos removal specification and method statements be produced in order to facilitate any asbestos removal works. The waste generated from asbestos removal should be notified and disposed of in accordance with the Hazardous Waste (England and Wales) (Amendment) Regulations 29. The contractor must ensure that adequate Duty of Care provisions are put in place for the transportation and disposal of wastes from the site in line with the obligations of the Environmental Protection Act 99. In accordance with Regulation 4 of The Control of Asbestos Regulations 26, it is advised that a management plan is produced and a duty holder be appointed to coordinate and oversee the management of the asbestos at the site. Ensure that non-asbestos replacement materials are installed, to maintain fire proofing if the building. 6.5 Asbestos Management Plan (AMP) It is anticipated that the buildings comprising the will be demolished in the near future. Areas highlighted in Sections.3.2 and 4.2 as areas of no access should be presumed to contain amphibole asbestos and appropriate management planning should be implemented in order to control access and maintenance activities to these areas until such a time as they can be accessed and the presence or absence of asbestos containing materials can be confirmed. Asbestos materials were encountered in the survey as detailed in Section 5.. The AMP should stipulate the requirements for working in these areas identified as containing asbestos as well as the areas of no access as stated in Sections.3.2 & 4.2. For example, the requirements for working in these areas may be a permit to work system, appropriate risk assessments or by other means to ensure people are not exposed to asbestos. Consultation of the Approved Code of Practice L27: The management of asbestos in non-domestic premises (Regulation 4 of the Control of Asbestos Regulations 26). Health and Safety Executive, 26, outlines the procedures that should be followed when developing and implementing an AMP. In accordance with Regulation 4 of The Control of Asbestos Regulations 26, it is advised that a Duty Holder be appointed to coordinate and oversee the management of asbestos at the site. The most appropriate person to be considered to be a Duty Holder is the person responsible for coordinating maintenance activities for the premises. The Duty Holder has the responsibility to incorporate the results of this survey into an AMP for the building. The Duty Holder must ensure that an appropriate Priority Assessment is undertaken as detailed in HSG 227: A Comprehensive Guide to Managing Asbestos in Premises, taking into account factors such as: Normal Occupant Activity assessment based upon the interaction of occupants and the area being assessed. The hazard assessment criterion examines the risk posed by an asbestos material to release fibres that may be inhaled. This factor is the most significant when assessing asbestos. Therefore in order to consider if an asbestos material will release fibres the material assessments considers the type of asbestos, the extent of any damage to the material, whether people will come in contact with the material etc. These assessments are required to establish an asbestos management plan as it identifies areas of risk in order that procedures can be put in place; remedial works can be undertaken etc. Risk Bands The total material assessment algorithm value for each item is compared to Risk Bands as developed by WYG in close consultation with HSG 264. The risk bands are as follows: Band A (7 points or above) Urgent Risk Material - Materials in this category pose an immediate risk to anybody in their vicinity and as such, immediate plans for removal should be made. Until Removal can be achieved, access to the location of the material should be restricted and temporary measures to seal or repair the material should be put in place. Affixing asbestos warning labels can provide additional protection prior to removal. Risk Band B (3-6 Points) High Risk Material Materials in this category require remedial action as soon as reasonably practicable. Action may range from removal to repair, encapsulation and labelling. If left in-situ, the condition of the material should be monitored regularly, ideally as a minimum, at least on a six monthly basis and may require further repair or encapsulation if the condition has deteriorated. Risk Band C (8-2 Points) Medium Risk Material This category indicates the need for regular monitoring although the current risk of fibre release is low, this material may suffer deterioration through age/accident. It is recommended that asbestos materials in this category be visually inspected on a six monthly basis to ascertain any change in condition. Where such a change occurs re-prioritisation to Risk Band B will be necessary. Approved warning labels (A Labels) should be positioned to prevent accidental damage to the material. Risk Band D (-7 Points) Low Risk Material This category indicates Low priority. Visual inspections should be made on an annual basis to ascertain any change in condition.
