1 The CM Perspective The Elements of Project Management Preconstruction Phase Preconstruction: Setting the Project Up to Succeed Project Plan Critical Milestones Define all major deadlines and critical dates for Preconstruction, Bidding, and Construction phases. Milestone Deliverables Define in detail expectations of documents afor each defined milestone submittal/document Matrix of Responsibilities Define all stake holders and their responsibilities Detailed Schedule Define all tasks, interrelationships of tasks (predecessors and successors), durations, deadlines, and responsible stakeholder(s) Constructability Continual dialogue and review of documents. Analysis of proposed construction systems Site Utility Overlay Analysis/Coordination SD, DD, 30%, 50%, 90%, and Final Document reviews and coordination Structural Steel analysis and review MEP analysis and reviews Construction Logistics Planning Organization and Coordination of site for construction Value Savings Selected systems analysis Preliminary Construction Scheduling Project Expediting Services Phased delivery & fast tracking Pre-Purchasing of long lead materials, Pre-detailing of Structural Steel

Estimating Systems analysis Incremental Document Estimates with tracking Document Development Division 0 & 1 Trade Packages Attachments and Supplemental Documents Bidding Advertising, Invitations to Bidders Bid Solicitation & Document Management Pre Bid RFI Management and Distribution Addendum Management and Distribution Bid Opening & Post Bid Analysis Contract Development and Distribution Precon to Operations Handoff Managing the Project Keys to Success Developing a team approach on the project Use Core Values as a guiding light Pre-construction meetings prior to the start of new trades or systems Centralized project management software (Prolog) Standardized procedures and forms (ISO9001) Schedule must be realistic and able to be used on a daily basis by project team. It all comes down to putting the right people on the project.

3 Project Documentation RFI s Must be clear and specific to one issue and provide a proposed solution. It helps to be able to speak with the design team to fully explain the issue and follow up with a confirming RFI through the architect. Meeting Minutes Action steps must be documented with a responsible party and specific due date. Responsible promising Description of the issue and methods to solve issue must be clear and concise to an outside party Submittals Prioritize and place critical submittals on CPM Schedule to avoid lead time delays Create a comprehensive submittal register and assign responsibility and due dates early. Change Management Firm, but fair CPM Scheduling Create a work breakdown structure and segregate the schedule by building/floor/quadrant in order to allow for sufficient detail. Avoid the use of start to start relationships with lag. Obscures the true float. Sub/Trade Contractor Management Termination of Subcontractors Notice Requirements, Time to cure Termination procedures Substitution of Listed Subcontractors PCC requires any substitution due to clerical listing to be noticed by prime within two days of bid with proper affidavits. Failure to execute contract or provide bond, unlicensed contractor, bankruptcy, and failure to prosecute work are other reasons to substitute Hearing with Contracting agency may be required for substitution at the request of the substituted subcontractor Closeout Start early and have all possible closeout documents part of the submittal process. Set a value on closeout requirements on the schedule of values and release monies as the requirements are met. Develop and complete an incomplete work list prior to requesting punch list walk from owner and design team. If possible, develop a single comprehensive punch list.
