2 Schedule for February 6, 2009 Workshop Step 1-early to mid morning: Overview of several grant programs that support math and science teachers and K-12 partnerships; provide you with suggestions and strategies for proposal and program success, including design of program evaluation Step 2-mid morning to late morning: CSU Principal Investigator Question and Answer Session Step 3- late morning to lunch: Discussions (by campus team) of the grant opportunities; identifying proposal(s) that might be submitted during spring-summer 2009 Step 4-lunch: Discussions across campuses in an informal setting; Conference call with Karen Humphrey of CPEC Step 5-after lunch-early afternoon: Conference call with Joan Prival, NSF, and Jim Greco, CaMSP Step 6-mid-afternoon: Return to campus teams; move forward on at least one grant proposal outline and letter of intent; the goal is to produce at least one proposal outline by the end of the day. Summarize by campus team progress and decisions made; set next steps Adjourn: 3:00 p.m.

5 Robert Noyce Teacher Scholarship Program Legislatively mandated by the U.S. Congress Named for a major contributor to Silicon Valley s economic success Robert Noyce Provides scholarships or stipends to high achieving STEM (Science, Technology, Engineering, Mathematics) undergraduates majors and professionals Who will obtain appropriate credentials to teach math and/or science Who will teach in high need Local Education Agencies Minimum of $10,000 per year (not to exceed cost of attendance) recipients teach two years in high-need schools for each year funded by Noyce up to three years of Noyce funding possible for CSU students Administered by the National Science Foundation 16 CSU campus programs have been funded to-date

7 Noyce Phase I and Phase II Phase I projects are for colleges/universities without existing Noyce funding Can be up to $900K over five years Only 20% of costs can be administrative in terms of student support, project management, and evaluation services No indirect costs allowed Must include support and professional activities for scholars as new teachers and evaluation component May include summer internships for example, participation of Noyce scholars in summer science and math camps Phase II projects (note: for Phase 1 funded projects ending on or before 12/31/2009) Can be a continuation of Noyce I scholarship and service up to $600K over four years Can be an evaluation project up to $150K over three years
8 New Teaching Fellowships and Master Teaching Fellowships Two tracks: (1) fellowships enrolled in masters program leading to teaching certification, and, (2) fellowships to teachers with masters degrees, who participate in a program to develop Master Teachers Ideal for career changers, established teachers, even former Noyce Scholars (undergraduate) teaching in high needs schools Institutions can submit a separate proposal for a Teaching Fellows/Master Teaching Fellows project while applying for Phase 1 or Phase II; also, institutions with existing Phase I or Phase II programs can apply! Each fellowship recipient receives a $10K supplement to their teaching salary Total award amount : $1.5 M over five or six years IMPORTANT: MATCHING REQUIREMENT of 50% can be cash or in-kind, from any non-federal source Institutions interested in the Teaching Fellowship/Master Teaching Fellowships program but not ready can apply for a one year planning grant in the amount of $75,000

10 NSF Math-Science Partnership (MSP) Program Represents partnerships between higher education and K-12 institutions; higher education is the lead institution Purpose is to improve the learning of math and/or science in K-12 New focus is on MSP programs at minority-serving institutions (note: about half of CSUs are HSIs; two are MSIs) Four different programs: Targeted, Institute, Phase II, RETA Targeted partnerships focus on a specific grade range or other critical educational juncture/problem; Institutes provide comprehensive professional development on a national scale MSP-Start Partnerships prepare institutions for submittal to Targeted or Institute programs meant for institutions new to MSP (all except Fullerton and SF) Phase II partnerships are for prior MSP awardees (i.e. Fullerton, SFSU) RETA (Research, Evaluation, Technical Assistance) Projects support the work of the MSP projects nationally through providing new research and/or tools to evaluate teachers growth in mathematics and science knowledge and leadership; $1.5M over 3 years

13 NSF ATE: An Excellent Opportunity for California Community College Partnerships Advanced Technological Education (ATE) Preliminary Proposal Deadline Date : April 23, 2009 Preliminary proposals are optional, but strongly recommended, especially for institutions or departments that have not previously submitted to the ATE program. 14 CPEC Improving Teacher Quality (ITQ) In 2009 will likely be a targeted initiative to reduce achievement gaps in K-12 schools Primary objective is to strengthen content knowledge and pedagogical skills of current K-12 teachers IHE schools of education, partner with colleges of arts and sciences and with high need LEAs Programs are aimed at providing professional development that has a positive impact on student achievement Projects require in-depth evaluation to demonstrate the impact of the activities on student outcomes Based on prior years, it is expected that between 8 and 12 awards will be made; range from $200K-$1M; four years duration
15 CaMSP California Math and Science Partnership The CaMSP program seeks to improve student academic achievement in mathematics and science by providing teacher professional development in mathematics (grade 3 through Algebra I) and science (grades 3 through 8). Partnerships applying for a CaMSP grant must include: A high-need LEA. A targeted number of classroom teachers committed to participate throughout the entire life of grant funding An IHE mathematics, science, or engineering department Partnerships are encouraged to include other IHE faculty in mathematics or science education and evaluation
16 U.S. Department of Education Programs Teacher Quality Enhancement (TQE) Focus is on high quality K-12 partnerships for teacher education and induction Emphasis is on high need school districts Fund for the Improvement of Postsecondary Education Focus is on innovation Requires documented needs assessment and rigorous evaluation

18 NASA: K-12 Competitive Grants Opportunity (K12CG) Focus is on NASA-themed science education and teaching support at the secondary level, with emphasis on high school Goal is to improve the quality of education and/or preparation of teachers in areas of NASA research Looks for significant and innovative approaches for making secondary classrooms more inspiring and motivating Promotes use of NASA s contributions in science, technology, engineering, and mathematics to engage and stimulate student interest, to enhance secondary academic experiences, and to improve teachers abilities to engage and stimulate students Requires research-based strategies or documented best practices Deadline: August 22, 2009 (tentative)

20 Purposes of Comprehensive Evaluation in Grant Projects Roles and Uses of Evaluation provide internal information and feedback to help identify challenges and improve projects answer specific questions about processes and results that assist managers to identify strategies to achieve outcomes offer new insights and information not anticipated document effectiveness and value added assist in receiving, maintaining, and continuing grant funding contribute to understanding of educational challenges and problems and successful approaches for solving them
21 Comprehensive Evaluation Framework for Federal and State Grants Project planning: identify goals and objectives Evaluation planning: identify outcomes, formulate evaluation questions and design Project implementation/conduct of evaluation: monitor program operations, collect and analyze evaluation data Evaluation feedback: present evaluation findings to managers, refine or modify project RECOMMENDATION: Include your evaluators early on to set objectives and outcomes that you can reasonably achieve, obtain baseline data, and develop mechanisms to track data needed throughout program implementation

23 Designation and Assessment of Goals, Objectives, and Indicators Identify goals of program based on Request for Proposals or Program Announcement (e.g., reduce achievement gap in science and math achievement) Develop specific objectives related to the goals (improve student achievement in science and math) Designate measurable indicators of the objectives (increase student performance on designated measures by quantifiable amounts that are identified) Plan schedule for collecting evidence on indicators to determine whether objectives are being met
24 Formative Evaluation-Implementation Evaluation and Measurement of Progress Implementation Evaluation: to assess whether the project is being conducted as planned. Do the activities and strategies match those described in the plan? Have any obstacles been encountered that need to be addressed? Measuring Progress: to assess progress in meeting the goals of program and/or project. What evidence exists concerning impact of the activities? Are participants moving toward the project outcomes?
25 Summative Evaluation-Assessing Quality and Impact of Fully Implemented Project Purpose of summative evaluation is to assess a project s success in reaching goals. Summative evaluation includes implementation Were project activities implemented as planned? How many individuals were served and what services were provided? Summative evaluation focuses on outcomes What were the impacts of the program? How effective was the program with target groups?
