7 PROVINCE OF NEW BRUNSWICK / PROVINCE DU NOUVEAU-BRUNSWICK 1 INTRODUCTION VOLUME II The Public Accounts of the Province of New Brunswick are presented in five volumes. Volume I contains the audited financial statements of the Provincial Reporting Entity as described in Note 1 to the financial statements. They include a Statement of Financial Position, a Statement of Revenue and Expenditure, a Statement of Cash Flow and a Statement of Net Debt. Volume I also contains the Auditor s Report, Statement of Responsibility and a variance analysis. This volume contains unaudited supplementary information to the Financial Statements presented in Volume I. It presents summary statements for revenue and expenditure as well as five-year comparative statements. This volume also contains detailed information on Supplementary Appropriations, Funded Debt, statements of the General Sinking Fund, Securities Held, and revenue and expenditure by government department (this includes salary, travel, vendor, grant and contribution, and loan disbursement listings). Current year departmental expenditures are reported by component and by primary type of expenditures. Unlike reporting in previous years, no budget is reported for expenditure by primary, and no prior year comparative figures are shown. This is due to: no budget was approved by primary; and comparative primary figures were not readily available due to massive reorganization of government departments. Volume III contains the financial statements of those corporations, boards and commissions which are accountable for the administration of their financial affairs and resources to the Government or Legislature of the Province. The Government or Legislature also has the power to control these organizations either through ownership or through legislative provisions. Volume IV contains the financial statements of various trust funds which the Province administers as Trustees. Volume V contains salary listings of certain government organizations, including regional hospital corporations, New Brunswick Power Corporation, New Brunswick Liquor Corporation and the Workplace Health, Safety and Compensation Commission of New Brunswick. The salary listings are for employees who received earnings during the year ended 31 December 2000 in excess of $40,000. INTRODUCTION VOLUME II Les comptes publics de la province du Noveau-Brunswick sont présentés en cinq volumes. Le volume I renferme les états financiers vérifiés de l'entité comptable provinciale de la façon décrite à la note 1 afférente aux états financiers. Ils comprennent un bilan, un état des recettes et dépenses, un état des flux de trésorerie et un état de la dette nette. Volume I renferme aussi le rapport du vérificateur, la déclaration de responsabilité et une analyse des principaux écarts. Le présent volume renferme des renseignements non vérifiés supplémentaires aux états financiers exposés dans le volume I. Il présente des états récapitulatifs des recettes et des dépenses ainsi que des états comparatifs de cinq ans. Le présent volume contient de plus des renseignements détaillés au sujet des crédits supplémentaires, de la dette consolidée; des états du fonds d'amortissement général; des valeurs détenues; ainsi que des recettes et des dépenses, par ministère (ceci comprend les listes des traitements, des frais de déplacement, des paiements aux fournisseurs, des subventions et contributions, et des versements de prêts). Les dépenses des ministères pour l exercice en cours sont présentées par élément et par code primaire. Contrairement aux années précédentes, le présent rapport ne contient aucun budget pour les codes primaires et aucune comparaison des données parce qu aucun budget n a été approuvé par code primaire et parce que les données primaires comparatives n étaient pas disponibles en raison d une réorganisation majeure des ministères. Le volume III renferme les états financiers des sociétés, conseils et commissions qui doivent rendre compte de la gestion de leurs ressources et opérations financières au gouvernement ou à l'assemblée législative de la province. Ces derniers exercent par ailleurs une autorité vis-à-vis de ces organisations du fait qu'ils en sont propriétaires ou en vertu de dispositions législatives. Le volume IV renferme les états financiers de divers fonds en fiducie que la province administre à titre de fiduciaire. Le volume V renferme les listes de traitements de certaines organisations gouvernementales, telles que les corporations hospitalières régionales, la Société d énergie du Nouveau-Brunswick, la Société des alcools du Nouveau-Brunswick et la Commission de la santé, de la sécurité et de l indemnisation des accidents au travail. Les listes de traitements comprennent les employés ayant reçu un traitement de plus de $ durant l année se terminant le 31 décembre 2000.

Supplementary Statements Supplementary Statements 1 to 11 show summaries of actual and estimated revenue and expenditure by Department for each budgetary account classification. Supplementary Statements 21 to 25 present other information required by legislation. Funded Debt The statements include information on funded debt issued and matured during the year, as well as items outstanding as at 31 March It also includes a Statement of Borrowing Authority which outlines the activity and final balance of borrowings under the Provincial Loans Act. Revenue and recoveries are presented by budgetary account classification and by revenue account. Departmental expenditure is presented in two ways. The first presentation of expenditure is by program and program component. The second presentation is by program and primary. Salary Payments to Employees This listing includes every employee whose total actual salary in a Department exceeded $40,000 during the fiscal year. This listing includes casual and regular employees. The salary reported includes regular earnings, overtime, retirement allowance, personal service contracts and any other employee remuneration. Payments for travel and other employee expenses This listing includes all payments totaling $6,000 or more made to or on behalf of employees for travel and other employee expenses such as membership dues, training courses and conference fees. Car allowances are disclosed separately at the end of the listing, regardless of the amount.
