4 1MESSAGE FROM THE CHAIR Welcome to The Training Consortium (TTC) Member Report for I would like to introduce this year s report by acknowledging the significant and important role TTC plays in learning and development across the public sector in Tasmania. It is easy to take TTC for granted but this collaborative model, completely unique to Tasmania, continues to serve its membership very well. TTC provides a full range of training courses and speaker events, as well as delivering tailored services for member organisations. Regional engagement has been a major focus during the year and we have seen an increased range of courses and events scheduled in these areas. The past year has also presented some challenges. There has been a notable drop in course registration numbers and there will be a further revenue reduction as TTC s role in administering the Public Sector Management Program for Tasmania and Victoria comes to an end. The learning and development environment is also changing. Organisations are embracing the principles of the 70/20/10 learning model, which emphasises the importance of learning in the workplace. There is also an increasing demand for alternative delivery models and agency specific management and leadership programs. This changing environment provides an ideal opportunity to work closely with member organisations to reposition TTC and ensure it continues to be the training provider of choice for the public sector. I would like to express my appreciation to the Executive members for their ongoing commitment to providing the strategic direction for TTC. I would also like to thank the staff for their continued dedication and hard work in delivering professional and targeted training and development opportunities. 6 3GOVERNANCE Our operations are governed by the TTC Executive whose role is to: Provide advice on the needs of member organisations Contribute to forward planning and new initiatives Promote membership services, and Oversee the TTC budget to ensure member funds are well spent. 7 4STAFFING There were some changes to staffing during the financial year. Firstly, we saw the departure of our trainee Chloe Bonnitcha as she moved into an administrative role with the Department of Treasury and Finance. We would like to congratulate Chloe on finishing her traineeship and we wish her every success in her new role. Melanie Bryce took up the opportunity of a twelve month secondment where we shared her talents on a part-time basis with TMD, Department of Premier and Cabinet. She was then successful in her application for a position with the Department of State Growth, where we know she will be a highly valued team member. Thanks for providing a professional and high quality service to our members for the last four years Melanie. Chloe Bonnitcha Back-filling for Melanie Bryce, we had David Chen join us and bring his strengths in reporting and analytics to the team. With Melanie s departure, we are pleased that David has chosen to stay with us on a permanent basis. And there has been a change for Gabrielle Palmer, as the delivery of the Public Sector Management Program was transitioned to the Queensland University of Technology, as of 1 January Gabrielle s part-time position has been absorbed into TTC operations. Public Sector Management Program fees increased due to a final payment for the administration of the Victorian program. Employee expenses increased in due to a one off traineeship position and a temporary increase in staffing levels. Revenue from Calendar and In-house courses decreased reflecting the fiscal constraint within the public sector. The Training Consortium Member Report

10 6REPORT AGAINST STRATEGIC PRIORITIES Deliver a calendar of courses and events, provide advice and tailored programs to meet member needs. Our annual calendar of courses and events continues to provide a range of training and personal development opportunities on a state-wide basis. 113 Calendar courses were delivered across Tasmania, with registrations 132 In-house courses were either delivered or contracted by TTC. Dr Randal Stewart, Timmins Stewart One of the new initiatives for the year has been the introduction of TTC Special events and the option of virtual attendance. TTC Special events are presentations by high profile subject experts and through the NBN are available in real time for virtual as well as face-to-face attendance. The virtual attendance option has proven popular for people in all regions and has attracted a high level of interest. 11 6.2 Expand member engagement and collaboration by creating an environment to support sharing between members. During the past 12 months TTC has increased its presence in the North and North West of Tasmania. We have held Member Forums and Masterclasses as a way of engaging with members. TTC have also increased the number of courses scheduled in these regions. With the active participation of our Executive, Member Forums were held in: Launceston, 29 July 2014 Burnie, 30 July 2014 Hobart, 8 December 2014 Devonport, 20 April The Member Forums provide an opportunity for member representatives with an interest in learning and development at the organisational, team or individual level to come together. They share ideas and priorities and contribute to TTC planning and services. These have been a valuable way of expanding our networks, and gaining insight into how member organisations manage their internal training priorities. TTC Member Forum, Dec 2014 In addition to the Member Forums, a number of regional Masterclasses have been held: Tony Morris (TorsoTalk, UK), Body Language: if you can t see it you re not listening Sarah Lewis (UK), Positive Approaches to Organisational Change Josh Farrell (FranklinCovey), The 7 Habits of Highly Effective People Sharon Condon (TTC provider), Achieving Work/Life Balance: a roadmap. The regional Member Forums and Masterclasses attracted 309 participants during the year and supported the expansion of engagement and collaboration between members. 12 6.3 Develop and deliver quality elearning experiences. TTC aims to expand its range of delivery models including increased elearning opportunities. As an initial exploration of elearning, TTC hosted a series of Virtual Forums where members trialled and provided feedback on three commercial elearning providers and their products. These ranged from scenario based delivery, webinar, to a more contemporary simulation module. From the feedback received, it became evident that a Learning Management System (LMS) would be needed as a platform for elearning courses. This would provide member organisations with the necessary access, tracking, dynamic learning environment and reporting functions required. An initial proposal for the procurement of a LMS has been prepared and further consultation will be undertaken with State Service agencies to gain commitment to a whole of government approach. In a number of State Service agencies utilised TTC s Introduction to Work Health and Safety (WHS) elearning course to meet their training requirements. In total employees completed the course. TTC also entered into an agreement to allow WorkSafe Tasmania to use the course as the base for the Better Work Tasmania, WHS elearning course. Planning and consultation has also commenced for an elearning course aimed at developing an understanding of family violence and its impact in the workplace. 12 The Training Consortium Member Report 2015

13 6.4 Improve systems and processes to enhance member experience. Two new systems were developed during the year to enhance member experience: TTC provider register database A common query we receive is What trainers are out there who can deliver on this topic? In the past we have largely relied on personal knowledge, but with the assistance of the Department of Premier and Cabinet Information Services Branch, TTC now has a fully searchable provider database. TTC are now able to provide members with a report containing details of providers by area of expertise, level of experience, contact details and other relevant background information. We have also improved our application and approval processes for providers seeking to be included on our register. This will result in better capture of data and assessment of the provider s capability. Course directory and signature block This year we implemented an electronic course directory, which indexes our calendar courses under subject headings and shows the months and regions in which they will be delivered during the calendar year. There were a number of outcomes: Electronic view or printable document of the regularly scheduled courses Search by subject heading to gain an overview of the courses offered Plan ahead by reviewing the months and regions where the course is scheduled. Each course page in the directory is hyper-linked to the website and its flyer, which provides more detailed information on course content, learning outcomes and registration. As well as forming part of our new signature block, the course directory is accessible from our website home page. The Training Consortium Member Report

14 6.5 Increase regional access to training by building networks and working closely with members to target specific training needs. Throughout the year, we have explored opportunities to partner on events with similarly focused organisations as a way of building networks. This has resulted in our engaging with a wider range of audiences to promote the TTC brand. This was most successfully achieved through the breakfast events that were held in partnership with the Australian Institute of Management. They were: Think on your Feet, with Phil Day Launceston 4 Habits of Emotionally Intelligent Leaders, with Ian Hamilton Launceston Lessons from the Front Line of the Australian Defence Force, with Wing Commander Deborah Phillips and Commander Stacey Porter Launceston, Burnie and Hobart. We also worked with the Tasmanian Archives and Heritage Office, Integrity Commission and Office of egovernment, Department of Premier and Cabinet, to manage the delivery of their courses and special events. Another initiative was TTC s attendance at the Local Government Managers Australia Tasmanian Conference in October This included the sponsoring of a conference session, which was an ideal opportunity to create awareness of TTC services and benefits to local government through their umbrella membership via the Local Government Association of Tasmania. 14 The Training Consortium Member Report 2015

15 6.6 Enhance members return on investment through a stronger focus on embedding contemporary learning models into TTC activities. A highlight for this year was the successful outcome of TTC s funding applications to Skills Tasmania. Their funding program offers subsidised training and enabled TTC to offer a number of Australian Recognised Qualifications to member organisations at a significantly reduced fee. As well as being a major financial benefit for member organisations, it provided employees with an opportunity to gain a new qualification and experience contemporary learning models. As part of the funding arrangements, these qualifications were offered in partnership with a Recognised Training Organisation. They were: Diploma of Government (Policy Development), with Major Training Services Diploma of Project Management, with Institute of Project Management Certificate IV in Government (Statutory Compliance), with CIT Solutions. This course was offered in Hobart and Launceston, with costs subsidised by the Building Control area of the Department of Justice. To ensure equitable access across the membership, TTC ran an expression of interest process for these courses. Interest was very high with 140 expressions of interest received for the 80 places available. TTC undertook the full administrative, financial and course co-ordination roles needed to deliver these qualifications. The Training Consortium Member Report

16 7PUBLIC SECTOR MANAGEMENT (PSM) PROGRAM In 2015, a major change was implemented to the PSM Program with the delivery of the program in all states and territories moving to the Queensland University of Technology (QUT). This is an exciting development that will modernise the program and enable delivery through an innovative work- based and blended learning framework. QUT will be retaining the aspects that have long been valued by participants face-to-face workshops, case studies, work based projects, four core units and will blend this with a virtual online environment and a refreshed curriculum. Successful participants now receive a Graduate Certificate in Business (Public Sector Management) from QUT. They also become eligible for credit towards further post-graduate programs with a number of Australian universities. During 2014 and 2015, TTC have worked closely with QUT to maintain relationships and ensure a smooth transition for current and future students to the new delivery model. This has included: Hosting three graduation ceremonies, including one in Victoria Celebrating the achievement of 66 graduates Alumni events in Hobart and Launceston Actively promoting enrolment in the 2015 program through the new look launch and local government scholarships Supported visits to agencies to introduce the QUT program co-ordinators. PSM Program Graduation 2015 A highlight for the year was TTC s final PSM Program graduation which was held at Parliament House on 5 June It celebrated the achievements of the 2013 intake graduates as well as TTC s successful delivery of the program over a period of 22 years. TTC will continue to work closely with QUT to ensure local content and promote this highly valued program for managers across all levels of government in Tasmania. 16 The Training Consortium Member Report 2015

17 PSM Program provided me with the opportunity to explore a wide range of management topics and to analyse this from theory and practice perspectives. The chance to have balcony time to reflect and learn is a gift. The experience was enriched by the interaction with fellow students from all tiers of government, discussing, debating, challenging and growing together. Completing the program has been a significant and valuable experience. I highly recommend it to others. Nigel Smith Graduate The changes to the delivery of the PSM Program have also meant a change of role for Gabrielle Palmer, who has been the co-ordinator of the PSM Program in Tasmania for the past seven years. We asked Gabrielle to reflect on her time with the program. Nigel Smith I have loved the whole process of this program. From the starting point of seeing anonymous names coming through application forms, to meeting and putting faces to names at the orientation day, working through the program delivery and seeing them as graduates 18 months later. While I will miss the personal involvement with the participants, the new additions to the curriculum and delivery are really exciting. 18 8INSTITUTE OF PUBLIC ADMINISTRATION AUSTRALIA (IPAA), TASMANIA IPAA Tasmania continues to engage TTC to provide secretariat and event management services for IPAA activities in Tasmania, with the service agreement extended through to 30 June This year saw a change of President, with the election of David Nicholson, Deputy Secretary, Department of Health and Human Services to this role. As in previous years, TTC worked closely with IPAA Victoria to present the IPAA Vic/Tas Executive Forum in February David Nicholson IPAA VicTas Forum 2015 on the theme Re-imagining government: Re-imagining public administration. The international keynote speaker was Barry Quirk, Chief Executive, London Borough of Lewisham in the UK, along with an impressive range of local and interstate speakers. This was the third Executive Forum that IPAA Tasmania has presented in partnership with IPAA Victoria. Separate to the Executive Forum, IPAA Tasmania held eight events during the year, including the first event in Launceston for a number of years. As part of its secretariat role, TTC managed the membership, Council meetings, Public Sector Excellence Awards and contributed to the IPAA national publication, Public Administration Today. 18 The Training Consortium Member Report 2015
