ABA presentation of PLLUMP A. * PAB shared the attached PLLUMP project presentation III. Questions and comments following the presentation A. Concerns were expressed about classroom locations during renovations 1. A community member asked where fitness classes and other specialized classes would be taught 2. ABA responded that temporary class space would be planned to be able to maintain the schedule during construction 3. Fitness classes could be scheduled into rooms with appropriate flooring and space B. Disagreement was expressed about the condition of specialized facilities 1. A community member stated that the ceramics lab works well currently for teachers and students at Schott 2. Varying perspectives on need for hub spaces were expressed (hub is a place for students to gather between meetings) a) One person felt that there was not a need for additional spaces for students to go to between classes b) Another person felt that it was very needed and something that should be added to the facilities planning c) Consider polling Center for Lifelong Learning (CLL) students and faculty to further understand the need d) The hub concept is being considered at all 3 campuses as part of the Core Services being offered to all students. The college considers a space for informal learning and collaboration on each of the campuses to be an important service to provide to all students 3. A summary of all comments would go to the Board C. Question about the surrounding residential community and how it may be affected by Facilities changes was asked 1. The Facilities Master Plan will include consideration of setbacks, privacy, protecting views and consideration of neighborhood context D. A community member asked how a master plan could bring additional day students to the Schott and Wake campuses. 1. ABA responded that a Master Plan considers more effective facility use a) This planning includes quantity, layout, and shading of parking as an example b) ABA has analyzed enrollment comparisons for present and future programs c) The plan considers how and when the campuses are utilized E. A question was raised about funding for the project, in addition to a lack of parking at the Wake Campus 1. Funding for the project would need to be through a community supported bond 2. ABA will consider a multi-level parking at the back of campus to alleviate the heat island effect of larger parking surfaces, to take advantage of the natural topographic change behind the campus and to minimize the overall size of the parking area F. A community member raised a comment about the need for sensitivity to not schedule forums on religious holidays 1. SBCC acknowledge the comment and let people know that there are four forums over a two day period G. A community member needed clarity about the programming and use at Schott 1. ABA clarified that the programming brought up in the presentation refers to architectural space program, and not the class and schedule programming at SBCC 2. CLL and noncredit courses will still remain the core educational programs at the Schott Campus 3. Architecture and design classes are planned for the Wake Campus H. A community member asked why carpentry was not included in the program 1. An SBCC Representative stated that there was low enrollment for this class

A community member raised a question about Americans with Disability Association (ADA) accessibility, concerning a possible ramp instead of the current steps from rear parking lot at the Wake campus 1. ABA responded that a new plan for the rear parking lot implemented in the PLLUMP will consider accessibility of each campus J. A community member asked if there are Friday classes at Main Campus. 1. An SBCC representative confirmed that Friday classes were indeed offered 2. ABA is creating a more effective use plan, with higher use planned for Friday K. A community member asked if the Cosmetology center will move in next 3 years 1. ABA answered that the master plan implementation will take longer than 3 years 2. The long term plan is for Cosmetology to move to the Wake Campus, the current facility is rented L. A community member asked about where the portables and ESL lab go? 1. ABA would create permanent spaces for the English as Second Language (ESL) program to eliminate the current portables that the program is taught M. A community member raised a comment about creating more available parking at Schott 1. CLL students and teachers drive to campus and need accessible parking 2. There is a need to be able to unload supplies near classrooms 3. The plans would include the improvement of the parking lot, including a better layout, shading and better circulation. The new lot would meet ADA requirements N. Concerns were raised about making changes to the Schott campus 1. A community member expressed that there was no need for a campus hub space for students to go between classes 2. The current facilities and programs are excellent 3. Improved spaces with more effective use would create a better Schott O. Need for campus center was expressed 1. A community member expressed that a lounge or hub area for congregation between students and faculty would be nice

ABA presentation of PLLUMP 1. * PAB shared the attached PLLUMP project presentation II. Questions and comments following the presentation A. Concerns were expressed about moving the automotive lab off the Main campus 1. Access to other classes on the Main campus may become limited 2. Students taking the intro course in the automotive lab on main campus need to be considered 3. Moving the lab could have a negative impact on class enrollment for automotive, many students become interested in the course because they happen upon it while taking other classes on Main 4. The Facilities Master Plan does consider the inclusion of general education courses that would be needed with automotive and other specialized labs at the Wake campus 5. The new location would allow for a state of the art facility that would improve the program B. Concerns about the future of the Orlafea Learning Center were expressed 1. Inclusion of parent/child workshops needs to be considered 2. The center will not be turned into something else or reprogrammed C. What are the next phases? 1. ABA will start off with existing conditions 2. Then, ABA will be working with the program established in the first steps 3. The program is considered a living document and can shift as further development is done 4. The physical layout of all campuses will be next at a conceptual level 5. Implementation of aesthetic standards across all 3 campuses will help unify the SBCC campuses D. Questions were raised about scheduling and centralizing specific spaces 1. Studies and analysis have been conducted about the most effective use of future and current spaces for the SBCC educational programs 2. The schedule assumptions are based on the block schedule proposed by SBCC E. A comment was made to consider polling students about campus circulation 1. Campus-wide polling has occurred 2. Student surveys have been conducted 3. System-wide level polling has also occurred

ABA presentation of PLLUMP A. * PAB shared the attached PLLUMP project presentation III. Questions and comments following the presentation A. A community member asked if green practices, for example solar panels, would be implemented. 1. ABA responded that saving water, energy, and sustainability are key components to the planning principles and will be incorporated into the future facilities master plan B. A community member asked if specialized instructors (i.e. ceramics) would be involved in process of master planning 1. PAB stated that communication with instructors prior to the architectural design of a classroom should always be a consideration. The master plan will not include specific design of each classroom. This would happen during the architectural design phase. C. A community member asked about temporary spaces and if classes would continue during planning and construction? 1. ABA responded that the intent is not to shut down campus 2. With current projects at Main campus, services such as food services are not shut down during construction, but relocated to temporary locations on campus 3. The intention is to continue programs during construction either through phasing, reassignment of class to another location or through the use of temporary buildings D. A community member asked if the Center for Lifelong Learning (CLL) spaces and programs would remain the same in the Master Plan 1. The approved program accounts for the CLL programs 2. ABA worked with CLL leadership to look at course to understand the types and quantity of classes taught to create the program E. A community member asked about how many CLL students are projected per campus 1. PAB stated that information from 4 years of data on scheduling has been compiled to inform the PLLUMP process F. A community member thanked the facilities team for maintaining and restoring Schott Campus 1. Stewardship of history, community is important 2. Very pleased to see the new windows and updates G. A suggestion to have tours of Main Campus was made by a community member 1. Until one experiences the current facilities first-hand, one cannot know state of facilities 2. The community needs to understand that the buildings are deteriorating and that funds are needed to maintain and upgrade facilities H. A community member asked where funding for the projects would come from 1. An SBCC Representative responded that state funding is not at the same level as in past 2. Bonds are necessary to fund the project, therefore public support of the bond(s) would be needed I. A question was brought up about changes to Main campus by a community member 1. PAB responded that many buildings on Main campus are past useful life and need to be updated J. Agreement was shared that communication and transparency are necessary 1. Outreach is a valuable component in planning process 2. Community members are very pleased to be invited to these informative meetings and be given an opportunity for input

ABA presentation of PLLUMP A. * PAB shared the attached PLLUMP project presentation III. Questions and comments following the presentation A. Concerns were raised about there being no meetings with the County 1. Several meetings have occurred with County between SBCC 2. The County has also been invited to the Community Forums as well 3. SBCC will inform and communicate with the County during the development of the Facilities Master Plan and encourage their continued participation in the public process during the next step B. A question was raised about the environmental process by a community member (County Planning Commissioner) 1. SBCC has considered the Eastern Goleta Valley Community Plan (EGVCP) in the development of PLLUMP and a review of this was done at the first Community Forum 2. Many of the PLLUMP guiding principles are aligned to the County s plan 3. The PLLUMP process has only gone through Discovery and Programming thus far, as we move into Facilities Master Planning environmental considerations will be part of the design process 4. The Facilities Master Plan will lay the conceptual foundation for future planning, the detailed planning will follow once funding has been identified and a schedule for initial phases is created 5. Required approvals as part of CEQA (California Environmental Quality Act) will be included at the appropriate time C. Will specialized teaching at Wake increase the campus s footprint? 1. The site layout will be part of the next step 2. Conceptually, we are considering increasing open space and decreasing building and parking surfaces through the use of higher density. The neighborhood is made up of both commercial and residential at fairly low heights. We are looking at the use of two story buildings and maintaining approximately the same size foot prints but increasing open space by looking at stacking parking 3. The site lends itself to increasing on grade parking for easy access but because of the slope, being able to park at a lower level. These areas would also be accessible D. Water run off concerns needs to be considered for surrounding area, structures and homes 1. Mitigating water runoff that currently flows to neighboring properties is important 2. The final plans will need to meet the California C3 requirements that regulate that water must be maintained on site 3. The current condition shed water from the high side of the site across parking lots to the low side of the site and will need to be address E. A comment was made to consider a low density plan that increases open spaces 1. See comments above F. Questions were raised about inclusion of SBCC community in planning discussion 1. Advertising through direct mail feeds for public forums has brought about community involvement 2. Meetings with student groups and Center for Lifelong Learning (CLL) leadership, among other groups, have occurred 3. SBCC will continue with community outreach throughout the planning process G. Questions were raised about selling and moving Schott and Wake campuses 1. There are no plans to plans to sell or move campus locations 2. Both campuses serve important roles in the community H. Questions were raised about traffic, and circulation concerns 1. Traffic and circulation will be considered in the design 2. The Program considers spreading out of peak hour use in order to lower impact

Concerns were raised about housing availability for SBCC students 1. Ideas about campus housing were expressed by community members 2. Housing has been identified as a key issue for the entire SB community 3. SBCC needs to be part of a solution and is working with the City and other institutions to consider future plans 4. SBCC is open to considering development ideas for campus housing if brought forward by others 5. No sites have been identified on campus land for housing because the California Community College financial capacity and mission does not consider the housing of students on a campus B. Will specialized noncredit classes be categorized and moved? 1. The general idea of organization of three campuses under one college would move programs, but not eliminate them 2. Specialized labs for personal enrichment classes are planned for Wake 3. The idea is that specialized labs that need customized space and equipment would be developed as new and appropriate facilities at the Wake campus 4. The list is available on the website C. A question was raised about the approval of the plan 1. There will not be an approval point until the end of the Facilities Master Plan when it would be approved by the Board 2. The Facilities Master Plan will be conceptual in nature and be a means to communicate to all stakeholders what the future plans will entail 3. The Facilities Master Plan would not move into a implementation phase until funding can be procured 4. Once funding is identified, the next phase of the Facilities Master Plan would need to go through further development, review and required approval processes prior to implementation
