1 WP/24 FIFTH MEETING OF AFI PLANNING AND IMPLEMENTATION REGIONAL GROUP COMMUNICATIONS, NAVIGATION AND SURVEILLANCE SUB-GROUP (CNS/SG/5) INTERNATIONAL CIVIL AVIATION ORGANIZATION (Nairobi, Kenya, September 2013) Agenda Item 5: Aeronautical Mobile Service Status of implementation and performances of AMS in ASECNA area (Presented by ASECNA) Summary This Discussion paper presents the status of implementation and the performances of aeronautical telecommunications services, required for a safe provision of the air navigation services and analyses its operation in order to propose appropriate solutions to improve the quality of the service. Action by the Meeting is at paragraph Introduction The provision of air navigation service relies on available, reliable and integrated Communications, Navigation and Surveillance (CNS) systems. In the AFI Region, characterized by a low density of telecommunications infrastructure, the satellite communication systems appeared to be the only medium to satisfy the requirements of the International Civil Aviation Organization s (ICAO). The AFI/RAN7 by recommendations5/23 and 9/2 allowed the development of VSAT networks in the AFI region to sustain aeronautical fixed service as well as aeronautical mobile service. ASECNA, since then, in cooperation this with the others ANSP, performed the implementation of the the aeronautical Mobile Service over AFISNET 2. Discussion Provision 2.1 Implementation status of Aeronautical Mobile Service VHF Since 1997 when it experienced successfully the first remote VHF station using VSAT technology, ASECNA pursues the improvement of VHF extended coverage by implementing VHF remote stations in the all the FIRs. Up today, nearly twenty remote VHF stations are implemented in Brazzaville and Ndjamena FIRs to improve the provision of Air/Ground Communications as shown in appendix A. These remote VHF stations are being completed with nearly fifteen new remote stations in the framework of extended VHF coverage project to be implemented by 2014.

2 CPDLC On the other hand, since 2002, ASECNA started to implement ADS-C and CPDLC systems in several centers, including Brazzaville and Ndjamena. The center systems include functionalities like Flight Data Processing System (FDPS), Automatic Flight Data Processing (AFDP), Flight Plan Air Situation Display (FPASD), and Flight Data. Processing System (FDPS). A Flight Data Operator position (FDO) dedicated for the corrections of wrong filed flight plans as well as a simulator system for the on-job training are implemented too. A complete simulator system installed in EAMAC in Niamey, to support the training of the Air traffic Controllers. The system fully supply the Controller Pilot Data link Communications and improve the Air/Ground Communications. In the framework the extension of the Data link Communications, the other Centers not yet equipped will CPDLC capable by Modernization of HF ASECNA pursued the modernization of HF according to its investment plans and several centers have been newly equipped with HF are performing well. For the other centers, even the VHF used as primary mean, is relatively reliable, the modernization of the HF is ongoing HF is used as: Back up mean to CPDLC for air ground communication over sea area; Back up to VHF over continental airspace According to the SP AFI/RAN AFI/RAN Recommendation 6/20, all the centers have been provided with HF software to perform the ionospheric forecast. 2.2 Availability and performance of AMS According to the conclusion 16/20 regarding the VHF coverage surveys ASECNA regularly take part into the regional the AFI survey. The last survey took place from 16 January to 05 February 2012 and the results jointly analyzed during the last ASECNA/IATA panel are as below : FIR/Centre VHF HF CPDLC ANTANANARIVO 91.71% 95.83% 100 BRAZZAVILLE 90.32% 75.00% 100 DAKAR 97.65% 94.74% 100 NIAMEY 87.45% 93.33% 100 N'DJAMENA 92.79% NOUKCHOTT 94.93% 83.20% 09 Centers involved (Antananarivo, Dakar, Brazzaville, Nouakchott, Abidjan, Niamey, Bamako, Ndjamena, Douala) Numbers of Reports : 3041 ; VHF remain the main mean in the continental part even CPDLC is the primary mean in all ; Compaired to the last survey CPDLC is increasing HF usage is decreasing and is mainly used in oceanic and desertic parts for the aircrafts note yet CPDLC equipped BAMAKO 89.28% - ABIDJAN 87.39% 85.71% 100 DOUALA 92.08% -

The airlines must be encouraged to equip, in order to fully benefit from the implementation of the ADS-C/CPDLC. 3. Actions by the meeting The meeting is invited to: Take note of the information provided in this Working Paper; Recognize the efforts made by ASECNA in the improvement of Aeronautical Mobile Service in the AFI region; recommend cooperation between the ANSP/States to improve VHF coverage notably by sharing VHF coverage and facilities at the boundaries of the FIRs;
