2 That the Minutes of the May Magic Lake Property Owners Society Directors Meeting be approved. 4. BUSINESS ARISING FROM MINUTES a. Update on insurance Joanna Rogers continued discussions with Western Financial, specifically regarding a $5000 coverage for equipment. It came to light that this covers office equipment at the contractor s (Joanna s) home. After a brief discussion, it was decided that this insurance is not necessary. Moved by Wally Foster, seconded by Glenn Henderson That at time of renewal of the insurance policy that covers the equipment insurance, that the equipment insurance be discontinued. Board members discussed the liability insurance limits on all MLPOS policies and decided an update is required. Moved by Wally Foster, seconded by Glenn Henderson That the liability insurance limits on all MLPOS policies, as they become due, be increased to $3 million. b. Mouat Park Maintenance Contract Kathy Gilbert reported that she had been unable to find a contractor who had both WorkSafe BC and contractors general liability insurance. Note that the only bidder in response to the request for proposals, GardenSong, has WorkSafe BC, but not contractors liability insurance. Discussion points included: Awarding a contract to GardenSong (the only bidder on Mouat Park maintenance,) that excluded the work outside the park (weed whacking, which presents the major hazard, and for which MLPOS does not have, nor 2
3 cannot get, nor should attempt to acquire insurance, as this is road right-ofway;) Awarding the contract to GardenSong without contractors liability insurance; Putting additional resources into the park to make it a community showpiece, marketing the park, demonstrating indigenous plant species, showing school children what indigenous species might have been; The fact that the original planting proposal after the clear cutting several years ago had rested on installation of plants that would have hopefully, but have not been, self-sustaining; That MLPOS was deeded the property as a legacy; that it is to be used and named as a park, and that trees are not to be higher than 25 feet, per the covenant on title; That the lands held by MLPOS include the marina, tennis courts and Mouat Park; and we have an obligation to maintain all three facilities, even though they are different in nature; That volunteers to maintain the park had not worked in the past, noting that weeding is required, someone with plant knowledge and management expertise is needed, and some plants require removal and relocation; That the park should be abandoned for this season; discussion ensued on the invasive plant species, such as broom and blackberries that will take over the park; There is limited use of the park; (although I have been approached recently by several people who use the park, but are disappointed in the condition of the park, wondering who is responsible for park maintenance); There is a memorial bench and at least one person s ashes scattered in the park; That a similar structure to management of Thieves Bay Marina and the tennis courts be established, whereby a new MLPOS director position be established to manage Mouat Park. In conclusion, most Board members were unwilling to engage a contractor without contractors liability insurance. Moved by Peter Testemale, Seconded by Mike Wiley That Mouat Park be abandoned for the 2015 season until the 2015 AGM; attempt to identify and appoint a new Director in charge of Mouat Park, who will try to find and engage volunteers to maintain Mouat Park. 4 5. TREASURER`S REPORT As Jean Deschenes was not available for the May meeting, a Treasurer s report was not available. 6. DIRECTOR S REPORTS a. Marina Glenn Henderson reported that the dock reconfiguration work is about 95% complete. A few small (approx. 6 people) work parties are required to finish off the work over a few work party occasions. Glenn reported that the Nu-to-YU grant was approved to install non-slip mesh by the ambulance dock had been approved. The non-slip mesh should be arrive in 6-7weeks and will be installed by the marina directors / volunteers. The ambulance dock needs to be marked by marina crew. Peter Testemale reported that about 12 contracts were outstanding as of the date of the May 11 Board meeting. He reported that an incident had occurred whereby an outboard motor had been protruding beyond its finger slip and another boat had inadvertently damaged that motor. A number of 20 ft berths are available. As a result of the dock reconfiguration, 9 boats have been removed from the wait list. With respect to the dinghy storage racks, members are asked to place the names of their boats on their dinghies. Management of dinghy storage will commence in the future. b. Recreation / Tennis Mike Wiley reported an excellent turn-out at the regular tennis matches with people actually waiting to get on the courts The contractor has done a good job cutting the tennis court lawn. c. Director-at-Large 4
5 Dave Reed had anticipated his not being able to attend the May 11 meeting, but was able to do so. Although I circulated his report previously, it should be part of the minutes, so it is as follows: 1. I attended the Islands Trust meeting on Apr 30. The only thing of note was that Dianne Barber put forth a motion to start a discussion re legalizing STVR's beginning with the next trust meeting on May 19. If the MLPOS is going to take a position on this we should do it soon. I mentioned at the meeting that we were developing a paper on the subject, and Diane asked that we share it with her. 2. The Water and Sewer people are proceeding with a referendum on June 27, preceded by another open house on June 6. They are using a 20 year amortization. No word that I've heard re grants. 3. Re composting toilets - no word from David Howe as to when we can meet with his CRD cohort. I will get something on that soon. Also, in talking with Chris Watson, the CRD building inspector, he agrees that if we had composting toilets, much of the planned (and expensive) upgrades would be unnecessary. OTHER Dock reconfiguration thank you event A thank you to all of the many volunteers who have helped with this big project will be held on May , in the form of a barbeque. Peter Testemale has organized the event, catered by Pender Sushi. 5
