2 Dual Language Focus This conference has been organized to meet the needs and interests of participating bilingual and dual language teachers, future bilingual and dual language teachers, parents of current and future bilingual students, current and future early learning educators and supporters of bilingual and dual immersion programs. Information Fair Our goal is to have the local schools showcase their dual language programs to attract future dual language Teachers. Schools can demonstrate how they are implementing dual language programs for their students. BCLAD students can come and discover the wide variety of employment opportunities for bilingual student teachers. Community Support Our goal is to have local organizations demonstrate their support for dual language programs, teachers, students, and parents. We look forward to a successful exhibit of the different aspects of dual language including materials and resources for dual language education. Students will be coming from the following universities and programs: CSU, Fresno; Fresno Madera County AB 212; CARES; and CARES PLUS. 3 Welcome Dear Conference Attendees, The purpose of this conference is to lay a foundation for the principles and applied practice of education equity and dual language teaching and learning. As teachers, as student- teachers, and administrators we know acutely the challenges faced by our students, see every day the high drop- out rate in our region, and we have the skills to work to turn this around. This conference is an opportunity to share with one another the knowledge and experience to better grow our students into healthy members of our community. It is through this sharing of knowledge and wisdom that we can most fully offer to our students the resources they need to realize the promise of the American dream, that pursuit of happiness, which is their right and their inheritance. We will know the measure of our success here, by the success we engender in the children of our schools. The foundation of a child s success in dual language learning is a strong grasp of the dropout rate, the lack of equity within the communities we serve, the debilitating poverty. We have the tools t change lives and grow communities. Overcoming these barriers is important now more than ever, as the economy becomes increasingly global in scale. It is not an overstatement to say that we have the ability to empower the children of California to be not only outstanding community members, but to write their names large on the ledger of history. It is educators who teach that legacy and parents who instill it in their children. Out students will grow up to a world more interconnected than ever, more complex, more competitive. 4 Friday Keynote Rosa G. Molina Executive Director, Two- Way CABE "Preparing to Become a Dual Language Teacher" Rosa G. Molina is the Executive Director of Two- Way CABE, the Two- Way Bilingual Immersion (TWBI) arm of the California Association for Bilingual Education. She provides technical assistance and professional development to TWBI Programs in California and the Western region of the United States, as well as, promoting the expansion of TWBI education throughout the US. Friday Institute Vince Xiong Vince Xiong is the principal at Yav Pem Suab Academy (YPSA), an independent charter school, which he co- founded in Vince received his M.A. from CSU, Stanislaus in Curriculum and Instruction Development and his administrative credential from CSU, Sacramento. He has been an elementary educator for 12 years and a school administrator for 4 and ½ years. With this experience, he leads Yav Pem Suab Academy with 38 staff members and 347 scholars. YPSA uses a three- systems approach to education: Body- Brain and culture are taught as part of the school day. In addition to these approaches, the school embraces Howard Gardner s multiple- intelligences and have classes that teach music, dance, physical education, taekwondo, and art. Ms. Kou Vang, Mrs. Edna Vang- Xiong, Ms. Xee Vang The team of Ms. Kou Vang, Mrs. Edna Vang- Xiong, and Ms. Xee Vang teach the Hmong language development program at Yav Pem Suab Academy. Scholars are divided into three levels: Beginning, Intermediate, and Advanced Hmong. Hmong language is taught through the use of body- brain At YPSA, what we think about, we bring about. 3

5 Saturday Keynote Dr. Linda M. Espinosa Saturday: "Preschool Dual Language Programs" Dr. Linda M. Espinosa, recently retired Professor of Early Childhood Education at the University of Missouri, Columbia, served as the Co- director of the National Institute for Early Education research at Rutgers University from 2002 to Her recent research and policy work has focused on effective curriculum and assessment practices for young children from low- income families who are dual language learners. "Unless you believe in your bones that having a second language in addition to English is a gift and not a disadvantage, and that diversity is a resourse not a problem to be solved, you are likely to respond to ELL children in ways Ǧ ϐ child's home language." Getting it RIGHT for Young Children from Diverse Backgrounds: Applying Research to Improve Practice Saturday Institute Dr. Barbara M. Flores MA Coordinator College of Education, CSU, San Bernardino Dr. Flores is a professor and Bilingual MA Coordinator in the College of Education at California State University, San Bernardino. Her areas of expertise and research are children s language and biliteracy development, teaching/learning from a Vygotskian perspective, collaborative action teaching and research in classrooms with children and teachers, and critical pedagogy. She is also a children s writer and Ǧ ϐ collection in the United States, Piñata and Más Piñata (220 titles) by Pearson Learning. Her newest children s book is called Mud Tortillas, distributed by Lee & Low Publishers of New York. 4

9 2012 Dual Language Conference Workshops Getting It Right Dr. Linda Espinosa After thirty years of working with children from diverse consequences of inadequate training, misguided practices, neglect, misunderstanding, and even outright bigotry on the life forces of bright, curious, and highly verbal children who happen to have been born into poverty. This book draws on the author s experience to provide all practitioners with research- based strategies and practices that they need to educate ALL children successfully. This presentation is aligned with Pre- K Quality Rating Improvement System, California Pre- K Curriculum Framework, and California Preschool English Language Learning (ELL) Guide. 12 Fresno Regional Bilingual/Dual Language Consortium As a result of the 2011 Cesar Chavez Roundtable Event, a consortium was established in the Fresno region. The purpose of this consortium is to work in collaboration with the Fresno State Bilingual/ELD coordinator and faculty on matters concerning the overall quality of the approved Fresno State Spanish/Hmong Bilingual Authorized Program. The consortium will advise on ways to build stronger connections and relationships to the region's elementary schools and schools providing dual language programs. In addition, it will inform the Fresno area on multilingual and multicultural programs and resources. In return, Fresno State will provide the research perspective and teacher education information. This consortium will meet on a quarterly bases starting in Spring Dr. Teresa M.
