1 ECE ECE NEWS Early Childhood Education Department News September 2015 MARIN COUNTY OFFICE OF EDUCATION EARLY CHILDHOOD EDUCATION DEPARTMENT Prek-3 Early School Success Initiative welcomed Dr. Sharon Ritchie, Dr. Adam Holland and Dr. Sam Oertwig to our First School Summer Institute at the Marin County Office of Education DATES TO REMEMBER September 12 9:00am-12:00pm ECE Quality Improvement CLASS workshop September 26 8:00am 4:30pm COM Fall Early Learning Summit with Dr. Lilian Katz Project Based Approach for Learning and Teaching October 3 8am-3:30pm ECE Quality Improvement Teaching Pyramid Framework Fundamentals Training with Linda Brault Drs. Adam Holland, Sharon Ritchie and Sam Oertwig Through a partnership between Marin County Office of Education and the Marin Community Foundation, selected PreK-3 elementary and preschool communities are working with First School consultants Drs. Ritchie, Oertwig and Holland to support educators in Marin County in making substantial gains in understanding and enhancing PreK- 3 Grade alignment. The emphasis is on deep level change in both content and supporting systems that impact teaching and learning for young children. Direct site coaching will occur for all ten schools in Year 1 of the Initiative. PreK- 3 schools and their preschool partners will participate in the First School Initiative in a 2 year phase in model. Additionally, four schools participated in the Summer Institute in August which focused on: Understanding How Intelligence Happens Collaborative Inquiry Growth Mindset Positive Identity Development Culture of Care, Competence, & Excellence Don Jen and Dr. Sharon Ritchie The ten participating P3 schools in San Rafael City Schools, Novato Unified School District, Shoreline Unified and Sausalito-Marin City will participate in Data Collection using the EduSnap tool which focuses on activity setting, content areas, and learning approaches. Drs. Ritchie, Oertwig and Holland will provide direct coaching and support data feedback sessions with school personnel and teachers, and provide additional professional development based on individual teacher and collective school data. 2 ECE NEWS Issue 1 2 Stipend Opportunities Are Now Available Stipend Opportunities for Early Childhood Educators and Transitional Kindergarten Teachers. The Early Childhood Education Department has several stipend opportunities for Early Childhood Educators, as well as Transitional Kindergarten teachers, to support their professional development and education. In , eighty-one Early Childhood Educators received a stipend ranging from $370-$900 based on the stipend program and their level of participation. This year stipends will range from $400-$1200, based on stipend program and level of participation. Applications are currently being accepted for the MarinCARES Plus, AB212 and California Transitional Kindergarten Stipend (CTKS) programs. At this time stipends are for Early Childhood Educators working directly with children ages, birth through 5, Title V staff working directly with children ages birth-school-age and Transitional Kindergarten Teachers. Tanya Myers Early Childhood Education Assistant Project Consultant Tanya has been involved in Early Childhood Education from a very young age. One of her earliest memories was riding in the station wagon (without a seatbelt!) with her Mom, who volunteered in the classrooms, to neighboring farms to pick up migrant worker s children and bus them to the local Head Start program. This was also her first exposure/immersion in a Spanish speaking community and where she attributes the beginning of her journey to fluency in Spanish. Tanya attended Whitworth University in Spokane, Washington where she earned her BA in Education with a minor in Spanish. She later attended Pacific Oaks College (Northwest & Pasadena) where she earned her MA in Human Development with Specializations in Early Childhood Education and Bicultural Development. She currently holds a Multiple Subject Teaching Credential, P-12 and a Single Subject Teaching Credential in Spanish. In addition, she also holds a Master Teacher, Site Supervisor and Program Director Permit. We are fortunate to have Tanya as the ECE Assistant Project Consultant for the Early Childhood Education Department at the Marin County Office of Education. AB212 The primary goal of the AB212 Project is to build a skilled and stable workforce, and to provide high-quality Early Childhood Care and Education services through state-subsidized ECE programs. The Project will offer educational stipends to support specific needs of the Title V (5CCCR) programs in Marin County. Eligible educators will receive a stipend upon completion of the project requirements. Early Childhood Educators working in Title V Toddler, Preschool and School-age programs are eligible to participate in the AB212 Professional Development and Staff Retention Project. All participants complete a Professional Growth Plan, and new participants complete the Kids and Smoke Don t Mix webinar. All participants are required to either complete 3 to 6 academic units towards degree completion. For teachers who already hold a valid California Child Development Teacher s permit and 24 ECE units, 21 hours of approved professional development may be completed in order to receive a stipend MarinCARES Plus Another opportunity available for all Early Childhood Educators is MarinCARES Plus. MarinCARES Plus is a professional development stipend program available for Early Childhood Educators working in a licensed or licensed exempt program. The primary goal of MarinCARES Plus is to improve children s learning and developmental outcomes through improved teacher effectiveness. New participants are required to complete online training for the CLASS, as well as the Kids and Smoke Don t Mix webinar. All participants complete a Professional Growth Plan. New and returning participants either complete 6 academic units towards degree completion or 21 hours of approved professional development in order to receive a stipend. Participants also may choose to participate in My Teaching Partner to receive a stipend. This is the final year for this stipend opportunity. California Transitional Kindergarten Stipend (CTKS) The primary goal of the CTKS Project is to build a skilled and stable workforce, and to provide highquality early care and education services through state-subsidized ECE and TK programs. The Project will offer educational stipends to support specific needs of the Title V (5CCCR) Transitional Kindergarten and Preschool Teachers in Marin County. Eligible educators will receive a stipend upon completion of the project requirements. Early Care and Education Teachers working in Title V Preschool and Transitional Kindergarten classrooms are eligible to participate in the CTKS Program. Participants are required to complete 6 ECE or Child Development units in order to receive a stipend. Teachers who already have 24 ECE or Child Development units, may complete 21 hours of approved professional development in order to receive a stipend. Katz to educators in Marin County on Saturday, September 26, :00am- 4:30pm. Dr. Katz is an international leader in early childhood education. She is a pioneer in the project approach to teaching and learning and is Professor Emerita of Elementary and Early Childhood Education at the University of Illinois (Urbana- Champaign), where she is on the staff of the Clearinghouse on Early Education and Parenting. Dr. Katz is the author of Engaging Children s Minds: The Project Approach and more than 100 publications about early childhood education, teacher education, child development and the parenting of young children. 3 ECE NEWS Issue 1 3 Marin County Office of Education Early Childhood Education Department Quality Improvement Coaches, Facilitators, and Data Collectors for the school year We are excited to introduce our Coaches, Facilitators, and Data Collectors for the Early Childhood Education Department at the Marin County Office of Education. These individuals represent a high caliber of professionals working together on behalf of the children. Quality Improvement Coaches bring extensive coaching and ECE expertise to the PreK-3 Initiative to support implementation of best practice. Facilitator positions were created as part of the PreK-3 Initiative to assist with grant implementation and promoting equity. Each facilitator provides services tailored to the needs of their school site. The facilitator acts as a liaison among and between groups and provides direct services. Facilitators work collaboratively with site principals to implement the P3 action plan and to support implementation of researched based best practice. The role of the Data Collector is to complete classroom observations using the EduSnap assessment tool. In Prek-3 Early School Success and Quality Improvement classrooms, data will be collected through direct student observation. The collection of EduSnap data is completed over a period of one year. Angela Beeck has worked in the field of Early Childhood Education for over 10 years. She has a Master s Degree in Early Childhood Education from Mills College; Infant Toddler Care Trainer certification from WestEd-PITC; has completed the Napa infant-parent mental health fellowship program, and is certified as a CLASS assessor. Angela was a classroom teacher for over 8 years before co-creating a four classroom parent cooperative preschool. She also held positions as a Lead Early Childhood Professional Development Facilitator at the Bay Area Discovery Museum and speaker at the Innovative Teacher s Project. In addition, Angela presented on the latest research in early creative brain development and project based learning for the Wisconsin Alliance for Infant Mental Health.

5 ECE NEWS Issue 1 5 Marin County Child Care Commission The Marin County Child Care Commission is the advisory body responsible for local planning and policies related to Early Childhood Education (ECE). The Commission advises the Board of Supervisors and act as the statemandated Local Planning Council on ECE. In June, Commissioners and other community members gathered during a beautiful afternoon for their annual planning retreat during ameeting at the Santa Sabina Center. The main goal of the retreat was to advance the Commission s Strategic Plan based on their Master Plan. The group had a productive time where the priorities for were identified under the professional facilitation by Miguel Gavaldon.
