4 Introduction Newcastle Gateway This is a web based referral system to accommodation and support services in Newcastle upon Tyne for people working with statutory services in the city who require emergency and/or supported accommodation or floating support. It went live in February 2010 with emergency and non-emergency accommodation services and has expanded to include specialist accommodation and floating support services. Further floating support services will come on-line in Services and service types This directory gives details of the accommodation and other support services included on the Newcastle Gateway. It is broken down into the following service types: Emergency Access Non-Emergency Access Transitional Tenancies Floating Support Direct Placement services Each section includes a description of the service type followed by a description of each individual service. The service information has been obtained from the organisation who provides it and although we aim to ensure the information is correct and regularly updated there may be errors between versions where services have changed. Contact information is included for each service if you have any queries about them and if you notice any incorrect information please let us know. This directory will be version numbered with the most recent version added to the Files tab on the Newcastle Gateway home page. Level of support Within service types there is a range of support provided from 24 hour on-site staffing to low level visiting support in dispersed, community accommodation. The directory page for each service will state the level of support/staff contact for clients and you will need to select the appropriate level of service when completing an assessment. Please note selecting all types of service can exclude your client from some options e.g. selecting 24 hour staffing services will prevent your client from being referred to some visiting support services. 6 Emergency Access (EA) services There are 5 Emergency Access services in Newcastle Cedar House Salvation Army City Road Lifehouse Salvation Army Elliott House The Cyrenians Under the Bridge Tyne Housing Association YHN YPS Hostel (formerly Stepping Stones) These are generally larger, single site services with 24-hour staffing. When they have vacancies, these services can respond quickly to housing need as their assessment and acceptance procedures can often be carried out more quickly than other types of accommodation. Who to refer to EA services Clients who currently have no accommodation or who are likely to lose their accommodation soon Clients who have a longer term need for supported housing but who need accommodation quickly clients can be referred to multiple service types Clients who have an immediate housing need but who could be expected to move on to independent accommodation as soon as some is identified for them. How to refer to EA services Ensure that the Accommodation Type Emergency Access is selected when you create a new assessment. EA beds can come up at short notice and are generally filled quickly. Make sure that you have added all current contact information for your client such as agencies working with them, services that they use regularly such as day centres, the client s mobile number if they have one or friend and family information if they can be contacted there. Make sure the client knows that they need to stay in contact with agencies and advise you of any changes to their contact information or they may miss the chance of accommodation. A place in an EA service should not be considered as having solved a client s accommodation issues and there should be ongoing work to secure more settled accommodation whether this is other supported accommodation or independent housing such as private rented, a local authority or housing association. 6

From the city centre buses 12, 39, 40, 62 and 63 go from Old Eldon Square to Shields Road or you can take the Metro to Byker station. Area covered Cedar House is a single site service in Byker. A keyworker is allocated to each service user who will identify their support needs and co-ordinate their support planning through weekly meetings. Service user involvement is encouraged. Life-skills training is offered to all service users. Details of accommodation Single bedrooms with en-suite facilities. Communal facilities 2 lounges, recreation area with pool table. Laundry facilities available. A resource room equiped with IT and training facilities is also available. Mini bus. Access and other House Rules 24 hour access. No alcohol or drugs allowed on the premises. Residents are given a copy of the house rules on admission. Pets allowed? No Visitors Visitors are welcome between 1pm and 4pm in the communal lounge only Health services Drug and alcohol workers visit on a weekly basis. Service users are helped to register with a local GP. Sexual health sessions are held regularly. User participation There are monthly resident meetings, a Health & Safety Action Group and residents are able to contribute to a monthly newsletter. None 8

Area covered This is a single site service to the east of the city centre. Client Group Gender: Male Age: Min 18 Female Max None Excluded Groups Arsonists, people with severe mental illness, people with violent dispositions or with high support needs that cannot be met by the project, under 18s or females. No Visitors Visitors welcome between 9am-9pm but only in communal areas Health services Support provided to access GP, dentist, optician, community nurses and CPNs as needed. User participation Regular residents' meetings and participation groups for Health and Safety and quality assurance along with a centre advisory group. Resettlement unit available for those capable of independent living. Varied life skills and recreation programme. Partnership with both Newcastle and North Tyneside Colleges. 10

It is a 2 minute walk from Newcastle General Hospital. Regular bus services (10,11,39 & 40) from the city centre run approximately every 10 minutes. Bedspaces 38 HB Cost per week Maximum stay 2 Years HB Ineligible charge Aims Emergency access project for homeless rough sleepers and those with alcohol dependency, mental health problems and drug related issues. The purpose of the project is to create a stable environment where fundamental needs such as benefits and clothing can be addressed. Area covered This is a single site service in the west end of the city. Client Group Gender: Male Age: Min 18 Female Max None Excluded Groups Some Registered Sex Offenders. Referral agents should contact the manager to discuss individual cases of this nature before making referrals. Disability access 3 disabled rooms, all wheelchair accessible. Other requirements The service is predominantly for single people, but does have up to 3 spaces that can be used for couples. 12 Details of support / staff contact A minimum of 2 waking staff at all times. Details of accommodation 3 units avaliable for couples. 2 cottages and the Coach House for clients on the route to full independence. Breakfast and evening meals are provided. There is also a fully equipped training kitchen which allows staf to teach basic living skills to suitable residents. There is a subsidised canteen-style kitchen avaliable for residents to purchase hot food. Communal facilities Laundry facilities available. 2 common rooms with TV/couches. Full IT suite with musical recording and video editing. Local resident artist to work with service users. Fully equipped medical room which is also used to provide complimentary medical treatments (head massage/accupuncture etc). Access and other House Rules 24 hour access. The main rules that service users have to adhere to when staying at hostel are explained on arrival. Pets allowed? No Visitors Visitors are welcome (at staff discretion and based upon their behaviour) Health services Service users are given information on how they can access help with health issues. Close ties to local GP, dentist and general healthcare. Also work closely with the CAT team at the General Hospital for specialist mental health support. User participation Service users will be encouraged to engage in support plans and will be allocated a keyworker in order to support them during their stay. Participation in monthly service users meetings is encouraged. The Cyrenians have various other projects located across Newcastle, Gateshead, North Tyneside and Northumberland. We also have a drop-in day centre located on Westgate Hill, providing an immediate service to homeless people. 12

Byker Bridge House provides emergency access accommodation for those in immediate need. Area covered This is a single site service in Byker Client Group Gender: Male Age: Min 18 Female Max None Excluded Groups None - unless the individual is currently excluded from the service due to previous contact. Each application subject to a needs and risk assessment. Disability access 5 wheelchair friendly rooms on the ground floor. 14 Details of support / staff contact The hostel is staffed 24 hours per day and at least two members of staff will be on duty at any one time. Staff are on hand to offer support and advice on benefits, housing and resettlement issues. Details of accommodation Each resident has a bedroom with an ensuite which is accessed via a keycard. They also share access to the living and dining room, kitchen and laundry room. Accommodation is provided on a part board basis with cooked breakfast and evening meal included. Communal facilities Shared access to the lounge, dining room and laundry room. Access and other House Rules 24 hours access. Operates a locked door policy with staff providing hostel access. Copies of house rules available on request and issued to service users on admit. Pets allowed? No Visitors No personal visitors allowed. Health services Will liaise with services and assist access where appropriate. Next to Joseph Cowen Healthcare Centre. Joseph Cowen Website User participation There are monthly residents' meetings held, with additional meetings as and when requested. Staff are on hand to offer support and advice on benefits, housing and resettlement issues. 14

It offers support and advice for residents in independent living, assisting them in moving on into suitable accommodation and accessing appropriate services including training and education. The service offers itself as a place for change - somewhere you can get the help and support to make the necessary changes in your life. Area covered This is a single site service in Gosforth Client Group Gender: Male Age: Min 16 Female Max 21 Excluded Groups People with a history of serious violence or with very severe problems. Disability access None. 16 Details of support / staff contact Project workers and a manger based at the hostel with specific remits for drugs, alcohol, mental health, offending issues and independent living skills. Each resident is allocated a key worker. Weekly house meetings are held along with a range of outdoor activities. Details of accommodation 10 bed hostel. 6 female beds and 4 male beds. 3 bathrooms and shared kitchen, living room and dining room. Breakfast and evening meal provided. The weekly food charge is nil. Communal facilities 3 bathrooms, shared kitchen, living room and dining room. Laundry facilities provided. Access and other House Rules Residents must be in the house by 12 midnight. No alcohol or drugs allowed on the premises. Residents must pay a weekly water charge. Pets allowed? No Visitors Personal visitors not allowed. Health services Drugs and alcohol worker visits on a weekly basis and residents are registered as temporary residents with the local GP. DNA attend when needed. User participation Weekly house meetings are held. Fortnightly meetings and links to Youth Voice and the Youth Independence Forum for young people staying here. Active encouragement to attend - 16

Sometimes this accommodation can respond to immediate homelessness but often clients are assessed and accepted onto their waiting list until a suitable property becomes available. In addition to the Newcastle Gateway assessment and referral NEA services will usually interview the client and may seek additional information regarding support needs and risk before making a decision on whether they are able to accommodate the client. Specialist Services There are a number of services working with clients with specific support needs further information can be found on the service directory pages following regarding their specific criteria. Where these services have targetted client groups there are questions within the assessment form that enable a match to that service. How to refer to NEA services Ensure that the Service Type Non Emergency Access is selected when you create a new assessment. Make sure that you have added all contact information for your client such as agencies working with them, services used such as day centres, client s mobile number if they have one, friend and family information if they can be contacted there. Make sure the client knows that they need to stay in contact with agencies and advise you of any changes to their contact information or they may miss the chance of accommodation. 18

Bus services from the city centre are 10 and 38. The purpose of the project is to create a stable environment where fundamental needs such as benefits and clothing can be addressed. Area covered This is a single site service in the West End of the city Client Group Gender: Male Age: Min 50 Female Max None Excluded Groups Those in need of care or nursing, those under 50 years old. Those with high support needs. Disability access 3 disabled rooms, all wheelchair accessible. No alcohol to be consumed on the premises, service users review this local rule on a regular basis. Pets allowed? No Visitors Visitors at service users discretion, visitors are the responsibility of the service users. Health services Access to GP services, dentist and optician. Home visits from chiropodist and CPN. User participation Monthly meetings with tenants and staff. Access to volunteering opportunities within The Cyrenians organisation. Project covered by nightshift security. 20

No Visitors Visitors are allowed but remain the responsibility of the resident. Health services 5 minute walk to the General Hospital, GP surgery nearby. Staff will offer support to access suitable health advice. User participation Residents need to be prepared to look into training, activities and involvement with The Cyrenians employability team to do job searches, work placements etc. Clients must require only a low level of support and be near to moving into their own accomodation with self motivation. 22

24 Details of support / staff contact All of our community houses have a named member of support staff available during normal working hours. Additionally we operate an out of hours, emergency call out system to cover evenings, weekends and bank holidays. Details of accommodation Residents are provided with a single bedroom and have shared use of bathrooms, toilet and kitchen. Communal facilities Clients are encouraged to join the Food Club which involves paying 18 per week. Laundry facilities and cleaning products are provided Access and other House Rules Unless previously negotiated clients should be in by 10:30pm as doors are locked then. No alcohol or drug use is allowed on the premises. Pets allowed? No Visitors Visitors are allowed but this must be negotiated with staff and other residents. Visitors are not entitled to stay overnight except in very specific circumstances. Health services Each client is supported to register with a local dentist, optician and GP and they are also required to attend an initial health assessment. User participation Residents are supported to make claims to housing benefit etc and in making and attending appointments. Service users are asked to adhere to a support plan, which offers social and leisure activities and includes project policies and rules. Elswick Lodge is a base for our project. Many activities occur there so most residents from our projects visit the premises on a daily basis to participate in various programmes. 34
