2 Description NOTICE OF PROCUREMENT TO SUBMIT A RESPONSE TO A REQUEST FOR STATEMENTS OF QUALIFICATIONS TO PROVIDE DESIGN SERVICES Brookfield Johnson Controls Canada LP (BJCC) will be issuing an invitation to submit a response to a Request for a Statement of Qualifications (RFSQ) for the purpose of inviting qualified proponents to submit proposals to act as Prime Consultant and provide design services required to perform the work as generally described in the abbreviated Project Brief found as an attachment to this Notice. The RFSQ will form the basis to evaluate proponents as to their capacity, experience, performance capabilities and overall ability to provide the design team and perform the work in a timely manner that meets or exceeds the project delivery requirements. The forecasted project cost associated with all phases of this work is in excess of $200 million. The forecasted completion date for Phase 1 is summer, It is anticipated that the RFSQ will be issued prior to February 12, 2014 and will be made available on MERX at The expected response period is 15 business days. It is anticipated that a short list of proponents will be assembled by mid-march 2014, in anticipation of a Request for Proposal (RFP). Potential respondents are encouraged to monitor MERX for the formal posting of the RFSQ and should not contact BJCC or Public Works and Government Services Canada (PWGSC) to obtain information on this initiative. This is only a notice of an upcoming invitation to submit a response to a RFSQ. It is not an RFSQ, a Request for Proposal, a call for tenders, an offer to contract, or any form of legally binding agreement. BJCC is not required to call for tenders, request proposals or award any contracts pursuant to this notice of an upcoming invitation. Project Overview The decision to purchase the former Nortel Campus at 3500 Carling Avenue in 2010, herein referred to as the Carling Campus, will enable the Government of Canada to consolidate existing leases for the Department of National Defence (DND) within the National Capital Area (NCA). The consolidation of the National Defence will fulfill a Government commitment to bring thousands of DND staff and members of the Canadian Armed Forces (CAF) located in the NCA together in significantly fewer areas to improve efficiency and effectiveness. In particular, the move of approximately 8,500 NCA-based Defence Team members military and civilian will reduce operational and accommodation costs, strengthen departmental security, and increase the efficiency and effectiveness of Defence Headquarters operations. Migration is currently targeted to begin in late 2015 and will be conducted in three phases. The first phase of migration will move over 3,000 members. Details for the next two phases will be finalized over the next year. Full occupancy is expected to be complete within approximately six years, at which point about 8,500 Defence Team members will be located at the Carling Campus. Security is the paramount consideration in preparing the Campus for occupancy. National Defence, PWGSC and Shared Services Canada will continue to work together to minimize the cost of the project to the greatest extent possible by re-using furniture and material from the Campus and from National Defence s inventory, as well as in using existing information technology infrastructure. The objective of Carling Campus Project is to undertake a major capital project for the fit-up of the buildings and site upgrade at the Carling Campus. The project includes design and construction of necessary base building upgrades, elements of standard office accommodation, special purpose space, provisioning of furniture / fixtures / equipment (FF&E), IT, security, and the physical moves to relocate staff. The Carling Campus Project is a joint effort between three federal government departments: Public Works and Government Services Canada (PWGSC): Departmental custodian of the Campus and the Single Project Authority, accountable to Treasury Board for project delivery. Department of National Defence (DND): tenant of the buildings and grounds, responsible for the definition of requirements, and remains accountable for interior and exterior security infrastructure, and the information technology infrastructure within the DND legislative mandate. Shared Services Canada (SSC): provider of information technology infrastructure services within the SSC legislative mandate. Preliminary Project Phasing and Migration Plan Phase 1 Phase 1 of the Carling Campus Project focuses on Campus site security and on the fit-up and occupancy of Buildings 6, 7, 8, and 9. 3 Phase 3 Phase 3 focuses on the fit-up and occupancy of Buildings 2, 10 and the Pavilion. Project General Requirements The project work will meet or exceed current industry standards and national/provincial/municipal regulations, by-laws, codes, statutes of authorities having jurisdiction, including but not limited to the National Building Code of Canada and National Fire Code of Canada, Provincial and Municipal Codes, Regulations and Fire codes, CAN/CSA B Accessible Design for the Built Environment, Canada Labour Code, HRSDC Labour Fire Protection requirements, etc. In cases of overlap, the most stringent shall apply. Carling Campus Overview of Project Scope PWGSC will provide statement of requirement documents at the start of each phase of the Carling Campus Project. These documents may include information on individual workstation requirements, general support space requirements, special purpose space requirements, general security and IT requirements and affinities between DND organizations. DND and Shared Services Canada (SSC) have specific responsibilities for the Carling Campus Project including: Providing client requirements; IT designs of active equipment such as cabling, switches, routers, servers and software; Work to be performed by the design consultant includes, but is not limited to: Base building upgrades including seismic upgrades; Fit-up of existing general office space and support space; Conversion of research and development and light manufacturing laboratories into useable office space; Fit-up of special purpose space; Infrastructure for DND and SSC communications technology; Physical security; Site security including fences, guard houses, road and parking adjustments, landscaping and access control; Signage and way finding; and Preparing documents to assist PWGSC with the purchase, refurbishment and installation of furniture, fixtures, and equipment. As-found Architectural Drawings As-found architectural drawings of all buildings have been prepared in BIM format and may be converted to AutoCAD. Fit-up of General Office Space and Support Space In 2012, PWGSC produced the Government of Canada Workplace 2.0 Fit-up Standard. The Workplace 2.0 Fit-up Standards provide PWGSC employees, federal departments, agencies and the private sector with direction and guidance on the fit-up of federal office accommodations. The new office space will be designed following Government of Canada Workplace 2.0 Fit-up Standards and tenant department specific requirements. Project Security Access to the Carling Campus and project information will be limited to personnel who possess the required level of security clearance. In compliance with Federal Government Security Policy, National Defence Security Policy and National Defence Security Instructions all consultants and contractors offices are to be facility security cleared to the level of the information being stored. As such, the offices in question will have document storage capability to the appropriate level.
