2 A word from our President and our Executive Director André Dostie President Norman MacIsaac Executive Director Throughout city streets in Quebec or in third-world countries, behind closed doors or in the dry fields of Africa, we work to support the efforts of the most marginalized and vulnerable people. Cardinal Léger once said: «Initiatives, sometimes so discreet that they are being ignored, are born and give rise to passions that, later, will have changed the world.» The work of Cardinal Léger has played a central role in the development of philanthropy and international cooperation in Quebec. Our 0 slogan, Keep the movement alive!, was chosen to help pursue the Cardinal s commitment and get the public to know him better. This media campaign has received excellent exposure, thanks mostly to free air time provided by several television stations. Unfortunately, federal funding for international cooperation organizations is becoming scarce. L ŒUVRE LÉGER now has to get its funding through calls for tenders. L ŒUVRE LÉGER has adapted to these new rules and has entered co-funding competitions for its projects. CIDA has co-funded a reconstruction project for the Hôpital Cardinal-Léger in Léogâne, Haiti, and has retained the expertise of L ŒUVRE LÉGER and of its partners for another large project in West Africa, which will take place in of poverty, and that they too should get a chance to overcome their circumstances and show what they can do. This is a matter of justice and dignity. When our founder arrived in Cameroun, members of the government told him it was useless to try and save people with leprosy. But after a very long struggle, the Cardinal succeeded in showing that it was indeed possible, that people with leprosy could overcome their disease and regain their quality of life and dignity. Convinced, the government of the time then took over the responsibility of the hospital the Cardinal had founded. In a world where aid is ever more dominated by political and commercial interests, the importance of L ŒUVRE LÉGER s action has never been so essential and evident. To all those who support L ŒUVRE LÉGER in fighting for the underprivileged, we want to say a huge thank you, and invite them, if they can, to increase their generosity. Growing a garden in the middle of the dried out plains of Burkina Faso is nothing short of a miracle. The children play at watering the vegetables while the grown-ups work at the well. Access to water is often the difference between a life that is almost comfortable and famine. Just a hole in the ground! In the Mouhoun region of Burkina Faso, most villagers live under the poverty level. Their daily life is a constant struggle to try and provide two meals a day to their families. Without that well, a toodry rain season could mean famine. Thanks to the work of UGCPA/BM, a peasant grass-root organization supported by L ŒUVRE LÉGER and UPA Développement International, community gardens like this one have been created, a real godsend! Farmers can now cultivate the soil more than once a year, without being held hostage to the vagaries of the rain season. And once their food security is ensured, they sell their surplus vegetables, bringing in revenue that enables them to send their children to school. So these children are doing much more than just watering vegetables: they re growing their future! L ŒUVRE LÉGER and UPA Développement International share the same values, and for the past ten years, they have pooled their expertise and worked together. To maximize the effects of their action in the field, they partnered together to launch the DigniTerre Campaign. A percentage of the money raised for Burkina Faso and Haiti is dedicated to funding the work of common partners. Three years after the January 00 earthquake, Haiti is still struggling. The cholera epidemic, the first in the country s history, and hurricane Sandy in October 0, which destroyed 60% of the food production capacities, has slowed this country s reconstruction. Even though the situation remains dark, many achievements have succeeded in changing the lives of the population and many actors are working together with local organizations to rebuild the country. The rehabilitation of the Hôpital CardinalLéger in Léogâne, carried out in collaboration with the missionary sisters Sœurs missionnaires du Christ-Roi, is a good example. The earthquake has destroyed 60% of the hospital, which also lost most of its equipment. Today, the hospital is has been completely rebuilt and is fully operational. It has all the equipment it needs to function at full capacity. In December 0, Quebec journalist Christine Bouthillier visited the hospital during an international cooperation observation mission: The modernity and quality of care provided by this establishment is impressive. I could almost believe I was in a Canadian hospital (Journal de Montréal, January 4, 03). L ŒUVRE LÉGER have donated almost $. million in 0. Here are three examples. They now number thousands in Sundrapur and in neighbouring colonies. Today, thanks to Little Flower, many of them are proud of holding a job. They sit on one of the many management committees, from that of the weaving unit to milk production. They are living proof that even the most underprivileged can make a useful contribution to society. Today, they sell their milk to local suppliers, and the silk scarves they make are sought by thousands in India, Austria and Canada. In 007, Janine left her job as university teacher to dedicate all of her time and energy to this wonderful home that welcomes children 5 to every day after school. She helps the children do their homework and also offers them workshops in arts, music and healthy cooking. On the other hand, this most unique community still has a long list of needs, from providing access to toilets and better housing, improving the quality of the food served at the hospital, and many, many more. As the services Little Flower provides attract people in greater number, the infrastructures can hardly keep up with the growing needs. Houses are overcrowded and in need of improvement. At the hospital, the beds are sagging and will soon need to be replaced. Sanitary facilities are insufficient and require major investments. Little Flower has recruited a new special education teacher so the new generation will have the opportunity to finally break the cycle of poverty. In 007, Janine found volunteers to repaint the house. She looked for sponsors to fund music lessons. She created an arts garden in the yard. The children helped plant trees and an organic garden. L ŒUVRE LÉGER continues to support Little Flower and to believe in the importance of its mission. Fighting leprosy is a local initiative that has greatly progressed despite challenges and the world s denial surrounding this illness. We thank all of our generous donors for supporting human dignity! The hospital s various spaces and services are organized very professionally. Electricity is available 4/7. From October 0 to December 0, nearly 0,000 consultations were conducted. Today, she s dreaming even bigger: she wants to set up La Galette des Enfants, a place in a new building where children could learn to cook healthy food. Janine wants children to have access to a more spacious cultural and culinary facility where they would really feel at home. She wants more children to come to this centre to eat, dance, sing and rest. She has invited osteopathy graduates to provide free care to the children. She has implemented a funding campaign through which teachers, counsellors, children and families all take part in getting the new facilities built. Janine is a model of community involvement, and L ŒUVRE LÉGER is proud to support her efforts. The organization welcomes and helps needy people facing severe difficulties. SAC works with people in the community and encourages them to take charge of their life. The organization exists to improve the quality of life of area citizens as well as relationships between them. Each year, SAC provides a variety of services to more than 800 people. While criss-crossing downtown streets, a worker sees a young man sitting on the ground. She steps out of the van and goes to see him. He doesn t need anything. He is sitting in front of that store because it s the only place he could find where there was enough light to read the book he borrowed from idaction mobile... Further along, the workers see a young couple, barely in their 0s. The young man and his mate do not sleep in shelters because they don t want to get separated. So despite the cold and damp, they sleep outside. An Exeko worker keeps their place for them while they go into the van to choose some books and find something that will keep them a bit warmer. The support of L ŒUVRE LÉGER makes it possible for this organization to improve its food offering by developing three new services: workshops for elderly men living alone; the purchase of cooking materials; and a program that allows clients to sample new or lesser known foods. All this work makes poverty just a bit more tolerable for hundreds of people, and it is only made possible through your donations. L œuvre LÉGER IN THE WORLD Malawi Her name is Josée. She s 63 years old. She was born in Abitibi but moved to Montreal s Anjou Borough to live with her son and his family. Even though both her son and daughter-in-law are working, they have trouble making ends meet. Josée wishes she could help them. She also wishes she did not feel so isolated: she knows no one in the neighbourhood, and she never really managed to learn to read. Fortunately, a woman she met at the grocery store told her about an organization named SAC. Had they wanted to sleep indoors, they could have used the Projets Autochtones du Québec (PAQ) shelter, specially created for this clientele. When it gets really cold, the shelter is packed full. Seeing so many people with no place to live, forced to sleep in groups, we can only feel compassion and be proud of the generosity of L ŒUVRE LÉGER s donors. The hospital continues to play its role as a centre of excellence and reference for the diagnosis and treatment of people with leprosy, now with a greater capacity to provide services. Ethiopia Mali L ŒUVRE LÉGER is helping street youth by providing financial support to Exeko, a Montreal organization that works for the social reintegration of marginalized youth through cultural and educational innovation. IdAction Mobile, one of Exeko s activities, is a motorized library for Aboriginal street youth. This vehicle also provides youth with eyeglasses, notebooks, pencils, drawing pads, hand and feet warmers, mittens, scarves and toques. The organization exists to improve the quality of life of area citizens as well as relationships between them. Each year, SAC provides a variety of services to more than 800 people. While criss-crossing downtown streets, a worker sees a young man sitting on the ground. She steps out of the van and goes to see him. He doesn t need anything. He is sitting in front of that store because it s the only place he could find where there was enough light to read the book he borrowed from idaction mobile... Further along, the workers see a young couple, barely in their 0s. The young man and his mate do not sleep in shelters because they don t want to get separated. So despite the cold and damp, they sleep outside. An Exeko worker keeps their place for them while they go into the van to choose some books and find something that will keep them a bit warmer. The support of L ŒUVRE LÉGER makes it possible for this organization to improve its food offering by developing three new services: workshops for elderly men living alone; the purchase of cooking materials; and a program that allows clients to sample new or lesser known foods. She s 63 years old. She was born in Abitibi but moved to Montreal s Anjou Borough to live with her son and his family. Even though both her son and daughter-in-law are working, they have trouble making ends meet. Josée wishes she could help them. She also wishes she did not feel so isolated: she knows no one in the neighbourhood, and she never really managed to learn to read. Fortunately, a woman she met at the grocery store told her about an organization named SAC. Had they wanted to sleep indoors, they could have used the Projets Autochtones du Québec (PAQ) shelter, specially created for this clientele. When it gets really cold, the shelter is packed full. Seeing so many people with no place to live, forced to sleep in groups, we can only feel compassion and be proud of the generosity of L ŒUVRE LÉGER s donors. The hospital continues to play its role as a centre of excellence and reference for the diagnosis and treatment of people with leprosy, now with a greater capacity to provide services. IdAction Mobile, one of Exeko s activities, is a motorized library for Aboriginal street youth. Growing a garden in the middle of the dried out plains of Burkina Faso is nothing short of a miracle. The children play at watering the vegetables while the grown-ups work at the well. Access to water is often the difference between a life that is almost comfortable and famine. Just a hole in the ground! In the Mouhoun region of Burkina Faso, most villagers live under the poverty level. Their daily life is a constant struggle to try and provide two meals a day to their families. Without that well, a toodry rain season could mean famine. Thanks to the work of UGCPA/BM, a peasant grass-root organization supported by L ŒUVRE LÉGER and UPA Développement International, community gardens like this one have been created, a real godsend! Farmers can now cultivate the soil more than once a year, without being held hostage to the vagaries of the rain season. And once their food security is ensured, they sell their surplus vegetables, bringing in revenue that enables them to send their children to school. So these children are doing much more than just watering vegetables: they re growing their future! L ŒUVRE LÉGER and UPA Développement International share the same values, and for the past ten years, they have pooled their expertise and worked together. To maximize the effects of their action in the field, they partnered together to launch the DigniTerre Campaign. A percentage of the money raised for Burkina Faso and Haiti is dedicated to funding the work of common partners. Three years after the January 00 earthquake, Haiti is still struggling. The cholera epidemic, the first in the country s history, and hurricane Sandy in October 0, which destroyed 60% of the food production capacities, has slowed this country s reconstruction. Even though the situation remains dark, many achievements have succeeded in changing the lives of the population and many actors are working together with local organizations to rebuild the country. The rehabilitation of the Hôpital CardinalLéger in Léogâne, carried out in collaboration with the missionary sisters Sœurs missionnaires du Christ-Roi, is a good example. The earthquake has destroyed 60% of the hospital, which also lost most of its equipment. Today, the hospital is has been completely rebuilt and is fully operational. It has all the equipment it needs to function at full capacity. In December 0, Quebec journalist Christine Bouthillier visited the hospital during an international cooperation observation mission: The modernity and quality of care provided by this establishment is impressive. They now number thousands in Sundrapur and in neighbouring colonies. Today, thanks to Little Flower, many of them are proud of holding a job. They sit on one of the many management committees, from that of the weaving unit to milk production. They are living proof that even the most underprivileged can make a useful contribution to society. Today, they sell their milk to local suppliers, and the silk scarves they make are sought by thousands in India, Austria and Canada. In 007, Janine left her job as university teacher to dedicate all of her time and energy to this wonderful home that welcomes children 5 to every day after school. She helps the children do their homework and also offers them workshops in arts, music and healthy cooking. On the other hand, this most unique community still has a long list of needs, from providing access to toilets and better housing, improving the quality of the food served at the hospital, and many, many more. As the services Little Flower provides attract people in greater number, the infrastructures can hardly keep up with the growing needs. Houses are overcrowded and in need of improvement. At the hospital, the beds are sagging and will soon need to be replaced. Sanitary facilities are insufficient and require major investments. Little Flower has recruited a new special education teacher so the new generation will have the opportunity to finally break the cycle of poverty. In 007, Janine found volunteers to repaint the house. She looked for sponsors to fund music lessons. She created an arts garden in the yard. The children helped plant trees and an organic garden. L ŒUVRE LÉGER continues to support Little Flower and to believe in the importance of its mission. Fighting leprosy is a local initiative that has greatly progressed despite challenges and the world s denial surrounding this illness.
