1 Énergie Saguenay Project Update and Preliminary Consultation Results Minutes Meeting Date and Location: June 3, 2015, 6 PM to 9 PM. La Saguenéenne Hotel Chicoutimi Participating Members: The following GNL Québec representatives attended the meeting: Michel Gagnon, President Lise Castonguay, Director, Environment & Community Marie-Claude Lavigne, Director, Public Affairs Marie-Josée Dupuis, Advisor Claude Lemieux, Senior Environment Advisor GNL Québec was supported by the following team: Cédric Bourgeois, Host (Transfert Environnement et Société) Louis-Michel Tremblay, Project Manager (Transfert Environnement et Société) Michel Desmeules, Observer (Transfert Environnement et Société) Amélie Gourde, Reception and Minutes (Transfert Environnement et Société) Steeve Gobeil, Reception Thirty-four other participants attended the meeting (see Appendix 1). 1. Opening Address and Objectives Mr. Cédric Bourgeois, President of Transfert Environnement et Société, introduced himself to the assembly. He hosted the meeting in the role of neutral facilitator. The Meeting Agenda (Appendix 2) was adopted. Then Mr. Michel Gagnon, President of GNL Québec, took the floor. Mr. Gagnon thanked everyone for attending. The meeting aimed to address the progress of the Énergie Saguenay Project with all stakeholders and to share the results of the preliminary consultation. He asked those who may not have had time to browse the information booths to do so during the break or after the meeting. Mr. Gagnon introduced the GNL Québec team

2 members in attendance. Mr. Gagnon asked those wanting to learn more about the Project to visit the Website energiesaguenay.com. GNL Québec also has Facebook and Twitter pages as part of its expanded communication/information strategy. Énergie Saguenay Project Update and Preliminary Consultation Results Mr. Gagnon brought participants up to date on the Énergie Saguenay Project. The update is available on the Project Website (energiesaguenay.com). Then, Lise Castonguay, Director, Environment and Community, presented the results of the preliminary consultation. 2. Points Discussed The presentation was followed by a planned discussion period regarding the Énergie Saguenay Project update. The following topics were brought up: The location of the liquefaction complex within Port Saguenay and its potential impacts (noise, light, safety) on the Cap Jaseux tourist attraction and its 25,000 yearly visitors; The origins of Énergie Saguenay Project s key investors and potential for Quebec investors; The rehabilitation phase of the industrial site and the mechanisms in place guaranteeing the financial resources required; The current Port Saguenay lighting should be subdued; The upward variation of the estimated number of jobs created for the construction and operational phases; The types of jobs offered and training programs that should be implemented jointly with training institutions and economic development organizations to enhance local employment; The progress of other LNG terminal projects across Canada and their potential impacts on Énergie Saguenay; GHG mitigation despite the use of fossil fuels and the impact of the Project on the fight against climate change; Site location near the shoreline and the Company s risk assessment in case of LNG spills, particularly for Cap Jaseux Park located directly across the Saguenay River; Third-party ownership of the LNG vessels and their cost, which is not included in the Énergie Saguenay budget; Gas pipeline route and protection of agricultural lands; Safety measures in force for LNG vessels and shipping regulations on the Fjord. As regards the preliminary consultation process, no questions or comments were raised by participants. 2

Description of the Consultation Process and Advisory Committee Proposal for the Natural Gas Liquefaction Complex Ms. Castonguay presented the GNL Québec consultation approach along with the Advisory Committee s proposal for the natural gas liquefaction complex. The presentation is available on the Project Website (energiesaguenay.com). She invited interested parties to register with the Committee at the end of the meeting. 4. Points Discussed Following presentation of the consultation method, questions and comments centered on the following: The gas pipeline and the terminal are related projects that are subject to the environmental assessment process. They will be analyzed separately and managed by different sponsors; Analysis of the gas pipeline route and various construction schemes for best efficiency, and of the potential for supplying other users; The current gas pipeline in the region is already operating at more than full capacity; How to justify installing a natural gas liquefaction project along the Saguenay Fjord, when the province of Quebec uses hydropower; The absence of explosion hazards and the fact that LNG dissipates in the air when leaks or spills occur; The specific conditions required for LNG to ignite. 5. Committee Registrations Mr. Bourgeois reminded participants who wished to register with the Advisory Committees to do so at the registration table. 6. Closing Remarks Mr. Bourgeois thanked everyone for taking the time to attend the information meeting, wishing a good evening to all. The meeting closed at about 9:10 PM. 3
