2 Re-thinking the concept of the university in the 21st century With God s great blessing, the sacrifices of the martyrs of the last century and the last year, and the hard work of our community, UCU is growing. In a time of special challenges and trials for Ukraine and the world, the University is called by Christ s Church and society to new tasks, and so it needs a well-developed and integrated strategy. At the end of 2014, the university engaged in a thorough strategic planning process, starting with prayer and deep reflection about its goals and values, which helped community to articulate numerous points for development, now crystalized into the strategic plan you see in the following pages. A more detailed implementation plan was also formulated. This planning process which involved staff, students, and approval by the university Senate is itself an expression of our values of openness, grounded in our foundation in faith, solidarity for service, and professionalism. Together are called to create new projects and present unexplored horizons for the University and the country. As it grows, UCU will continue to witness to the works of the Lord. It will foster the unique charm of community and Christian friendship and the sacrament of sacrificial ministry. It is this which creates the atmosphere of an academic community that sets for itself an ambitious goal: to re-think the concept of the university in the twenty-first century. Keeping in mind the words of Patriarch Josyf to aspire to greatness, we remember the small and the marginalized, who also teach us about the great truths. Growth is sometimes painful and change can be alarming. It is important to foster a true respect for God and one s neighbor. Be critical and creative, build up, don t humiliate, bless and do not curse, work and don t complain, study, pray, be tolerant, and be fruitful. The final criterion for evaluating the strategy will be the university s ability to learn and teach others how to live with dignity, honesty, in God s peace and joy. Communicating A Ukrainian, Catholic and academic identity, sustained through spiritual formation, the synergy of faith and reason and the daily practice of communication, service, and witness by its faculty and staff, students and graduates in various fields of social and religious life in Ukraine and abroad. A high corporate culture: the absence of corruption; academic pastoral care that addresses not only internal needs but also works ad extra; service to and inclusion of the poor and marginalized; an ethos of hospitality and communication; a focus on beauty in human relations, educational programs, and the outcomes in all areas; a creative non-bureaucratic approach to management with responsibility, efficiency, transparency, and collegiality. Financial stability, with at least half of the operating revenue coming from non-fundraising sources. An autonomous and nationally recognized leader, internationally competitive within the range of its programs, with strong traditions in scholarship and schools of research, and excelling in online learning and use of information technologies in the educational process. A wide academic range with contemporary (corresponding to "the signs of the times"), distinctive and innovative programs, across a range of research and professional, basic and applied disciplines characteristic of international universities. A learning process focused on knowledge, skills and values, which provides the student with high added value; an ad fontesbased curriculum, with a mandatory theology and humanities core; and a systemic approach to learning English (to level B2) and to the formation of leaders. Exceptionally distinguished professors, who are first-class international experts in their fields, able to form and lead their own schools of scholarship, to win grants for projects, to be authoritative experts for the wider community, and to participate actively in the scholarly communities of Lviv, Ukraine and the world. Recruitment of the best students and staff: improve the level of applicants and freshmen, as well as hire the best teachers and staff for appropriate positions with a decent salary. Close collaboration with employers to develop student competencies needed to be successful and effective in various spheres of social, political and economic life. A modern campus, which satisfies student-housing needs and provides the educational resources to make UCU a leader in campus life. 19

11 Higher Education Reform for Freedom, Transparency, and Dignity Be Ukraine s model of a demanding, liberal arts university, with international academic standards and an interdisciplinary approach. а. Promote university autonomy by exemplifying a model of an open, accountable, transparent, and hospitable non-governmental university with a wide range of local, national and international stakeholders b. Lead national curriculum reform by revising the curricula of all academic programs at UCU to emphasize student choice of courses and more independent work, to reduce the number of class hours, and to ensure that all bachelor s programs have an interdisciplinary and flexible character. c. Create a Graduate School, with 5 structured doctoral programs, on the model of western Ph.D. programs to facilitate national reform of the third level of higher education 1 d. Actively work with western universities, especially in Erasmus +, and ensure that all UCU graduates have an upper-intermediate knowledge of English. e. Stimulate faculty research by assisting with external grant applications, providing a competitive system of internal grants, publishing the university s academic journal, and expecting a high level of publication quality from well-paid top professors. f. Make access to disabled a national theme for universities. Create appropriate conditions for the education and work of people with special needs. g. Lobby for just distribution of government resources based on quality criteria and obtain government funding for the best students

12 2 Promoting Best Practices in Student Formation Form UCU students as well-integrated carriers of the University s mission, capable of public leadership and Christian service, emotionally and physically healthy by creating a dynamic and flexible learning environment that could serve as a model for curriculum reform nationwide. a. Implement a varied and sophisticated program of spiritual formation, especially for Master s students. b. Introduce a portfolio program of experiential learning by which undergraduates demonstrate their knowledge of the core principles and sources of theology and the humanities. c. Increase the level of student activity in university-wide clubs, civil society, competitions, conferences, and sports. d. Promote leadership, critical thinking, and personal skills development inside the academic program. e. Teach skills for lifelong service and employment (e.g. public speaking, genres of writing, and basics of business) especially through internships in business, government, or civil society. f. Develop loyalty to the University and its mission, both among students and alumni

13 United Ukraine Moving Forward in Friendship and Solidarity Increase the university s reputation and impact on Ukrainian society at all levels (from village schools to government offices in Kyiv). a. Create a visible center in Kyiv, with a range of academic and civic programs. b. Expand UCU s recruiting campaign to reach out to distant parts of the country (50% of graduate students coming outside of Halychyna) and improve the level of applicants by constant contact with secondary schools, pupils, parents and employers, emphasizing the university s identity, attractive facilities, scholarships, and formation programs. c. Create an online learning and research environment, including online preparation for distant applicants, regular university courses, distance-learning courses for the public, electronic publication, faculty blogs and information exchange. 3 d. Contribute to the reconciliation and collaboration between youth in different regions of Ukraine to promote unity of and peace in the country. e. Secure public service fellowships for UCU students to work on projects in Eastern Ukraine. f. Develop exchange programs with institutions in the East and South both sending students for collaboration and welcoming them from other regions UCU Rector Rev. 14 4 New programs for Good Governance and a Healthy Society Provide fresh faces and fresh thinking for public service in society through new academic programs in the social, life and data sciences as well as professional trainings for public service. a. Introduce Artes Liberales program as a model of undergraduate education in humanities and social sciences. b. Open self-sustainable academic programs in fields with public impact, e.g. Computer and Applied Sciences, European Studies, Sociology of Medicine and Public Health, Public Administration and Ethics, Physical and Occupational Therapy, Mental Health, Human Rights, Design, Hospitality Management, Pastoral and Political Theology. c. Expand Theology s involvement with the social issues and public promotion of the social teaching of the Church. d. Support teachers to share their learning in the public forum, by media interviews, blogs, civic movements, church projects, and public research. e. Create a career center that will prepare and place students for work, make partnerships with employers, and advertise the skills of graduates

15 A Comprehensive Environment for Innovation and Social Change Building resources for social change and increasing the university s capacity to host new programs and students. a. Complete Phase I of the Stryiskyi Park Campus by building the Sheptytskyy Center. b. Build a second residence hall for 200 students based on the model of living learning community that will operate self-sustainably, and plan a third one. c. Create new services, e.g. a sociological laboratory, psychological clinic, and rehabilitation center, and substantially increase existing income-producing services (facilities rentals, translation, publications). d. Establish a strong HR department that will develop a comprehensive system of ongoing staff development and cross-training: guiding graduates studying abroad, familiarizing new staff with the mission of the university, offering professional training for all teachers and staff, and implementing succession plans, with additional administrative education for executives. 5 e. Implement ICT systems to administer the academic schedule, financial administration, and documentation. f. Use the university church as a place of city-wide student chaplaincy and the Emmaus Center educating society about those with special needs. g. Acquire new property in view for future development of the University till
