Director of State Advocacy in the Government Relations and Public Policy division at ASHA Central Region ND, SD, NE, KS, OK, TX, MO, IA, MN, WI, IL, IN, MI Janet Deppe , ext Janet Deppe Janet Deppe is the Director of State Advocacy in the Government Relations and Public Policy division at ASHA. In that capacity, she facilitates and coordinates the work and priorities of the state team, developed and coordinates the State and Board Outreach Initiative, liaisons with state association leadership to identify issues impacting members, provides support and resources to further state legislative and regulatory initiatives and assists states with credentialing, licensing and association management issues. Janet serves as the political strategist for state association leaders developing action plans, strategic plans, identifying stakeholder and decision makers, providing grassroots advocacy training, developing marketing materials, talking points, and testimony. She monitors health, and education legislation and regulations in states, and represents the association at federal and state meetings. Janet works with government agencies to maintain quality standards for speech-language pathologists and audiologists. Janet serves as the association's representative to coalitions such as the Coalition for Patient Rights, consisting of over 35 national organizations committed to helping consumers access quality health care services and the National Coalition on Personnel Shortages in Special Education and Related Services providing data on employment trends, and state staffing and recruitment initiatives and development of a National Coalition web resource. She also serves as the ex-officio to ASHA's School Finance Committee. President Elect: Meet Your New Officers Sharon Sowder By-Law Revision for Life Membership VP for Audiology: VP for Legislative Affairs: VP for School Services: Denise Miller-Hansen Ashley Fields Patricia Jones Due to an increasing number of members reaching and requesting life membership the Executive Board felt the requirements should be redefined. There was a concern that in the future there could be a financial impact with this rising trend.

5 At present life membership has reached 10% of MSHA total membership. The EB has monitored this change with discussions over the past 5 years. Surveying other states showed a similar trend and the adjustments other associations have made to redefine life membership. The EB voted to increase the number of consecutive years and to align any determination of dues with the current policy in place for all membership areas. This was your decision to approve. Election results The proposed policy reads: Article I, A.4. Life Membership may be granted upon written application to the Executive Board when an Active Member becomes 62 years of age and has been in good standing for at least the last 20 consecutive years immediately prior to attaining the age of 62. Article V, B. The annual dues of the Association shall be determined by the Executive Board. Dean Dohrman ear=2015&code=r THANK YOU Senator Pearce for sponsoring Senate Bill 146. Dr. Diane Golden and Jane Webb attended the SB146 hearing on Monday, February 9 th, to testify to the Senate Financial and Governmental Organizations and Elections Committee. THANK YOU Representative Dean Dohrman for sponsoring House Bill 288. Dr. Diane Golden and Jane Webb attended the HB288 hearing on Tuesday, February 24 th, to testify before the House Professional Registration and Licensing Committee. Legislative Webinar 2/9/ Attendees

7 Summary of changes proposed in SB146 and HB (12). New language is added to authorize SLP s credentialed solely by the State Board of Education to supervise an SLP Assistant. Currently the statute only allows Board of Healing Arts licensed SLPs to supervise assistants. This change is needed ensure that school children have access to quality services by an appropriately credentialed SLP Assistant. All recently credentialed SLPs hold both credentials and eventually this authorization will not be needed The section that established a provisional license has been deleted. This provision was placed in state law to align with certification by the American Speech Language Hearing Association, a private organization. This change will allow individuals to obtain a full license after they have completed all the requirements for their master s degree in SLP or clinical doctorate degree in Audiology along with obtaining a passing score on the national SLP or Audiology exam. Eliminating the provision license will greatly simplify the licensure-tocertification system associated with the education credential and will also allow first year SLPs and Audiologists to bill Medicaid which has been a major problem for medical settings (Missouri Medicaid will not recognize the Provisional license.) Legislative Day Feb 24, University students, 10 MSHA members/faculty (6). New language is added to clarify the exemption language for those individuals who hold State Board of Education certification and are providing services in a public school to align with the current education credential provision that uses licensure to grant the education SLP Student Services Certificate. This change will help clarify the licensure-to-certification provisions of State Board of Education regulations Language has been added in these sections to authorize the Board to establish continuing education requirements for registration of SLP Assistants. Currently there are no CEU requirements for an SLP-Assistant because the board lacked the authority to establish such a requirement for registration renewal. This change will help ensure quality services to consumers Language related to the terms of SLP-Audiology Commission members has been revised to allow an individual to serve two consecutive terms, go off the Commission for at least two years, and then return to serve additional terms. With the relatively small pool of Audiologists available to serve on the Commission, this change was requested to ensure the Commission could always include sufficient members. Assign Chairs for respective committees. Submit committee reports at each executive board meeting. Submit articles to MSHA Newsletter Submit proposed budget annually for assigned committees/convention, etc. Attend STAR and SMAC phone conferences and report back to the Members and the Executive Board new changes regarding Medicaid/Medicare changes STAR = state advocacy for reimbursement SMAC = state Medicare Administrative contractor What is new Therapy caps. The House and Senate are considering the Medicare Access to Rehabilitation Services Act of The measure would repeal the cap on how much outpatient rehabilitation services a beneficiary may receive in a year. Fee schedule. Closely related to the therapy caps is legislation to repeal the formula used to determine Medicare reimbursement rates for physicians and other health care providers, including audiologists and speech-language pathologists, which had bipartisan support in the previous Congress. That legislation would replace the fee-for-service model with a performance-based merit incentive payment program based on quality, patient outcomes, and participation in alternative payment models and coordinated care, such as accountable care organizations. Observers predict that Congress will extend the current exceptions process and fee schedule for up to 20 months to allow more time to develop permanent solutions.

9 What is new cont. Audiology services. Under current law, audiologists may provide only diagnostic services to Medicare beneficiaries. ASHA worked to reintroduce legislation the Medicare Audiology Services Enhancement Act of 2015, H.R that would allow audiologists to bill Medicare for diagnostic and rehabilitation services. ASHA is working to increase the number of cosponsors which will demonstrate support for including the measure in larger Medicare legislation in the future and to receive an official cost analysis from the Congressional Budget Office, which will demonstrate the measure s nominal cost to Medicare. What is new cont. Speech-generating devices. ASHA is supporting H.R. 628, the Steve Gleason Act of This legislation would allow Medicare beneficiaries who need a speech-generating device to own the prescribed device immediately rather than delay full ownership under the current 13-month rentto-own policy. The bill would also allow SGDs to have eyetracking devices that connect to the Internet. Early Hearing Detection and Intervention Act EHDI, enacted in 2000, is up for reauthorization this year. The program has increased the number of newborns screened for hearing loss from 44 percent in 2000 to almost 98 percent in What is new cont. Qualified providers ASHA is working with Rep. John Kline (R-Minnesota), chair of the House Education and the Workforce Committee, to expand the provisions of the Student Success Act (the reauthorization of the Elementary and Secondary Education Act). That legislation does not explicitly include audiologists and SLPs as qualified service providers under federal literacy and reading legislation and programs. ASHA also wants the bill to ensure appropriate funding streams for SLPs working with struggling learners in general education classrooms. Sharon Sowder, VP for Public and Professional Relations Current MSHA membership is 1300 and 1000 have preregistered for the Convention. This is more than 100 higher than last year. MSHA's fiscal year ended on July 31, MSHA reported a surplus of $10,000 for the year. This marked the 12th consecutive year of growth for MSHA. Because MSHA reserves remain strong, the Executive Board continues to identify new opportunities to add value to your membership in the Association.
