Gregg, Au.D., CCC A American Speech Language Hearing Association Audiology Advisory Council H.R. 353 Veterans Access to Healthy Hearing Introduced by Rep. Sean Duffy (R WI) and Rep. Tim Walz (D MN) Seeks to amend Title 38, which would grant the VA authority to employ HIS to provide hearing healthcare services to veterans Opposed by AAA, MAA, AVAA as well as many state audiology associations including WSHA and MAA Why Do So Many Professional Organizations Oppose? Complex nature or many veterans audio/vestibular issues best served by an audiologist rather than a HIS Level of education and training specified for HIS in H.R. 353 is consistent with the skills and abilities of health aids and technicians currently under Title 5, series 0640 VA already employs more than 300 technicians, many of which are licensed HIS Why Do So Many Professional Organizations Oppose? Veterans who are unable to gain access to a VA facility within 30 days of initial contact, or do not live within reasonable travel distance of a VA facility, are able to make an appointment with a contracted non VA audiologist VA is rapidly expanding tele audiology services VA policy already has a provision for contracting with HIS where the above accommodations are not possible 2
3 Action Medicare Audiology Services Enhancement tat Act Request that your members of Congress support HR 2330 to provide senior citizens with a Medicare audiology benefit that would allow access to both diagnostic and rehabilitative services. Would continue to require physician referral Would continue to exclude hearing aids or hearing aid related services Medicare Telepractice Coverage for Audiology and Speech Language Pathology Services Action Request your members of Congress to recognize telepractice (telemedicine, telehealth, telespeech, teleaudiology) as an appropriate model of service delivery for the professions of audiology and speech language pathology under Medicare. 4 Access tofrontline Health CareAct Ask house members to support legislation that amends the Public Health Service Act to establish a student loan repayment program in exchange for health professionals providing 2 years of service in scarcity areas. Ensure Access to Speech Generating Devices Ask your members of Congress to sign onto a letter requesting CMS to explain the rationale for recent policy changes that significantly limit access to speech generating devices (SGDs) and the SGD accessories for Medicare beneficiaries and urge CMS to reconsider the impact on beneficiaries. Medicare Outpatient Therapy Cap Request Congress to support S.367/H.R.713, legislation that would repeal the Medicare Outpatient Therapy Cap and ensure Medicare patients continue to have access to medically necessary speech language pathology, occupational therapy, and physical therapy services. Congress and the Centers for Medicare and Medicaid Services (CMS) need to develop long term payment reform for outpatient therapy services. IDEA Funding for Special Education Request your members of Congress to fully restore IDEA funding for fiscal year 2015 and to cosponsor H.R.4136, the IDEA Full Funding Act of Thank members of Congress for supporting H.R.3547, the Consolidate Appropriations Act of 2014, and the $517 million increase over 2013 sequester impacted funding for IDEA programs. Remind your members that funding remains below the pre sequester levels. Literacy and Reading Programs Request that members of Congress give local school districts the flexibility to use qualified and certified education professionals, such as speechlanguage pathologists and audiologists, as recognized providers of service under federal literacy and reading legislation and programs. House and Senate bills to reauthorize the Elementary and Secondary Education Act (ESEA) should be amended to reflect the integral role that audiologists and SLPs play in improving literacy and reading skills in children. Paperwork for Special Education Services Request your members of Congress to seek ways to reduce cumbersome administrative and paperwork requirements in the reauthorization of both the Elementary and Secondary Education Act (ESEA) and Individuals with Disabilities Education Act (IDEA). Encourage your members of Congress to contact schools in their districts and schedule a visit to meet with speech language pathologists and audiologists to hear firsthand about the paperwork and administrative burden. 4
5 Protecting Student Athletes from Concussions Act Request your Senator to cosponsor S.1546, the protecting Student Athletes from Concussion Act of 2013, which includes audiologists and speechlanguage pathologists in the treatment plan. Ask your Representative if he or she would like to be the original sponsor in the House. President s Report 2015 Annual Report Thank you to board members, committee chairs and volunteers 2016 Board Nominations and Election DSPS Licensure Fees Please contact your legislators! l Medicaid Funding, Prior Authorization & Optional Benefits WSHA ad hoc committee on prior authorization Audiology Industry Review Audiology related DSPS rulemaking DPI Funding & Licensure WSHA ad hoc committee on DPI licensure Exploring Universal Licensure DSPS Licensure Fees WSHA has been advocating for reduced DSPS licensure fees There is a JFC objection to the DSPS fee study. JFC will schedule a hearing to address the topic. It's not a public hearing. DSPS will be forced to come before the committee. The goal is to get 9 votes to force DSPS to reduce the fees. Look for another member blast soon. WSHA awsha ad hoc PA Committee WSHA formed an internal ad-hoc committee and is working with a coalition of stakeholders to heighten efforts in 2015 to reform existing prior authorization requirements for the Medicaid Fee-for-Service population. The Audiology Committee opposes this and recommends that DHS negotiate Baha sound processor pricing in the same manner they do for hearing aids This was submitted to WSHA president and lobbyist for formal response to DHS HAS Board Considering i rule changes regarding the necessity of reporting annual calibration Audiology Committee feels annual calibration requirement should remain in place; however, sending certificate of calibration in with license renewal rule should not be required for audiologist or HIS as there is no one keeping track of these records VP Audiology is going to make every effort to attend HAS Board meeting in which this is discussed HAS Board Considering changing the written portion of the HA Dispensing Exam to a universal exam written by IHS Audiology Committee has concerns about a universal exam as it will not account for state by state differences Audiology committee also feels the practical portion should remain and be updated to reflect current standards of practice VP Audiology is going to make every effort to attend HAS Board meeting in which this is discussed ASHA Pathways to Excellence Grant Details & Collaboration Wisconsin Seeks Heightened Advocacy to inform, educate and advocate for the highest level of services in the schools. WSHA was Awarded (2) ASHA grants: 2013 & Educate, inform and advocate for highest quality services in the schools. Gather accurate data regarding the nature of the perceived shortage. 7 Exploring Universal Licensure WSHA is interested in supporting the exploration of universal licensure and possibly moving towards a process of license consolidation. Require all speech and language pathologists in the state of Wisconsin to hold a Department of Safety and Professional Services (DSPS) license, regardless of the practice setting. Well defined licensing, credentials and competency requirements for SLPs is paramount to ensure: Regulations in the state include education, training and supervision requirement to promote uniform standard for the full continuum of speech language pathology service providers. Quality services are delivered to individual with communication disorders. Ensure that all SLPs would practice under the same standards and code of ethics and hold paramount the welfare of all persons served Universal licensure would: Allow SLPs to practice in any setting and improve licensure portability across states.
