You are required to answer ALL questions in Section A - (21marks) 2. You are required to answer THREE (3) out of four (4) questions in Section B - (39marks) Key Examination Protocol 1. 2 SECTION A (Compulsory) 1(a) You are hired as a consultant by the Ministry of Health with respect to the implementation of a Health Information Management System. Your terms of reference include the identification of the possible challenges that may be encountered as well the Critical Success Factors that should be considered (Jay Toole, 2003, p. 157) in order to ensure a successful implementation and transformation of the health processes. 3 SECTION B Answer any three (3) of the following questions in Section B. Each question is worth Thirteen (13) Marks 2(a) As the Consultant hired by the Ministry of Health, you are assigned to a Team for the purpose of documenting an IT Strategic Plan prior to the purchase and implementation of the integrated Information Management System. Members of the Team will be required to document various sections of the Plan. You are required to present a detailed list of all elements of the IT Strategic Plan to the Minister and members of the Team. (7½ marks) 2(b) The security of data and information at healthcare organizations is of paramount importance. Discuss the main goals of a health information security program. 4 3(a) Discuss the current trends in the development and application of clinical and administrative information systems. (9 marks) 3(b) According to managed care pioneer Paul Ellwood (2001) for healthcare reform, identify the healthcare trends that will drive information technology priorities in the future. (4 marks) 4 The structure of an IT Department is a critical element which must be considered for the purpose of effective decision making. There are advantages and trade-offs for organizations which adopt a centralized or decentralized approach. Critically analyze the advantages that healthcare organizations can gain from having a centralized structure and the advantages of adopting a decentralized structure. (13marks) HMGT6003 Page 4

5 5(a) The maintenance of patients medical records at any healthcare organizations is important for a number of reasons. Identify and discuss the purposes of patient records whether they are part of a state-of-the-art electronic system or part of a basic paper-based manual system. (5 marks) 5(b) Poor-quality health care data can result from systemic or random causes and present a number of problems both at the organizational level and across organizations. Discuss briefly the problems associated with poor-quality health care data. (3 marks) 5(c) Although there are several DBMS software packages available, it is important that the health information manager understand the functionality that a DBMS can provide.
