3 Postsecondary Clock-Hour Concentrator & Participant Business Rules Postsecondary Concentrator (Clock) Concentrator (Clock) A postsecondary student who completes at least one-third of the academic and/or technical hours in a clock hour career and technical education program that terminates in the award of an industry recognized credential, certificate or degree.* *Concentrator, participant, numerator, and denominator definitions are all from the State Plan Data Tables Needed: Data Table of all approved PSAV and ATD programs with total program lengths, including the number of clock hours that constitute one-third of the total required clock hours for program completion. Source CIP table based on Standards, Benchmarks, and Frameworks Programs Data Needed for the Following Measures: 1A1 Technical Skill Attainment 2A1 Completion 3A1 Student Retention or Transfer 4A1 Placement 5A2 Nontraditional Completion Operational Definition Community Colleges 1. Enrolled in a valid PSAV or ATD certificate program of study. Validity is determined by matching to an annual table of valid program codes 2. Enrolled in a college-credit course or clock hour course in reporting year 3. Accumulated at least one-third of the required clock hour in the PSAV/ATD certificate program reported. 4 Postsecondary Clock-Hour Concentrator & Participant hours is from the Student Data Base data element 2007 (Total Clock Hours Earned Toward Award). Districts 1. Enrolled in a valid PSAV/ATD certificate program of study. Validity is determined by matching to annual table of valid program codes 2. Earned at least one-third or more of the required clock hours in the PSAV/ATD certificate program reported. The one-third program hours value is from the Standards, Benchmarks, and Frameworks table. Accumulated program clock hours earned is determined by summing the instructional hours earned during the current year and previous two years. 3. Enrolled in at least one clock hour course in the reporting year.
5 Postsecondary Clock-Hour Concentrator & Participant Business Rules CTE Participant (Clock) Participant (Clock): A postsecondary/adult student who has earned one (1) or more credits in any clock hour career and technical education program.* *from State Plan Data Needed for the Following Measures: 5A1 Nontraditional Participant Operational Definition Community Colleges 1. Enrolled in a valid PSAV or ATD certificate program of study. Validity is determined by matching to an annual table of valid program codes 2. Earned at least one clock hour in the PSAV/ATD certificate program reported 3. Enrolled in at least one clock hour course in the reporting year. Districts 1. Enrolled in a valid PSAV/ATD certificate program of study. Validity is determined by matching to annual table of valid program codes 2. Earned at least one clock hour in the PSAV or ATD certificate program reported (instructional hours > 0) 3. Enrolled in the reporting year. As courses are phased in, this will be enrollment in one clock hour course.
6 Technical Skill Attainment, (1A1) Measure: 1A1: Technical Skill Attainment Numerator: Number of CTE concentrators who 1) achieved at least one OCP in a Vocational Certificate (PSAV) program or 2) earned an industry certified credential through a third party assessment. Number of CTE (clock hour) concentrators in the reporting year.
