9 The opportunity afforded by community energy is significant Not for profit Independent Mission led Established launched 27 January year Department for Energy and Climate Change (DECC) 51% of people said that they would be motivated to get involved in community energy if they could save money on their energy bill DECC CES 2014 By 2020, community electricity could generate between 0.5GW and 3GW from renewables(between 2.2% and 14% of the total installed capacity, and between 0.3% and 1.4% of the UK s entire electricity consumption).

13 What does the National Planning Policy Framework say? In July 2013 DCLG issued planning practice guidance for renewable and low carbon energy, which: encourages local planning authorities to develop policies that give positive weight to initiatives which have clear evidence of local community involvement and leadership highlights that neighbourhood plans are an opportunity for communities to plan for community led renewable energy developments advises local authorities not to impose buffer zones/ separation distances between renewable energy development and other land uses To help increase the use and supply of renewable and low carbon energy, local planning authorities should recognise the responsibility on all communities to contribute to energy generation from renewable or low carbon sources.

14 Opportunities through neighbourhood planning Neighbourhood planning offers a real opportunity for the growth of community energy where communities identify this as a priority for their neighbourhood. DCLG will work with DECC to coordinate the work of advice and support services DECC Community Energy Strategy, 27 January 2014

30 Examples of neighbourhood plan s including energy cont Broughton Astley, Leicestershire plan has passed examination, successful referendum Jan 2014 plan strongly supports the use of renewable energy solutions as part of new developments specifies renewables should be used on the two sites the plan puts forward for development these include 310 new homes, new businesses, a community centre and a medical facility community back this with 86.2% of those responding to a residents survey supporting renewable energy as part of new developments

33 Examples of neighbourhood plan s including energy Much Wenlock, Shropshire At examination All development proposals should seek to have a minimum energy efficiency standard equivalent to Level 4 of the Code for Sustainable Homes Policy to support proposals for individual and community scale energy from hydro-electricity, solar photo-voltaic panels, local biomass facilities, anaerobic digestion or wood fuel products

34 Get the evidence base right! In Lydneythe Neighbourhood Plan policy on energy was drafted by two UKIP councillors who concluded there was no room for wind or solar projects anywhere in Gloucestershire because it has hills. In Wiltshire the local authority councillors tried to impose standard separation distances which would have prevented any wind turbines being given planning consent. Slaugham Neighbourhood Plan and 2 CRTB orders failed examination because EU obligations were not met (SEA)
