21 Setting the Stage Pathways was a targeted green jobs training and placement program for dislocated and disadvantaged individuals Total of 38 grantees; few of whom were national in scope NARC team focused on the regional nature of workforce and economic development activities

36 Federal Budget Update Sequestration due to Debt Committee failure WILL impact the budget Cut approx. $100B/yr from Automatic cuts set to begin January 2, 2012 House passed HR 5652, a plan to avoid sequestration and replace $100B in automatic spending cuts with a reconciliation bill that would pare more than $310B over 10 years from mandatory spending, including Medicaid and programs for the poor.
37 President s FY13 Budget Total $3.8T ($100B decrease from FY12) Includes: a plan to shrink the deficit by $4T over the next decade more than 210 cuts, consolidations, and savings measures USDA $2.4B for Rural Development, 3% increase but mostly due to loans, not grants EDA $220M, a reduction of $38M from FY12 enacted HUD overall 3% increase $100M Sustainable Communities Program HHS Community Services Block Grant cut by almost 50 percent, from $677M to $350M
38 Congress & FY13 Budget House approved a FY13 budget resolution that aims to: cut spending by $5.3T over the next decade collapse the tax code from 6 brackets into a 25% top rate and a 10% lower rate stops an initial $97B in automatic sequestration scheduled to begin January 2013 instructs appropriations committees to find $261B in replacement sequestration savings over 10 years, and $18B in savings in the next year alone This plan could result in 22% cuts to non-defense discretionary spending programs
39 Congress & FY13 Budget House Committees are marking up 12 appropriations bills Passed Commerce-Justice-Science (HR 5326) at $51.1B (or $1.8B less than FY12) Includes $182M for Economic Development Assistance Programs EDA Assistance Programs were funded at $220M in FY12, representing a $38M reduction Passed Energy & Water (HR 5325) at $32.1B (or $965M less than President s Budget Request) Included Amendment to eliminate Federal-Regional Commissions, which did not pass NARC letter opposing available online Homeland Security, Legislative Branch, Military Construction have also been passed to date T-HUD markup likely next week

41 EDA Last authorization ended in 2008 S 782, Economic Development Revitalization Act o Would authorize at $500M through 2015 o No House bill introduced HR 3090/S 1869, EDA Elimination Act o Rep. Pompeo (R-KS), Sen. DeMint (R-SC) House rejected separate amendments to eliminate and to maintain FY12 funding levels for EDA in FY13 Appropriations
42 Farm Bill Expires this year 4/26/12 Senate Committee on Agriculture, Nutrition and Forestry passed the Agriculture Reform, Food and Jobs Act of 2012 May: NARC signed on with NACo, APWA and others to encourage the bill to be brought to the full Senate as quickly as possible June: NARC signed on to request mandatory funding for RD Title from savings above $23B House continues to hold hearings Markup expected in mid-june NARC works with the Campaign for a Renewed Rural Development, convened by NACo and joined by NLC and many other local gov t groups
