2 Workforce Innovation and Opportunity Act Supports the development of strong, vibrant regional economies where businesses thrive and people want to live and work. 3 The One-stop Delivery System WIOA SEC ESTABLISHMENT OF ONE-STOP DELIVERY SYSTEMS (a) IN GENERAL. Consistent with an approved State plan, the local board for a local area, with the agreement of the chief elected official for the local area, shall (1) develop and enter into the memorandum of understanding with one-stop partners; (2) designate or certify one-stop operators; (3) conduct oversight with respect to the one-stop delivery of services. 12 RECOGNIZED POSTSECONDARY CREDENTIAL The term recognized postsecondary credential means a credential consisting of an industryrecognized certificate or certification, a certificate of completion of an apprenticeship, a license recognized by the State involved or Federal Government, or an associate or baccalaureate degree. 13 Local Plan Provides the 4-year framework for local areas to define how their workforce development systems will achieve the purposes of WIOA. How the local area will develop, align, and integrate the region and local area s job-driven workforce development systems, and provide the platform to achieve the local area s visions and strategic and operational goals. identify and describe the policies, procedures, and local activities that are carried out in the local area, consistent with the State Plan Must meet the needs of the full range of learners and workers, including those with barriers to employment. The system must also address the specific needs of regional employers and the skills they require. Represents a collaborative process among local elected officials, boards, and required and other partners (including economic development, education, and private sector partners) to create a shared: understanding of the local area s workforce investment needs, vision of how the workforce investment system can be designed to meet those needs, and agreement on the key strategies to realize this vision.
