3 Part I: About ILAC International College 1.1 Company History ILAC International College As a direct response to student needs and our partners from around the world, we opened our private career college, ILAC International College, in Toronto and Vancouver. We strive to provide exceptional service to our students and global partners. We currently offer programs in Instructor Training and Customer Service. 1.2 Mission Statement: Offering immersive and applied training through exposure to best practices and an opportunity to apply these principles in the Canadian workforce. 5 Part II: Student & Academic Policies Student Success 2.1 Student Conduct at ILAC International College and Workplace Settings ILAC International College expects students to meet and adhere to a code of conduct while completing a program of study. The list below outlines the code of conduct that all students are expected to follow. If needed, students should request clarification from their instructor if they have any questions. Failure to comply with the Policies outlined in this Student Handbook may result in probation, temporary removal, or permanent dismissal from ILAC International College. Student(s) is defined as including prospective students as well as those currently registered or enrolled in any of ILAC International College s programs or activities. The Code of Conduct Students are expected to: Comply with the policies outlined in this Handbook. Speak English at ILAC International College. Attend school in accordance with the Attendance Policy; be on time! Treat all students and staff with respect. Treat school property with respect. Comply with the legal smoking requirements outside of ILAC International College facilities (ILAC International College is a smoke- free environment) Complete all assignments and examinations on the scheduled completion dates. Not distribute materials within the campus and to ILAC International College students that have not been approved by the school (such as brochures, 3 rd party advertisements, promotional materials, etc.) Not engage in any other conduct which is determined to be detrimental or damaging to the other students, staff members or the Institution The institution forbids disruptive (e.g. using cell phones in class) or offensive classroom behavior; bringing weapons of any kind (e.g. knives, guns) to school; bringing any alcohol or any prohibited mood altering substances/drugs to the institution; making inappropriate remarks concerning another student or staff s ethnicity, race, religion or sexual orientation and any other conduct which is determined to be detrimental or damaging to other students, staff members or the Institution. 6 ILAC International College, Toronto V. 1.1 December, 2015

6 2.2 Student Support Services The ILAC International College Management and Administrative Team ILAC International College is pleased to offer our students many team members to provide support during your studies. Please feel free to contact any ILAC International College staff member as you see fit but here are a few key contacts for students: TESOL Program Manager The TESOL Program Manager is the first point of contact for students when they have questions regarding class schedules or need support regarding academic information. This role is designed to provide immediate response to student needs as requested or forward the information to the Program Director when escalated. The Program Coordinator can help you with: Academic support Grade Appeals Practicum arrangements Transcripts and Certificates/Diplomas Attendance Records The TESOL Program Manager is also responsible for managing and supporting students in order for ILAC International College to meet its mission of ensuring student learning and success. The TESOL Program Manager is responsible for building strong relationships with the student body through on-going support and leadership to ensure student requests are reviewed and responded to in a timely manner. Homestay Coordinator ILAC International College offers this optional service to students who want to live with a Canadian family while they are studying at our school. Your homestay provides you with a first-hand experience of Canadian home life and it is a good place for you to practice your English. Despite the cultural differences you may come across in your temporary home in Canada, try to be open-minded about these differences. Both your host family and you can learn from each other. Practicum Placement The TESOL Program Manager provides on-going support, guidance and supervision for programs that require a practicum. Students work closely with the TESOL Program Manager regarding practicum scheduling and expectations. Practicums for TESOL Diploma Program students are hosted by TESL Canada Approved ESL Instructors at the International Language Academy of Canada. 7 ILAC International College, Toronto V. 1.1 December, 2015

7 Academic Policies 2.3 Admissions Policy Policy: ILAC International College is committed to enrolling students who meet program admission criteria and who are likely to succeed in achieving their education goals. Procedure: 1. The institution s Student Ambassadors or Direct Sales Managers receive all inquiries and meet with the prospective student to discuss the program of interest and to outline general program information. This meeting can be conducted in person, via telephone, or Skype. 2. Once the student has decided on a program of study, the Student Ambassador or Direct Sales Manager reviews the admission criteria for the program with the student to ensure that he/she meets all of the criteria. 3. After receiving evidence that the prospective student meets all of the admission criteria, the TESOL Program Manager will arrange an interview with the applicant. This interview can be conducted in person, via telephone, or Skype. 4. Upon successful completion of an interview with the TESOL Program Manager, the Student Ambassador or Direct Sales Manager issues an Official Letter of Acceptance and speaks with the prospective student to review the ILAC International College Policies downloadable from the website. 5. After the prospective student has read and understood the ILAC International College Policies, and has agreed on a financial arrangement and the program requirements, the prospective student may then sign the ILAC International College TESOL Program Enrolment Contract. 6. The TESOL Program Manager collects all admissions documents which are placed in the student s file. The admission criteria cannot be waived by either the school or the applicant. Language Proficiency Requirements ILAC International College offers various programs that require minimum proficiency in English before starting the program. Please check with the program specific admission criteria to ensure you meet the language proficiency requirements. 8 ILAC International College, Toronto V. 1.1 December, 2015

8 2.4 Examinations, Assignments and Course Assessments Policy It is expected that students will complete all examinations, assessments, and assignments as described in the TESOL Program Syllabus. Passing marks will be as follows: Final Examinations: Students are required to achieve a minimum mark of 70% in all final examinations. Students are required to pass the final examination to pass the course. In the event a student fails the final examination, s/he will be required to rewrite the examination (a maximum grade of 70% will be given on the rewrite examination). Assessments: students are expected to complete all assignments in the course. Certification is achieved at a pass (70-79%), high pass (80-89%), or distinction level (90-100%). A passing grade of 70% is required on all assignments and exams. Only one rewrite is permitted per assignment. More detailed descriptions of each assignment will be distributed and explained during the course. Extensions for Coursework Assignments Under special circumstances, a student may request an extension on an assignment. This request must be made in writing via a minimum of 3 days before the assignment is due. Students will receive full marks if arrangements are made prior to the assignment due date. The instructors may use their discretion to determine if extensions will be granted. Late Submission Penalty Assignments must be submitted on the due date; otherwise, they will be deducted 10% for every 24 hours they are late unless prior arrangements have been made by the student in writing. Missed Examinations Students are expected to be on time for all examinations. In the event a student is unable to write an examination on the designated examination date (due to emergency circumstances see Section 3.5) students may seek permission from the TESOL Program Manager to write the examination on an alternate date. The student must make this request a minimum of 3 days prior to the examination date. Students will receive full marks if arrangements are made prior to the designated examination date. If a student misses an examination (i.e. does not arrive to write the exam) and does not make arrangements 9 ILAC International College, Toronto V. 1.1 December, 2015

9 with the instructor, the student will be expected to contact the TESOL Program Manager to establish a new examination date. Student may be asked to provide documentation to support the absence (i.e. doctor s notes for illness). Unexcused absences may result in a score of 0. Additional rewrite requests may be considered on a case-to-case basis. Students are expected to contact the TESOL Program Manager for assistance if requesting additional rewrites. 2.5 Attendance Policy ILAC International College keeps a record of your class attendance on a daily basis. Students are required to attend a minimum of 90% of the overall program. It is your responsibility to speak with your instructor to catch up on any readings, assignments, class work etc. when you miss a full or partial class. 2.6 Graduation Policy We provide a TESOL Diploma or Certificate and transcript of academic record to students who have successfully completed all the program requirements, including completion of all modules within the program, and successful completion of all examinations within the program. For the Diploma, successful completion of the 20-hour practicum is also required. Student Misconduct 2.7 Academic Dishonesty Plagiarism and Cheating Cheating Cheating is any form of academic dishonesty (including, but not limited to, talking to another student during an exam, text messaging during an exam, reviewing notes during an exam, plagiarism, etc.) Plagiarism Plagiarism occurs in two forms: (a) when you use another person s exact words or ideas as if they were your own, and (b) when you paraphrase another s ideas without identifying the source, thus implying that the ideas are your own. Cite all sources of both direct quotations and borrowed ideas and research. 1. Any student who is found to be cheating may immediately be dismissed from their program of study or receive a grade of zero for the exam/assignment. 2. Any instances of plagiarism will result in a grade of zero on the assignment (first instance); the student may be placed on Academic Probation and have a record put in their student file. A second instance will result in an automatic failing grade for the course and the student may be dismissed immediately 10 ILAC International College, Toronto V. 1.1 December, 2015

10 from their program of study. If a student is confused about what constitutes cheating or plagiarism, he/she must contact their instructor, the TESOL Program Manager and support will be provided. Claiming lack of knowledge will not be taken into consideration as grounds for leniency. If a student is suspected of academic misconduct, the instructor will document the incident and inform the TESOL Program Manager. The student may be put directly onto academic probation. If a future incidence of academic misconduct occurs, the student may be dismissed from the program. 2.8 Dismissal Policy Any of the following, if substantiated, will result in immediate dismissal without a warning letter or probationary period: Sexual assault; Physical assault or other violent acts committed on or off campus against any student; Verbal abuse or threats; Vandalism of school property; Theft. Students who do not meet the expected code of conduct will be subject to the procedures outlined below which may include immediate dismissal from the institution depending on the severity of the misconduct. Concerns related to a student s conduct shall be referred to the TESOL Program Manager to process in accordance with this Policy. Procedure: 1. All concerns relating to student misconduct shall be directed to the TESOL Program Manager. Concerns may be brought by staff, students or the public. 2. The TESOL Program Manager will arrange to meet with the student to discuss the concern(s) within 5 school days of receiving the complaint. If the alleged conduct is of such a serious nature that an immediate dismissal may be warranted the TESOL Program Manager will meet with the student as soon as possible. 3. Following the meeting with the student, the TESOL Program Manager will conduct whatever further enquiry or investigation is necessary to determine whether the concerns are substantiated. 4. Any necessary inquiries or investigations shall be completed within 5 school days of the initial meeting with the student. 5. The TESOL Program Manager will meet with the student and do one of the following: a. Determine that the concern(s) were not substantiated; b. Determine that the concern(s) were substantiated, in whole or in part, and either: i. Give the student a warning setting out the consequences of further misconduct; ii. Set a probationary period with appropriate conditions; or 11 ILAC International College, Toronto V. 1.1 December, 2015

11 iii. Recommend that the student be dismissed from the ILAC International College. 6. The TESOL Program Manager may prepare a written summary of the determination. A copy shall be given to the student, a copy will be placed in the ILAC International College complaint file, and the original will be placed in the student file. 7. If the student is issued a warning or placed on probation, both the TESOL Program Manager and the student sign the written warning or probationary conditions and the student is given a copy. The original document is placed in the student s file. 8. If the recommendation is to dismiss the student, the TESOL Program Manager will meet with the student to dismiss him/her from study at the school. The TESOL Program Manager will deliver to the student a letter of dismissal and a calculation of refund due or tuition owing, depending on the status of the student s financial account with the school. 9. If a refund is due to the student, ILAC International College will ensure that a cheque is forwarded to the student within 30 days of the dismissal. 10. If the student owes tuition or other fees to the school, ILAC International College may undertake the collection of the amount owing. 2.9 Dispute Resolution Policy (complaint procedure) ILAC International College provides an opportunity for students to resolve disputes of a serious nature in a fair and equitable manner. The policy applies to all ILAC International College students who are currently enrolled or were enrolled 30 days prior to submitting their concern to the TESOL Program Manager. Procedure: 1. When a concern arises, the student should address the concern with the individual most directly involved. If the student is not satisfied with the outcome at this level, the student should put his/her concern in writing and deliver it to the TESOL Program Manager (if the conflict exists between two students, students are encouraged to work with one another. In the event the concern continues, students should contact their instructor before engaging the in step 2). a. The student making the complaint has an opportunity to make an oral submission directly to the TESOL Program Manager or have a person make the oral submission on his/her behalf and the student is permitted to have a person present with the student at all stages of the proceeding. 2. The TESOL Program Manager will arrange to meet with the student to discuss the concern and desired resolution as soon as possible but within five school days of receiving the student s written concern. 3. Following the meeting with the student, the TESOL Program Manager will conduct whatever enquiries and/or investigations are necessary and appropriate to determine whether the student s concerns are substantiated in whole or in part. Those inquiries may involve further discussion(s) with the student either individually or with appropriate ILAC International College personnel. 4. The necessary enquiries and / or investigations shall be completed and a response provided in writing to 12 ILAC International College, Toronto V. 1.1 December, 2015

12 all involved as soon as possible but no later than seven school days following the receipt of the student s written concerns. One of the following may happen: a. If it is determined that the student s concerns are not substantiated the institution will provide a written explanation of the decision and deny the complaint; or b. If it is determined that the student s concerns are substantiated in whole or in part, the institution will propose a resolution. c. The response should specify the student will have five school days to appeal the decision. A copy of the decision and all supporting materials shall be given to the student, a copy will be placed in ILAC International College s complaint file, and the original will be placed in the student s file. 5. If the student is not satisfied with the determination of the TESOL Program Manager the student must advise him/her as soon as possible but within five school days of being informed of the determination. The Program Director will immediately refer the matter to the Senior Educational Administrator and/or the Executive Director of ILAC International College. 6. The Senior Educational Administrator and/or the Executive Director will review the matter and may meet with the student as soon as possible but within five school days of receipt of the student s appeal. 7. The original decision will either be confirmed or varied by the Senior Educational Administrator and/or Executive Director in writing within 5 school days after meeting the student. At this point ILAC International College s Dispute Resolution Process will be considered exhausted. 8. If a student is not satisfied with ILAC International College's resolution of his/her complaint, the student may refer the matter to the Ministry of Training, Colleges and Universities (the Ministry) MCTU and shall include in his/her application to MCTU a copy of the record of the complaint and subsequent correspondence from ILAC International College Grade Appeal Policy ILAC International College provides an opportunity for students to resolve disputes regarding grades in a fair and equitable manner. The policy applies to all ILAC International College students who are currently enrolled or were enrolled 30 days prior to submitting their concern to the Program Director. Procedure: 1. If a student is dissatisfied with a grade received and feels that a higher grade is warranted he/she should discuss with his/her instructor. The instructor will reconsider the grade and, if reasonable, assign a different grade within 3 days of receiving the student s request. 2. If the student is not satisfied with the outcome of his/her appeal to the instructor, he/she should submit a written appeal or provide an oral submission of their complaint directly to the TESOL Program Manager. 3. The Program Manager will: a. Assignment Appeal: obtain a copy of the assignment/test in question from the 13 ILAC International College, Toronto V. 1.1 December, 2015

13 instructor/student and review the assignment/test or may have another qualified team member conduct a review within 3 days of the student s submission. b. Course Pass Appeal: conduct a thorough review of the course requirements including, but not limited to, attendance, coursework, examinations and proficiency in expected course outcomes or may have another qualified team member conduct a review within 3 days of the student s submission. 4. If the review established a higher grade as a result of the review, the higher grade will be assigned to the student. If the assessment achieves a lower grade on re-mark, the original grade will be retained. 5. Once the re-assessment is complete, the TESOL Program Manager will review the process and, once his/her review is complete, the grade will be considered final. a. The decisions on the grade appeal will be provided to students within 3 school days of ILAC International College s receipt of the formal complaint. If the student disputes the decision made by the TESOL Program Manager, she/he can submit a formal written or verbal appeal to the designated Senior Educational Administrator Program Withdrawal, Transfers and Refunds IF YOU ARE DENIED A VISA You are entitled to receive a FULL REFUND (less program registration fee and all bank transfer charges) if you are unable to obtain lawful entry to Canada for the purpose of studying at ILAC International College. You must provide the letter from the Canadian Embassy stating that your Visa to enter Canada was denied. Students who have applied through an agent must contact the agent for a refund. WITHDRAWAL Homestay Once you have started studying, the first 4 weeks of your homestay are non-refundable. ILAC International College requires at minimum, a 2-week written notice for any changes, cancellations, or postponements. Otherwise a 2-week accommodation fee will be applicable and the homestay placement fee is not refundable. Program To withdraw from a program of study at ILAC International College, you must first provide ILAC International College with a written letter, dated and signed, and outlining the reason for withdrawing. Your tuition fee refund will be calculated as per the Refund Policy stated below. ILAC International College may be required to submit attendance and/or advancement data for all international students to the federal government. Poor attendance, lack of progression and unlawful stays in the country may result in visa removals and a student may be asked to return to their home country. 14 ILAC International College, Toronto V. 1.1 December, 2015

14 REFUND POLICIES ILAC INTERNATIONAL COLLEGE (TORONTO, ON) STUDENTS REFUND POLICIES ILAC International College falls under the MCTU Education Standards. The refund to which a student is entitled is calculated on the total tuition fees due under the contract. Where total tuition fees have not yet been collected, the institution is not responsible for refunding more than has been collected to date and a student may be required to make up for monies due under the contract. If the institution has received fees in excess of the amount it is entitled to under the student contract, the excess amount must be refunded. The following refund policy applies to all Ontario ILAC International College students. Refund Policy for Toronto Students: Full Refund I. (1) A private career college shall refund all of the fees paid by a student under a contract for the provision of a vocational program in the following circumstances: 1. The contract is rescinded by a person within two days of receiving a copy of the contract in accordance with section 36 of the Act. 2. The private career college discontinues the vocational program before the student completes the program, subject to subsection (2). 3. The private career college charges or collects the fees, i. before the registration was issued for the college under the Act or before the vocational program was approved by the Superintendent, or ii. before entering into a contract for the provision of the vocational program with the student, unless the fee is collected under subsection 44 (3). 4. The private career college expels the student from the college in a manner or for reasons that are contrary to the college s expulsion policy. 5. The private career college employs an instructor who is not qualified to teach all or part of the program under section The contract is rendered void under subsection 18 (2) or under section If a private career college fails to, or does not accurately, provide in the itemized list provided to the Superintendent under section 43 a fee item corresponding to a fee paid by a student for the provision of a vocational program, the college shall pay the student, i. in the case of an item not provided by the college, the full amount of the fee for the item, and ii. in the case of a fee in excess of the amount of the fee provided for the item, the difference between the amount of the fee for the item provided to the Superintendent and the fee collected. (2) A full refund is not payable in the circumstances described in paragraph 2 of subsection (1) if the discontinuance of the vocational program coincides with the private career college ceasing to operate. (3) A refund is not payable under paragraphs 1 to 6 of subsection (1) unless the student gives the private career college a written demand for the refund. (4) A refund under subsection (1) is payable by the private career college within 30 days of the day the student delivers to the college, 15 ILAC International College, Toronto V. 1.1 December, 2015

15 (a) in the case of a rescission under section 36 of the Act, notice of the rescission; or (b) in the case of a refund under paragraphs 2 to 6 of subsection (1), a written demand for the refund. Partial refund where student does not commence program II. (1) If a student is admitted to a vocational program, pays fees to the private career college in respect of the program and subsequently does not commence the program, the college shall refund part of the fees paid by the student in the following circumstances: 1. The student gives the college notice that he or she is withdrawing from the program before the day the vocational program commences. 2. In the case of a student who is admitted to a vocational program on the condition that the student meet specified admission requirements before the day the program commences, the student fails to meet the requirements before that day. 3. The student does not attend the program during the first 14 days that follow the day the program commenced and the college gives written notice to the student that it is cancelling the contract no later than 45 days after the day the program has commenced. (2) The amount of a refund under subsection (1) shall be an amount that is equal to the full amount paid by the student for the vocational program, less an amount equal to the lesser of 20 per cent of the full amount of the fee and $500. (3) A refund under subsection (1) is payable, (a) in the case of a refund under paragraph 1 of subsection (1), within 30 days of the day the student gives notice of withdrawing from the program; (b) in the case of a refund under paragraph 2 of subsection (1), within 30 days of the day the vocational program commences; and (c) in the case of a refund under paragraph 3 of subsection (1), within 45 days of the day the vocational program commences. (4) For the purposes of paragraph 3 of subsection (1), it is a condition of a contract for the provision of a vocational program that the private career college may cancel the contract within 45 days of the day the vocational program commences if the person who entered the contract with the college fails to attend the program during the 14 days that follow the day the vocational program commences. (5) A private career college that wishes to cancel a contract in accordance with subsection (4) shall give written notice of the cancellation to the other party to the contract within 45 days of the day the vocational program commences. Partial refunds: withdrawals and expulsions after program commenced III. (1) A private career college shall give a student who commences a vocational program a refund of part of the fees paid in respect of the program if, at a time during the program determined under subsection (3), (a) the student withdraws from the program after the program has commenced; or (b) the student is expelled from the program in circumstances where the expulsion is permitted under the private career college s expulsion policy. 16 ILAC International College, Toronto V. 1.1 December, 2015

16 Currency IV. Any refund of fees that a private career college is required to pay under the Act shall be paid in Canadian dollars. School Policies 2.12 Student Records, Photo Release, and Consent to Use of Personal Information Policy ILAC International College collects, uses, retains and discloses information in accordance with the Personal Information Protection Act ( PIPA ). ILAC International College may share and disclose personal information within the institution to carry out its mandate and operations. Information, in aggregate form only, may also be used for research purposes and statistics. ILAC International College is required to submit directly to designated Provincial or Federal agencies to confirm student attendance and/or advancement in the program. Poor attendance and lack of progression may result in visa removals and a student may be asked to return to their home country. A student s record may include, as applicable, a student enrolment contract; evidence a student met all admission requirements and entrance examinations; financial records, attendance records; documentation of any dispute, grade appeals or dismissal; copies of study permits and practicum/work placement information. ILAC International College retains student records for a period of seven (7) years following the student s withdrawal, dismissal or graduation. After seven years, the student record is destroyed using a secure destruction method. ILAC International College student transcripts are maintained with a third party vendor for a period of 55 years Agreement and Medical Authorization ILAC International College students must understand that medical insurance is mandatory while attending ILAC International College. ILAC International College offers each student the option to purchase medical insurance during the registration/application process. If a student declines to purchase ILAC International College s medical insurance he/she is required to purchase his/her own insurance from a different provider. The student must provide evidence of medical insurance Harassment & Discrimination Policy ILAC International College believes that all members of the ILAC International College community are entitled to work and learn in an environment free from harassment and discrimination. To provide a fair and equitable process for the resolution of complaints of harassment and discrimination Emergency Policy Procedure for Fire Safety: 1. The Facilities Manager ensures that adequate fire suppression equipment is available as needed throughout the campuses and that a qualified inspector inspects all fire suppression equipment annually. 2. The Facilities Manager ensures that all employees receive training to operate fire suppression equipment and for school fire evacuation procedures. 3. The Facilities Manager is responsible for preparing and posting emergency exit instructions and route maps in each classroom at the campus, with the exit from that room specifically noted in a coloured highlight. 4. In the event of a fire emergency, the Facilities Manager will dial 911 and advise the fire department of the location of the school. They will provide details of the type of fire (if known) and the location of the fire within the campus. 5. The Facilities Manager will advise all occupants to evacuate the campus. Staff, and each class teacher along with their students, proceeds to the identified Assembly Point ensuring that the class list is with them. The Fire Warden will conduct a building sweep to ensure that no one remains in the building. 6. The Facilities Manager will act as a liaison between fire officials and students/employees during the emergency. 18 7. No student or employee will re-enter the building until the fire officials have authorized re-entry. Procedure for Earthquake Safety: 1. The Facilities Manager ensures that adequate precautions are taken throughout the campus to ensure that injury due to falling or unstable items during an earthquake is limited. This may include securing file cabinets to walls and providing lipped shelving for books or binders that are located at or above head-level. 2. The Facilities Manager ensures that all employees receive training in the school earthquake evacuation procedures. 3. The Facilities Manager is responsible for preparing and posting emergency instructions and exit route maps in each classroom at the campus, with the exit from that room specifically noted in a coloured highlight. 4. In the event of an earthquake, all staff and students will take cover and remain under cover until the shaking stops. 5. If it is unsafe to remain in the building, the Facilities Manager will advise all occupants to evacuate the building 6. The Facilities Manager will act as a liaison between rescue officials and students/employees during the emergency. If necessary, the General Manager will authorize school closure. 7.
