1 NDIS Transition Readiness and Business Support Services High Level Introduction Specific skills and expertise we make available to ACT providers looking to undertake major strategic/structural reform A consortium between and Meyer Vandenberg that provides local and close ACT and community knowledge and expertise within both companies supplemented by a national and global exposure that allows wider insights to be brought to local ACT providers and offer innovative options for consideration Together we offer a comprehensive package of integrated or stand-alone services that cover financial planning and business sustainability for operating in the new world of the reform agenda, legal, commercial and contractual understanding and insights around alternative and complex structural models for new service delivery arrangements, assistance with effective governance, management and control, strategy and planning for both the here and now operations of the business and its future sustainability and development including the acquisition, development, training and planning for resources (people and capability), understanding the client base and future demand models, market focus and branding skills We offer support and assistance to determine not only what to do but also how to do it and assistance to derive a roadmap that not only lays out the steps to achieve it but supports development of capability within the Provider organisation for ongoing monitoring and progress checks with ability to put in place remediation measures where required We have toolsets written and designed specifically for the NDIS transition of services to CSO providers but more particularly, people skilled in the application of their use to provide optimal results for providers Both our organisations hold a very strong interest in, and support, for the reform of disability and social services in Australia and are proud of their involvement with the NDIS and key disability stakeholders in the Territory and States
2 Experience our organisation has already had in supporting organisations in NDIS preparedness EY has been part of the NDIS journey with the Federal Government since 2011, working with the NDIS Taskforce, State and Territory Governments, the National Disability Insurance Agency (NDIA), non-government organisations (NGOs) and service providers to support the design, launch and implementation of the NDIS. In addition EY is currently the advisor to both the NSW and Victorian governments on the NDIS transition Meyer Vandenberg is the largest Canberra-based law firm with close ties to the ACT community sector through its dedicated Not-For-Profit Sector team and the personal involvement of its partners and staff in a variety of ACT CSOs Both organisations have been closely involved working with ACT Lead on preparation for the NDIS transition over the last 3 years Our organisation s point of difference The heavy involvement of both organisations on a voluntary basis in the NDIS transition, disability and social service sectors over an extended period of years, our dedication and commitment to the reforms and the organisations providing services in these sectors is a demonstration of both EY and Meyer Vandenberg focus and support for the reform agenda and the success and development of the sector The consortium arrangement between us provides an holistic and end-toend comprehensive package of support for CSO providers that promotes a focus on all components of the business that are needed to develop its flexibility and sustainability under new service delivery conditions We are all very much looking forward to working with ACT Providers as they embark on this new journey, supporting rollout of the NDIS.
3 Why the & Meyer Vandenberg Consortium EY has been part of the NDIS journey since 2011, working with the NDIS Taskforce, State and Territory Governments, the National Disability Insurance Agency (NDIA), Non- Government Organisations (NGOs) and service providers to support the design, launch and implementation of the NDIS EY has a strong interest in, and support for, the reform of disability and social services in Australia, and we are very proud of our involvement and relationship with the NDIS and key disability stakeholders in the sector MV is the largest Canberra-based law firm with close ties to, and an understanding of, the ACT community sector through its dedicated Not- For-Profit Sector team and the personal involvement of its partners and staff in a wide variety of ACT CSOs EY and MV provide a locally based team that holistically covers the range of financial, legal and business skills, expertise and practical experience needed to assist, coach and mentor CSOs to develop and then implement, significant strategic and structural reform to more effectively take advantage of the opportunities offered, as well mitigate and better handle the challenges arising, from implementation of the NDIS We don t just talk a good game, together we sit on respective Disability CSO boards on a voluntary basis. We know the anxiety that CSOs, Carers and Clients are feeling about this change. Together we can empower individuals those through choice and control to have a better life. In order to assist CSO Providers in the ACT, the consortium provides an holistic and end-toend comprehensive package of support that promotes a focus on all components of the business that are needed to develop both flexibility and sustainability under new service delivery conditions. This is accomplished through toolsets written and designed specifically for the NDIS transition of services to CSO providers. However, more particularly, the key is our people who are skilled in the application of their use to provide optimal results for Providers. The approach we take, whether on an end-to-end or a specific focus area for a particular organisation, is based on the following model of requirements for flexibility and sustainability of the business and building capability within the business:

Strategy & Planning Mission and Values Ensuring YOUR mission and values are known, endorsed and built into your future business culture Knowing WHAT to do Understanding HOW to do it Buildinga roadmap of the steps Where to start How to progress and At what intervals The CSO Maturity Framework we use to guide us has been developed through multiple previous engagements with Disability Service Providers (DSPs) and NGOs, and uses business excellence principles which we tailor to suit your circumstances. - It provides easy to use tools to help Providers review development needs and to enable effective review progress towards achieving those steps BUT the key is in what our people bring to applying, interpreting and in particular planning, and implementing what you need to occur we supply the how to do this and work with you to understand, plan and review the roadmap and next steps to achieve your vision in practical ways. 2. Governance & Control Delivery Confidence Once your strategic direction has been decided, we will work with you to assess what things need to change and then how you might do that. The starting point is determining what structure of organisation you need to provide the services you want to provide and any formal arrangements you need to put in place, whether that be a new company, joint venture, consortium, partnership, merger or other collaboration option to support pursuing that direction effectively. Part of this assessment will include a review of appropriate Governance arrangements, capabilities and a gap assessment, appropriate control and review mechanisms as well as requirements for Information, knowledge, measurement, reporting, improvement and innovation requirements to achieve that vision.

Clients & Market Focus We can draw on current and past engagements with the NDIS transition in Victoria and NSW, providing the building blocks for developing, monitoring and maintaining successful NDIS implementation. Specific focus will cover: Branding of the organisation / new organisation Effective marketing of the organisation and service Contracts for service delivery with recipients of services Protection of IP Privacy Dealing with families and carers including change in carer roles and responsibilities Reporting requirements 4. Financial Sustainability Cash Flow/ Pay the Bills Financial sustainability includes reviewing income expectations and changes that will occur in funding via the use of different service models, exploring inherent cost bases and aligning these to derive financial plans that will underpin sustainability of the business into the future. This exploration occurs by modelling options and alternatives, providing the ability to make pro-active decisions about the future of the business around likely outcomes and probabilities of occurrence. Assessments will include factors such as measurement, improvement and innovation, as well as strategy and planning. Key aspects are: Understanding the cost of providing services and gaining the ability to manage costs as well as develop plans and measures for long-term financial sustainability, including - Tax Planning Debt Management and collection Budgeting and Cash Flowing (Revenue sources linked appropriately to expenditure and cash outflows) Benefit assessment processes and measures confirmed to be in place or identified for development Improvement opportunities under regular review with continuous improvement embedded within processes and procedures Clearly defined strategies outlining long-term direction, purpose, vision, values and goals, and alignment with sector reforms plans

People & Capability Right Skills A key part of implementing a new service model is to review culture, determine emerging service capability requirements and assure service continuity via succession planning. We can assist to implement reforms to the workforce and service modelling capability, and assess your people requirements: Whether service offerings and client groups match internal competencies and strengths Understanding of client needs under new service models, as well as existing and potential supply and demand for services in the future Determining the capabilities required of your people in the future to deliver on your strategy and plan Affirm processes to recruit, develop, remunerate and manage employees including harmonisation requirements resulting from new company and business relationships forged to deliver services under the new funding and service delivery models Understanding and implementing arrangements consistent with Award, EA and other employment law requirements 6. Information & Knowledge Management & 7. Quality, Measurement & Improvement These two key underpinning areas provide information around which effective decision making can occur. Both the information collected and the analysis and use of this information are critical to making informed choices. These sections include: Policy, processes and procedures effectiveness Information, data and knowledge collection and alignment to organisational objectives Systems to collate effective collection, storage and analysis of information Implementation of a consistent and measurable set of Key Performance Indicators Regular review of Improvement opportunities ICT systems, licensing, procurement, contracting and management
7 On the Ground Experience as NDIS Transition Business Advisors LEAD has been working closely with the EY and MV team over the last three years on a number of issues including organisational governance, financial management, staff policies and general preparation for the NDIS. I have found the team to be abreast of pertinent current issues facing LEAD, and practical in the solutions offered as against LEAD s overall Mission. By some team members participating as Board members of LEAD and other local disability organisations, I believe that LEAD gains the benefit of the team having real-life experience in the ACT community services sector that, when coupled with the team s professional skills, delivers the best possible outcomes for LEAD.
