1 Participation Partnership Committee Minutes Tuesday 18 November 2014 At 10:30, NISCC Present: Geraldine Campbell (Chair) Uel McIlveen Joanne Sansome Neil Irvine Anne Mallon Audrey Montgomery In Attendance Mark Bradley Brenda Horgan Gerardine Cunningham (DHSSPS) Angela McCrory (Note taker) Item 1 Welcome & Apologies Action 1.1 The Chair welcomed everyone to the meeting. 1.2 Apologies: Apologies had been received from Maria Somerville 2 Update from Chair 2.1 The Chair informed the meeting that four new council members had been appointed to NISCC s Council and one would be joining the 1

2 Participation Partnership Committee to shadow as Chair in preparation to take over the role when the Chair s term of office was completed next year. The new members appointed are Brenda Maitland; Lee Wilson; Anne O Reilly and Catherine McPhillips. The Chair also informed members that the new Minister for Health Jim Wells, would be visiting NISCC on the 3 December following an invitation from the Chair, Mr Jim Perry. The Minister will be meeting Anne Mallon who will be representing the Participation Partnership and will be speaking to the Minister from the carer s perspective. Lorraine Gibson will be speaking on the importance of registration from the employer s perspective and Marion O Rourke will be speaking on behalf of the professional side of NISCC. 3. Update from Members 3.1 Mr McIlveen spoke of the Leadership Conference in which the Citizen s Forum had a stand. Ms Horgan, who also attended the Conference, spoke of the excellent podcast given by Maria Somerville. Mr McIlveen described the keynote speech delivered jointly by Fionnuala McAndrew and Elizabeth Forgione from the Citizens Forum. He reported that Ms Forgione spoke very passionately about her situation. She experienced trepidation at having social work involvement but had a very positive and empowering experience from her social worker. Mr McIlveen also reported on a workshop that he attended led by the Directors of Social Work which gave him the opportunity to identify the centrality of service user and carer involvement Ms Sansome asked Mr McIlveen to forward an outlining the criteria and the role of the Citzen s Forum for the Social Work Strategy and to provide a contact name as she may be able to offer nominations. Mr McIlveen reported that he was part of the team for the shortlisting for the Health Care Management Awards. He spoke of the calibre of entrants and that no applications were received from the voluntary sector. Mr Irvine also intends to get involved with the App NISCC are developing and will be working alongside Andre McKeown, Communications Manager at NISCC. Ms Montgomery spoke of receiving the papers for the shortlisting of NISCC s awards. She felt that there were strong candidates and was very positive about the whole experience. UMcI 3.2 Ms Sansome and Mr Irvine spoke of their experience working with 1 st and 2 nd year social work students at Queen s University in a role-play situation as part of the students preparation for practice 2

3 module. They received good feedback but would have liked to meet with the students again at the end of their course to see the benefit of the time spent with them. 4. Review of Minutes 4.1 The minutes were agreed as an accurate recording of the meeting. 5. Matters Arising 5.1 Item 6.2: RQIA to be invited to October s Meeting still outstanding. Mark to ask Teresa Nixon to attend in January MB/BH 5.2 Ms Horgan informed the meeting that the Regional PPI Forum minutes were not available but these would be shared with the Participation Partnership when ratified. She also commented that the PPI were keen to involve a representative of the Participation Partnership in their Committee. The PPI Committee meet 4 times a year the next three meetings are Mon. 16 th Feb. 2015, Mon. 22 nd June 2015, Mon. 19 th Oct all scheduled for 1.30 pm, Conference Rooms 2 & 3, PHA, Linenhall Street, Belfast; Ms Horgan advised that the focus of the forum currently is on developing generic PPI awareness for HSC, developing processes to monitor PPI in HSC, developing a brand for PPI and planning a PPI event in Nursing Homes Standards consultation (response paper circulated) 6.1 The response to the Consultation on Minimum Standards for Nursing Homes had been circulated with the papers and all agreed that they were satisfied with the response and that it reflected the views put forward by the group. 7. Consultation on a Regional Health and Social Care Research and Development Strategy 7.1 Ms Horgan referred to the PowerPoint presentation from the previous meeting and commented that she felt that the strategy needs to be ambitious. She asked members to review the draft response that will be considered at SMT. A final response will be shared with the group. The response should reach the Department by Friday 2 January Ms Horgan advised the group research strategy for social work and social care is currently being developed and is due to go out to consultation in December. There is a conference connected to this 3

4 strategy entitled Social Work and Social Care supporting partnerships in research at the The Linen Suite, Mossley Mill, Newtownabbey, BT36 5AQ on the 9 th Feb 2015.A flyer will be circulated along with the minutes. The strategy has a service user involvement group and would welcome interest and involvement from the participation partnership, especially for anyone who has an interest in research 8. Social Work Strategy Innovation Fund 8.1 Ms Horgan spoke of the funds available for projects ranging from 5k to 25k. There are two themed areas that are relevant (service user involvement and advocacy. Ms Horgan has met with Joe Duffy and would like to make an application to develop a mobile application that will impart knowledge and skills development in relation to service user involvement. Mr Irvine and Ms Sansome volunteered to help with the application. This will discussed further at the meeting on the 22 December. 9. Development of a Child Development Mobile Application 9.1 Mairead Harkin will be taking forward the development of the last childcare mobile application (aged 13 18yrs). The work associated to this will involve holding an initial scoping group followed by a small number of meetings of a reference group. Anne Campbell QUB and Mary Mc Colgan UU will be commissioned to write the material and the scoping group and reference group will assist in reviewing the material and app development. Mariead has requested that the Participation Partnership give consideration to becoming involved. Anne Mallon volunteered to be involved and indicated availability to attend the scoping workshop. Mairead will forward her details of the meeting as well as sunsequent meetings 11. Review of Assessed Year in employment (AYE) Departmental Circular 11.1 Ms Cunningham circulated the report that was issued in May 2010 regarding the AYE. She reported that she had met with Jan Houston and both agreed that new guidance was required to bring the report up to date. She issued a paper outlining the areas that required amending and asked the Participation Partnership for their comments and input, which should be forwarded back to Gerry Cunningham.
