(Bentley) is very interested in providing professional architectural and engineering services for District Five s Mul -Modal Transporta on Facility, located in the City of Kissimmee. Bentley has been providing similar services to FDOT since We understand that in addi on to design of the parking structure our scope will include coordina ng with the City of Kissimmee on design, aesthe cs, traffic pa erns, way finding and project specific ameni es as well as coordina on with the Department s SunRail staff on design and aesthe cs. Our team has immediate availability to begin working on this project and we are confident that we have put together a team with knowledgeable staff - Bentley s Project Manager has been managing FDOT projects for 22 years and the majority of our consultant team works with District Five on a regular basis; the required experience - our parking structure consultant has designed more than 70 similar parking structures; a solid approach that focuses on key issues to successfully accomplish the District s goals; a site concept that takes into considera on the best use of site and connec vity with adjacent spaces; and an architectural concept that blends the parking garage to its surroundings to ul mately contribute to a successful sense of place. Bentley will serve as the prime consultant and the architect-of-record for the project in addi on to providing the required civil and structural engineering. As a District Five firm with 25 years experience working with FDOT on building projects we will work as an extension of District staff ensuring all policies and procedures are followed. Gary Kranston, A.I.A., LEED AP will serve as project manager and primary point-of-contact for Kevin Moss and District Five. Gary has 33 years of architectural design and project management experience and has served in this capacity on numerous FDOT projects. William C. Bill Bentley, P.E., LEED AP will lead all structural engineering ac vi es. As president of Bentley, Bill brings 33 years of structural engineering experience to this project. Molly devivero, P.E. will be responsible for all of the civil engineering elements for this project. Molly leads Bentley s Civil Engineering department and has more than 25 years of civil engineering experience, including experience with the City of Kissimmee. To support our in-house staff we have partnered with Burke, Hogue, Mills, Inc. (BHM), a local architecture firm specializing in parking structure design. Founded in 1974, BHM s history is rich with diverse projects large and small. With a diverse por olio, BHM intertwines design theory and concepts of various building types to achieve a meaningful and successful solu on, grounded in sound reasoning and intended to last beyond the present. The typical parking garage may have a reputa on as an eyesore, but BHM has proven that well-designed structures can add to the crea ve tapestry of streetscape and campus se ngs. Robert Hogue and Camela McCarter Hogue of BHM will work closely with Bentley s architects and engineers to produce an excep onal design for District Five and the City of Kissimmee. BHM has designed more than 70 parking structures in Florida. Sims Wilkerson Car er Engineering, Inc. (SWC) will provide mechanical, electrical and plumbing design. SWC is a highly reputable firm and has provided these services for many FDOT projects. Sims Wilkerson Car er Engineering, Inc. is a full service plumbing, fire protec on sprinkler, HVAC, ligh ng, power and special systems engineering firm. SWC has worked with Bentley on more than 150 projects and has completed 80+ projects with Burke, Hogue, Mills. GAI Consultants, Inc. for landscape architecture, u lity coordina on and public involvement; GAI Consultants, Inc. is an FDOT pre-qualified engineering and environmental consul ng firm with over 50 years of experience delivering innova- ve engineering solu ons. Geodata has extensive experience providing design surveys for facility type projects. These include parking garage expansions for Florida Hospital, fleet facili es for Seminole County Public Schools, and various government facili es for Orange County. 2 PARKING STRUCTURE EXPERIENCE Orange County Courthouse Expansion, Orlando, Florida Scope of Work: The challenge of this project was to create an addi on to the exis ng facility that would not only blend visually, but also allow for smooth flow of both vehicular and pedestrian traffic in the busy se ng. Careful considera on was given to both the interior func on and the exterior aesthe cs, while minimizing the add-on appearance. The north and south eleva ons blend with the established architectural language. The west eleva on, fron ng on Orange Avenue, incorporates details from the en re Courthouse complex, and responds to the surrounding architectural vernacular. Architectural embellishments to the structure include brushed aluminum tube eyebrows, laser-cut metal panels, decora ve metal grilles, and medallions designed into the structure, to support the City of Orlando s promo on of public art. Connery Division Manager, Capital Improvements Phone: ; Thomas.connery@ci.orlando.fl.us Jefferson Street Parking Structure, Orlando, Florida Scope of Work: This project was master planned as an urban infill to support the explosive development in the downtown Orlando area. The site is bordered on the north & south side by city streets, on the east side by private property, and on the west side by exis ng CSX railroad tracks. The eight-story facility u lizes a cast-in-place, post tensioned concrete structural system, with architectural precast concrete panels for the exterior cladding. This selec on of materials allows greater ar cula on of the exterior skin, with a combina on of punched and linear openings to emulate the surrounding buildings. The first floor houses a small amount of retail space facing Jefferson Street. Due to the discovery of poten al soil anomalies soil condi ons, the founda on system employed an auger displacement pile approach. Construc on Cost: $19 Million; SF/ No. of Spaces: 1,046 Spaces; Construc on Type: design-bid-build; Prime Architect: Burke, Hogue, Mills; Reference: City of Orlando, Thomas R. Connery Division Manager, Capital Improvements Phone: ; Thomas.connery@ci.orlando.fl.us Florida Interna onal University III, Miami, Florida Scope of Work: Project includes two six level 1,440 vehicle open parking garages for FIU, designed and constructed simultaneously, in different quadrants of the campus. Structure is post-tensioned, C.I.P. concrete, with architectural precast cladding of varying thickness, vibrant tropical colors, and punched openings. Project includes four (4) stair towers and a glass enclosed elevator tower. Also included is approx. 1,300 SF of Office space for the Campus Parking Services Division. Project includes all HVAC, Electrical, Plumbing, Fire Protec on, Fire Alarm and Parking Control Systems. 3 OTHER SIMILAR EXPERIENCE GRU Eastside Opera ons Center, Gainesville, Florida Scope of Work: Bentley served as the architect and engineer of record for Gainesville Regional U li es (GRU) Eastside Opera ons Center. The campus includes nine buildings with a total of about 222,172 square feet of building area on a 119-acre campus-type site. The opera ons center is comprised of offices and a hurricane-hardended data center, equipment service areas, warehousing, a fueling sta on and a training building. The complex nature of the structural engineering design for this facility is very similar to the effort that will be required for the proposed parking structure. The eight major buildings consist of concrete lt-up walls with steel framed roofs and second floors. All lt-up panels were designed and dra ed at Bentley. The architectural and civil engineering designs each have similar elements par cularly pertaining to the aesthe cs of the buildings and the drainage, site circula on and pedestrian connec- vity design features. Reference: Gainesville Regional U li es, Reid Rivers Phone: ; rivershr@gru.com Kissimmee Fire Sta on No.11 Kissimmee, Florida Scope of Work: Bentley provided A/E design for the new LEED Cer fied fire sta on for the City of Kissimmee. The fire sta on consists of a 1-story, 16,300 square foot building which houses a 4-door apparatus bay, offices, sleeping quarters, kitchen and storage space. The building is designed as a category IV emergency facility, with a safe room designed to withstand 140 MPH wind loads. The building consists of three independent gable roof systems composed of steel deck and light gauge steel trusses, as well as an independent concrete slab roof for the safe room. The roof systems bear on reinforced masonry walls and columns. Bentley interfaced with the City on both architectural and engineering ma ers throughout the design and construc on of this project. Construc on Cost: $4.35 Million; SF/ No. of Spaces: 16,300 sf; Construc on Type: CM at Risk; Prime Architect + Engineer: Bentley Architects + Engineers, Inc.; MEP Engineer Sub: Sims Wilkerson Car er Engineering, Inc. Reference: City of Kissimmee, Robert King, Fire Chief Phone: ; rking@kissimmee.org Golden Glades Mainline Toll Plaza Scope of Work: The toll plaza gantry, as shown on the le, is a combina on toll worker overhead walkway and toll equipment moun ng Miami, Florida structure. The complex extruded shape of the cladding system required a secondary support system suspended from the gantry that can handle the wind loads typical of southern Florida. Bentley s structural engineers used RISA 3-D, a finite element analysis program to develop a virtual model of the project. Live, dead, wind, rain, and thermal loads in various combina ons were inpu ed into the model to provide an accurate analysis of the member sizes and connec ons required. The toll plaza administra on building, remote building, and surrounding sites are being designed by Bentley s architectural and civil engineering departments. A Contribu ng to the sucess of this project was key design element is a 30 foot tall retaining wall on both sides of highway to allow for eleva on of the expanded roadway sec on. 4 PROJECT APPROACH: The design team s approach is one of guidance and consensus building. We rely on our vast experience to help mold a unique vision for each project using hands-on workshops, focus groups and presenta ons. We ask ques ons, listen to responses and reply with crea ve enthusiasm. Ini al review of the Kissimmee County Parking Garage presents several key design issues. We have itemized some key opportuni es below: Tight Site: The logis cs of developing a parking structure in an urban site surrounded by occupied structures are familiar to the design team. Much can be done in the design phases to establish structural systems, layouts and traffic pa erns that allow construc on from one side of the structure. This works par cularly well with precast concrete columns, T beams and spandrel panel and wall systems that can be li ed into place. We an cipate a two bay structure for this project based on the current site informa on, so the precast systems would also apply well to the future ver cal expansion requested in the RFP. Good Neighbor: There are always disrup ons to business as usual when replacing exis ng parking. Insigh ul design can assist in minimizing disrup ons by choosing systems that can be assembled as a finished product quickly and efficiently with predictable scheduling. Careful coordina on and diligent communica on are key factors in minimizing the level of trauma experienced by the people using surrounding ameni es. Connec vity: Pedestrian paths will connect the garage, civic center, and Sunrail pla orm. Key design opportuni es for covered pedestrian connector design are the level of protec- on required and sensi vity to the occupant s experience. Vernacular: It is crucial that the aesthe cs of the parking structure are responsive to the context of the Civic Center, The Sunrail Sta on and the Kissimmee CRA. Safety and Security: Studies have shown that urban public parking facili es can be problema c due to the transient nature of the occupants. By implemen ng the four guiding principles of Crime Preven on through Environmental Design (CPTED) natural surveillance, natural access control, territorial reinforcement, and maintenance - and applying those principles through the 3-D approach (designa on, defini on, design), we can reinforce the rela onship between the func onal objec ves of the facility and predictable behavior management. Several of the driving factors will include: the opera ng hours of the garage (always open, only open for specific hours), if the facility be a endant controlled, automated, or free access, and the neighborhood context of the selected site. Proven CPTED design strategies which we offer for considera on include glass-back elevators and hoistway, exterior open stair towers, enhanced ligh ng throughout, clear and concise way-finding signage, clear span construc on, low profile landscaping, emergency call sta ons with panic bu ons, dele on of permanent STOP bu on in the elevator cabs, surveillance cameras and accommoda on for other equipment, and minimizing isolated routes, to name a few. Long Term Systems: The design will be durable, low maintenance, easy to navigate, and as energy efficient as budget allows. Cri cal to the long term opera ons are going to be the choice of pay system. Our team has experience accommoda ng manned collec on booths, una ended collec on systems; including card access, cket dispensers and credit card exit payment. Another opportunity might be Pay and Display sta ons requiring monitoring personnel. We recognize that the facility must be viable for owners and operators well into the future. Site Drainage: The new garage may require some localized grading and drainage modifica ons. Our Civil staff will coordinate these modifica ons as needed with the drainage pond designers hired by the City. Landscape Approach: The environment created will u lize materials that are compa ble with the Sunrail sta on s architecture and the design will be sensi ve to the proposed Toho Square project currently being advanced by the Kissimmee CRA. The overall landscape design approach will u lize na ve and naturalized plan ngs to create an invi ng environment that provides seasonal color and change. The completed landscape will be sustainable, u lizing proper plant selec on to minimize water use, fer liza on and maintenance needs. Community Awareness Plan (CAP): Within 30 days following No ce to Proceed, the first public involvement ac vity will be completed with the prepara on of the Community Awareness Plan (CAP). Since this project has been iden fied as a CAP Level 1, public no cing will occur when Architectural renderings of the parking garage are sufficiently defined. Public Mee ng: Our team will coordinate and conduct a Public Mee ng to provide the public with an opportunity to see project renderings, and provide a forum for interested par es to learn more about the project, and ask ques ons of the design team, FDOT and governmental partners. U lity Coordina on: U lity Coordina on on this project does not fall within the defini on for u lity coordina on on a normal FDOT project. Since the proposed structure has a designated Foot Print outside of the Public R/W, the u lity coordina on will be to iden fy and establish the loca- ons of each point of service from the local U lity Agency/ Owner (UAO). The U lity Coordina on will act as the liaison between the UAO and the owner with assistance in the determina on of the recipient of monthly u lity bills (billing address) and poten al impact fees. The U lity Coordina on will assist the owner with the iden fica on and applica- on of permits and loca on of service points. page 4
