5 Texas Has A Problem: Closing the Gaps is the Response Texas Higher Education Coordinating Board was created in 1965 to oversee quality of academic programs, administer financial aid, approve new programs Enrollment and graduation rates lag other large states in the US Few Texas universities are recognized nationally for excellence in various disciplines, and Texas has lagged California, Maryland, New York, and other states in university-sponsored research Closing the Gaps by 2015 was adopted in October 2000 by the Coordinating Board with strong support of the state's educational, business, and political communities. 5

21 Proposed UNT College of Law Establish the First Public Law School in the Dallas-Fort Worth Area There are four public law schools in Texas but none in the DFW area UNT College of Law will be housed in the Old Municipal Building part of the proposed UNT Urban Center Dallas City of Dallas will make land and building available and donate half the renovation cost a $30M commitment Old Municipal Building, Dallas, Texas at Main and Harwood Texas needs legal education for a growing economy..no law school has been created since DFW area needs fair opportunities for our students; Houston has three law schools but we have more college students 21
