5 Texas Has A Problem: Closing the Gaps is the Response Texas Higher Education Coordinating Board was created in 1965 to oversee quality of academic programs, administer financial aid, approve new programs Enrollment and graduation rates lag other large states in the US Few Texas universities are recognized nationally for excellence in various disciplines, and Texas has lagged California, Maryland, New York, and other states in university-sponsored research Closing the Gaps by 2015 was adopted in October 2000 by the Coordinating Board with strong support of the state's educational, business, and political communities. 5
