5 OVERVIEW OF THE 211 EDITION OF THE RUTGERS DASHBOARD INDICATORS Dashboard indicators for institutions of higher education consist of critical information that assesses performance in key strategic and operational areas. The Rutgers dashboard indicators review functional areas of the university that are closely tied to its mission of instruction, research, and service. Measures examine the university s progress in providing opportunity to qualified students, achieving academic excellence, expanding its research and development base, improving the efficiency and effectiveness of its operations and finances, and fulfilling its covenant with the state in undertaking outreach services and contributing to the economic development of New Jersey. This edition of the dashboard indicators focuses on the nexus of student access and academic success. Rutgers prides itself on being an accessible institution for academically-eligible students, while ensuring its students will achieve academic success. Because academic success is determined by many factors, it is important to understand the effectiveness of institutions in providing an environment for students to progress in their studies and graduate. The graphs on the following page seek to provide perspective on this issue and highlight some of the key elements of student access and academic success. Data used for the dashboard indicators come from a variety of sources including the National Center for Education Statistics Integrated Postsecondary Education Data System (IPEDS), the Common Data Set (CDS) survey, the National Science Foundation Webcaspar system and associated reports, The Lombardi Program s The Top American Research Universities, the Association of American Universities Data Exchange (AAUDE) program, publications such as U.S. News & World Report America s Best Colleges, the Council For Aid To Education s Voluntary Support of Education database, and internal institutional sources including the university s Faculty Survey.
6 A Snapshot of Access and Academic Success at Rutgers Accessibility Rutgers surpasses its AAU peer institutions in the percentage of undergraduates from underrepresented minorities. Underrepresented minorities comprise over 22 percent of the undergraduate student population at Rutgers. This is up from 16 percent in fall 198. Rutgers enrolls a higher percentage (28%) of low-income students than other public AAU institutions. Pell grants are awarded to low-income students by the federal government and as such are a useful benchmark for measuring an institution s accessibility for economically-disadvantaged individuals Percentage Undergraduate Minorities Rutgers University wide AAU Average Aspirants Rutgers Universitywide Percentage of Pell Grant Recipients AAU Average Aspirants Retention and Graduation Retention and graduation rates are important indicators of institutional effectiveness. The retention and graduation of students are the most often reported and cited indicators for assessing the effectiveness of colleges and universities. The graphs on the right represent recent comparative data on retention and graduation rates and provide a context for assessing the academic success of undergraduates at colleges and universities. Rutgers has slightly higher retention rates and approximately the same graduation rates compared to its peer institutions, but lags behind its aspirants on both measures st Year Retention Rate Retention Rates 2nd Year Retention Rate Rutgers University wide AAU Average Aspirants Year Graduation Rate Graduation Rates 6 Year Graduation Rate Rutgers University wide AAU Average Aspirants Value-Added Effect Many factors affect the academic success of undergraduates as represented by retention and graduation rates. Among the most critical are the academic and demographic profile of students and the financial resources of an institution Value Added to 4 Year Graduation Rate Value Added to 6 Year Graduation Rate Proxies for these factors can be used in a statistical model that predicts the graduation rates of research universities. The comparison of predicted and actual graduation rates yields a measure that provides insight into the effectiveness of institutions in graduating their students after student characteristics and institutional resources are controlled Rutgers' actual graduation rates (four and six year) exceed its predicted rates by nine and seven points respectively. Rutgers does better than its peer institutions and trails its aspirants by approximately four percentage points on this value-added measure. These ratings were averaged and regressed on 5 randomly adjusted normalized sets of program data from 2 dimensional measures to obtain a set of 5 ratings. S-Based Scores Determined by the results of a survey of faculty who rated the importance of 2 dimensional variables. These ratings were used to derive weights that were then matched to 5 randomly adjusted normalized sets of program data to rank each program 5 times. Average Percentile Value - A percentile value for each program is derived from the placement of the interpolated median value of the 5 ratings of a program among all rated programs in a specific field. These calculated percentile values for all ranked programs of an institution are averaged to obtain an overall percentile value for each institution. Rutgers - New Brunswick 75 Excellence
