1 Travel Plan Action Plan update February 2013 V4 Update from plan approved by SMT June 09 Light grey shaded actions complete No. Action Status 1.0 Surveys, Analysis Monitoring and Targets 1.1 Undertake staff travel survey Initial staff survey undertaken. Follow-up surveys in order to establish carbon baseline not considered to be worthwhile due to potential limited response. Business case being established to embed survey questions into HR data collection processes. Review of effectiveness of travel plan could be tied into this. 1.2 Obtain better understanding of business travel Analysis undertaken. Additional monitoring of expenses and travel purchase processes under development for AY Data collection continues annually with on-going burden on Finance department. 1.3 Undertake student travel survey Student environmental survey undertaken with fairly limited response. Follow-up surveys in order to establish carbon baseline not considered to be worthwhile due to potential limited response. Business case being established to embed survey questions into student data collection processes during registration and re-registration. 1.4 Develop targets and monitoring systems Staff commuting by car targets established; targets for other modes to be considered in the future. Student targets to be considered after 1.1/1.3. Annual reporting through Carbon Management Plan. 2.0 Public Transport 2.1. Provision of Canterbury minibus with disabled access to serve North Holmes Rd, Polo Farm, Augustine House and Hall Place. Provided and continues into AY 2011/12 with same timetable. Reviewed by the Transport and Sustainable Business Working Group 1
2 2.2. Provision of scheduled bus services and or mini buses linking Salomons to rail station (particularly Tonbridge) 2.3 Provision of bus services for Medway campus working with Medway Council and local operators. E.g. to and from Stroud, Chatham and Gillingham stations Morning and afternoon peak hour s minibus service provided from January Used regularly by staff. Significant subsidy provided to Arrive by Universities at Medway. Reduced rate parking also provided by the Historical Dockyard. 2.4 Consider provision of intercampus service Considered unviable 2.5 Negotiate season ticket loans, possible fare discounts, salary sacrifice etc for staff and students Salary sacrifice option introduced September 2010 for both Stagecoach Season ticket loans and car parking permits. Season Ticket loan for Rail Travel introduced in December 2010 All staff and students given 10 discount on cost of Canterbury City Council Park and ride card Reduced cost of travel on Stagecoach implemented September 2010 for staff and students within Canterbury /Broadstairs/Folkestone areas. Stagecoach Megarider zone now includes for travel to Polo Farm and Hall Place. University subsidises season tickets by 90 / year for students and 60 / year for staff. 3.0 Walking and Jogging 3.1 Improvements to pedestrians, disabled and cyclists access in South Central Canterbury. 3.2 Maintain priority for sustainable transport on road network with local authorities throughout Kent and Medway Improvements made from Augustine House to Flying Horse pub, on the Biggleston Link and associated with the St Georges development. Additional bus stops provided for Polo Farm and are under consideration by KCC for Hall Place. Other opportunities considered as and when identified. Reviewed by the Transport and Sustainable Business Working Group 2
3 3.3 Consider alternative travel assistance for staff and students with disabilities in central Canterbury (e.g. Shop mobility type scooters and contract taxi services) In addition to the Canterbury shuttle bus service 2.1, a dedicated minibus service is also available on dial a ride basis is available from TOSH. 3.4 Review routes and safety on North Holmes site All new developments and refurbishments consider improvements to sustainable infrastructure. St Georges and St Gregory s developments both include improvements to pedestrian infrastructure. Access information provided on-line through Review pedestrian safety and speed on Medway campus 4.0 Cycling 4.1 Set up Bicycle Users Group to provide sounding board, advice and promote cycling. Separate but linked student BUG highly desirable. In 2011, CMT indicated that they would be sympathetic to proposals for improvements along North Road, should estate users consider they were necessary, providing estate users financed them. It needs the estate to collectively agree to engage an architect to cost some options and then present to CMB. Believed to have been no further action, however the issues seem to relate to other areas of the site away from CCCU buildings. BUG website produced April Staff cycle facilities survey carried out in 2011 with good response. Additional actions related to be signage agreed and still to be undertaken. Further discussions with SU required in regard of student BUG. Need to establish level of resource within Students Union and budget to support increased activity. 4.2 Provide more cycle parking facilities throughout campus network 4.3 Provide access to Sports Hall changing facilities and lockers for cyclists at North Holmes Rd Facilities provided to match demand and considered for all current and future development and refurbishment projects. Provided March 2009 Reviewed by the Transport and Sustainable Business Working Group 3
4 4.4 Ensure adequate showers and changing facilities in Augustine House and Rochester House 4.5 Include changing facilities in refurbishment of Library at North Holmes Rd Showers and changing facilities provided at both locations Showers provided to Laud building 4.6 Investigate safety training possibilities Response as per Set up bicycle purchase scheme through salary sacrifice Cycle to Work scheme established 2007 change in HMRC regulations have limited the tax benefits. Operation transferred to CycleScheme after year Negotiate cycle and equipment discounts Included as part of Consider bicycle buddy system possibly using the car share system Response as per Consider town centre cycle hire schemes Considered by Canterbury City Council Canterbury not an appropriate size or type of location due to quantity of students relative to other groups / demands. Would prove very costly to setup and operate. 5.0 Sustainable Car Use 5.1 Set up car share system (5HARE) on University web sites and publicise. 5.2 Propose mandatory car share registration for all parking permit holders Launched September Not implemented due to lack of enforceability. Car share included as a criteria, which allows parking permit at minimum cost. 5.3 Consider preferential spaces for car sharers Not considered necessary in first instance review annually. Reviewed by the Transport and Sustainable Business Working Group 4
5 5.4 Consider other promotional incentives for 5HARE registration and car sharing On-going as part of Sustainability and Carbon Management awareness campaigns. More publicity and incentives to be instigated through Facilities Operational Services. Important to reinforce the message that it is very economical. Parking space survey proposed to establish availability of spaces and potential to retrieve some space. 5.5 Develop emergency get you home options for car sharers Approved in May 2009 as part of the 5HARE scheme and available from the Sustainability Development website. Needs to exist on HR web site and be publicised. 6.0 Motorcycling 6.1 Develop motorcycle parking areas on hard surface with lock bars, in areas away from pedestrians Motorcyclists can use cycle parking in some locations. Dedicated motorcycle stands not provided on campus. View taken that they are inherently more secure than bicycles. No issue raised by motorcyclists. 6.2 Consider safety training for potential motorcyclists Considered unnecessary due to amount of official training required by owners. 7.0 Supporting external Infrastructure 7.1 Please see item 3.1 and 3.4 plus watch for other opportunities On-going 8.0 Information and general enablers 8.1 Set up transport web site to provide information on the Sustainable Travel Plan strategy 8.2 Produce paper publicity and organise meetings lunchtime lectures, Special events (e.g. cycle to work day, no car week etc) on Travel Plan Operating by Sept 09; refreshed as part of website redevelopment in August 2010 Engagement and communications framework under development with Futerra Communications during summer 2011 for roll out across campus network in following academic years. Not enough take up of the options available - publicity needed as part of staff / student review of policy. Student Environment Research Project Survey contains travel responses, which indicate the majority walk or cycle. Reviewed by the Transport and Sustainable Business Working Group 5
6 8.3 Change business rates: new rate 5p/mile extra for car passenger, cycle rate increase from 10p/mile to 20p, 26p for motorcycles. 8.4 Consider provision of pool cars and the possibilities of car clubs with Canterbury City Council. Confirmed in place from April 2011 CCC and UoK on board but start-up costs prohibit take-up. Budget cuts and new car parking policy make this unviable and unnecessary for CCCU. Although, in principle it would be beneficial for the local community and could support reduced student dependence on bringing cars into the city. 8.5 Encourage home and remote working On-going consideration is a key part of transport and estate efficiency requirements. 8.6 Consider telephone/video conferencing Being taken forward as part of carbon management plan and efficiency programme. Specific locations at all campuses are being identified for installation of video conference suites. 8.7 Consider sustainable transport in timetabling and academic processes (e.g. electronic submissions and marking) 8.8 Consider sustainable transport for staff and students in choosing development options/sites 8.9 Ensure a supportive framework exists for people with fixed travel times (eg bus, train and car sharers) Long term objective needs to be linked to increasing estate efficiency. Being taken forward as part of the efficiencies project by the Director of Change Programmes. On-going as and when developments are considered. Forms part of the Flexible working policy. However, there are cultural and operational barriers to significant take-up (presenteeism, lack of trust) 9.0 Parking Management 9.1 Develop parking management infrastructure for Canterbury campus sites. 9.2 Develop range of possible parking strategies for Canterbury sites. 9.3 Monitor and develop short and long term options to deal with parking situation at Medway Car Parking Policy introduced October 2010 Introduction of chargeable permit system against set criteria for both students and staff from October 2010 Included as part of parking strategy for campus network as 9.1 Arriva subsides in place and Dockyard parking at reduced fees.
