3 Adjustment allocation for aircraft operators according to Regulation (EU) No 421/2014 amending Directive 2003/87/EC With the Regulation 421/2014, a new Article 28a Directive 2003/87/EG was inserted which foresees in paragraph 2 a reduction of the free allocation to aircraft operators for the years. Accordingly, the issuance aircraft operators who performed exempted flights to third countries (in 2010) reduced in proportion to the reduction of the surrender obligation.
