3 OBSERVEDIMPACTS OFCLIMATECHANGE Indicators Impacts of Climate Change Temperature Average temperature has risen by 0.74 o C 1.1 o C ( mean). Projectedtemperatureupto2 o Cby Rainfall Decreasing trend in annual rainfall of 8% over Mauritius since the 1950s.Furtherreductioninamountofwaterby13%by2050. Sea Level Rise Acceleration in sea level rise: around 3.8 mm/year (1998 & 2007) compared to local mean sea level rose by 2.1mm/year. Conservative sealevelriseprojectionisoforder49cmby2100. Beach Erosion Accentuating beacherosionwithlossinbeach area(about18,500m 2 over the last two decades) and a number of coral bleaching. 50% of beach loss by Extreme Events Increase in the frequency of extreme weather events more frequent torrential rains resulting in flash flood. 11 Deaths in March As per DRR Report 2013, the following are exposed to flood hazard in Mauritius: a. Some 5-70 km 2 of built up land and km 2 of agricultural land at serious risks. b km of motorway, km of main roads and km of secondary roads. c. 36 Hotels, 11 Schools, 9 Medical Facilities and 2 Police Stations would be at risk of inundation. 3

4 MAURICEILEDURABLE(MID) VISION Mauritius a World Model of Sustainable Development OUTPUTS MID project rests on five designated 5Es, namely Energy, Environment, Education, Employment and Equity. PARTICIPATION AND PARTNERSHIP Partnerships among Government, Civil Society, Private Sector, Donor Agencies (e.g. AFD, EU) Achieve the national target of 35% Renewable Energy by ll%20report%20midpolicy.pdf Improve the position of the Republic of Mauritius in the World Poverty Index. Energy Reduce the ecological footprint to be in the upper quartile of performance of similar income nations, by Achieve 100% MID literacy by Employment Increase the percentage of green jobs, from 6.3% in 2010, to 10% by

5 CLIMATECHANGESTRATEGIES MITIGATION Two hydro unit of capacity 375 KW has already been set up at La Nicolière Feeder Canal and one at Midlands Dam; A Grant of 330 USD has been provided to 58,000 households for the purchase SWHs as at October 2013; Proclamation of the Energy Efficiency Act 2011; Proclamation of Building Control Act in the beginning of 2013; SolarPVFarmof25MWaroundtheislandtobeimplementedinthe year 2014/2015; Setting up of a 9MW Wind Farm Project at Plaine des Roches and 29.4MWWindParkatPlaineSophieby ; Government has also initiated the process for the development of a Low Carbon Development Strategy and Nationally Appropriate Mitigation Actions for the Republic of Mauritius (Port Area and Energy Industries) 5

6 CLIMATECHANGESTRATEGIES ADAPTATION DRR Strategy and Action Plan- GIS based hazards maps& tools; Mauritius came up with its first National Climate Change Adaptation Policy Framework; Climate Change Adaptation Strategies and Action Plans in the Agricultural, Fisheries, Tourism for both Mauritius and Rodrigues and Water Sector for Rodrigues; Policy Recommendations to mainstream climate change adaptation in the EIA and ICZM process and guidelines; Technology Needs Assessment has completed. 12 technologies have been prioritized from an initial list of 128 technologies for enhanced climate change mitigation in the Energy sector and adaptation in the Agriculture, Water and Coastal Zone sectors; and Forthcoming: Climate Change Bill 6

7 CLIMATE FINANCE 50% reduction of taxes on hybrid vehicles/electric cars. Introduction of a new legislation on carbon levy which has been promulgated under the Excise (Amendment) Act 2011 to provide for a CO 2 levy on motor cars or for the granting of a CO 2 rebatefromtheexcisedutypayableonmotorcars. A token MID levy of 15 cents per litre on all petroleum products,15 centsperkiloonlpgand15centsperkiloofcoal to partially finance the various grants to be provided by the MID Fund. Currently 4.9% of the national budget dedicated to environmental issues including climate change representing USD million. 7

8 INSTITUTIONAL STRENGTHENING A Climate Change Division set up at the level of the Ministry of Environment and Sustainable Development in March 2010 and the team comprises of 10 people. Some 2,600 professionals and other stakeholders (Agriculture, Construction, Climate Modeling and Analysis, Disaster Risk Reduction, Education, Environment, Fisheries, Finance, Gender, Health, Tourism and Water) have been trained for building resilience against climate change. Around 25,000 people were also sensitized on Climate Change across the Republic of Mauritius. Permanent Climate Change Exhibition at Rajiv Gandhi Science Centre A Climate Change Information Centre at the Ministry of Environment and Sustainable Development to provide up to date information on climate change for informed decision making and public in general. Preparation of training courses to educate Youths, women and the private sectors on climate change is underway. 8
