3 Macomb Township Network Infrastructure and Unified Communications System RFQ Introduction This is a Request for Quotation for Network Infrastructure and Unified Communications System upgrades and Managed Services, issued by the Macomb Township, MI. Sealed Quotations will be received by the Township at 54 Broughton Road, Macomb, MI 48042, Attn: Clerk Michael Koehs until October 2, 20 at 0:30 a.m. Proposers should submit 3 copies of their Quotations. The Township reserves the right to change or extend the submission date and time for any reason.. Purpose The purpose of this document is to inform potentially qualified vendors of the detailed information required, in the form of a proposal, to enable Macomb Township to select a preferred vendor who will fulfill the procurement, implementation, training and support needs of the Network Infrastructure and Unified Communications Upgrade Project..2 Acknowledgement Vendors wishing to submit a RFQ proposal must send a formal written statement of intent to the Township, via or postal mail to at the following address: Clerk Michael Koehs koehsm@macomb-mi-gov 54 Broughton Road Macomb, MI Vendors who fail to send a letter of intent to respond within 5 working days of the posting or receipt of this RFQ will not be eligible..3 Recipients This RFQ document is being posted for / distributed to potentially qualified Michigan-based vendors. Quotations will only be accepted from vendors whose company is based in MI. Page 2

4 2 Process The RFQ process will be undertaken as follows. This RFQ will be released to Michiganbased technology vendors. Vendors must acknowledge receipt of the RFQ documentation and prepare a formal vendor proposal to be sent to the delegated contact within the Township. The Township will then review the vendor proposal against a set of pre-defined criteria and rate the proposal on its ability to satisfy the requirements stated in the SOW. A preferred vendor will be chosen (with the highest awarded rating) and formally notified. A formal contract will be negotiated with the preferred vendor and, if endorsed, the vendor then will begin supplying the requisite product to the Township. The following timeframes will be adhered to during this process: Release RFQ documentation (RFQ and SOW) 09/29/20 Closure date for receipt acknowledgements 0/06/20 Closure date for vendor quotations 0/2/20 Review of vendor quotations complete 0/25/20 Preferred vendor notified 0/27/20 Unsuccessful Vendors notified 0/27/20 Vendor contract signed 0/28/20 2. Response The vendor response must be accurate at the time of print and remain valid for the remainder of the RFQ process (as per the above timeframes) Vendors may work together to formulate one joint response; however, the full details of each vendor must be included in the vendor proposal Three (3) copies of the proposal should be submitted in writing to the following address: Clerk Michael Koehs 54 Broughton Road Macomb, MI Note: Quotations may be hand delivered or mailed to the Clerk s office. Responses received (NOT Postmarked) after the Closure Date will be rejected. 2.2 Questions Vendors are encouraged to submit all questions, in writing, via to: Clerk Michael Koehs koehsm@macomb-mi.gov Be advised, questions must be submitted no later than 0/06/20 to receive a response prior to the RFQ submission deadline. Note: We recommend vendors utilize delivery and read receipt features within their client to confirm questions have reached the intended recipient. Page 3

5 3 Terms and Conditions 3. Costs Associated with Preparation of Response Macomb Township will NOT be liable for any cost incurred by the respondents in preparing Responses to this RFQ or negotiations associated with award of a contract! 3.2 Right to Reject The Township reserves the right to reject all RFQs. Responses should be submitted initially with the most favorable terms the Vendor can propose. 3.3 Subcontractors Vendor responding must be the Vendor awarded the contract. All subcontractors must be disclosed in the proposal submission. Disclosure requires that all mandatory certifications and technical requirements of proposed subcontractor be submitted with the Vendors response. Failure to properly disclose subcontractor relationship and/or qualifications constitutes grounds for disqualification. 3.4 Solution Origination This RFQ is not an equipment performance specification; therefore, specific feature descriptions of products have not been included. All products required have been specified by Part Number. Deviations from Cisco Systems or Services will not be acceptable. There are component requirements of this project not manufactured by Cisco Systems. Non-Cisco components have been specified, by part number as well. The burden of proof for acceptable compliance rests solely on the Vendor. Requests for deviation must be submitted no later than the last date for questions and must include the original Part Number specified, the proposal alternate part number AND manufacturer data sheets for alternate products. Acceptance of the alternate component will be at the sole discretion of the Township. All items supplied MUST be new. Refurbished or like-new items are NOT acceptable. 3.5 Quality Assurance The Vendor shall be an authorized Cisco Systems Premier (or higher) Partner with certifications in Data Infrastructure & Telephony. Vendor shall have multiple Cisco Certified Network Associates (CCNA) and Cisco Certified Network Professionals (CCNP) employed full time in the practice of designing, building and Maintaining Cisco Ethernet networks and Unified Communications Systems, including physical surveillance systems. The Vendor shall have been in the practice of designing and installing IP-based Unified Communication systems for at least one (2) years, preferably four (4) or more years. Page 4

6 3.6 Warranty The Vendor shall provide the standard Cisco Systems manufacturer warranty. The Vendor will provide one () year of Cisco SmartNET coverage for all Cisco software and hardware. Note: All Cisco SmartNET coverage to be provided directly by Cisco. NO vendor-provided equivalencies are acceptable. The vendor will show options for 2, 3 and 5 year SmartNET coverage as an alternative option. The Township may elect to purchase additional years of SmartNET coverage at the inception of the project. 3.7 Delivery, Storage and Handling Vendor will protect equipment during transit, storage, and handling to prevent damage, theft, soiling and misalignment. Vendor will coordinate with the owner for secure storage of equipment and materials on Township property during installation. Equipment must NOT be stored where conditions fall outside manufacturer's recommendations for environmental conditions. 3.8 Use of Sites The use of the site(s) is at the sole discretion of the Township and may be restricted without cause if deemed necessary by the Township. As a guideline, the Township site(s) associated with this project will be available between the hours of 8:30 am and 4:30 pm Monday through Friday, except holidays. During normal business hours the Vendor will be allowed access to the sites. Any after hours work required or perceived to be required by the Vendor to complete the installation must be requested in writing not less than three (3) days prior to the desired work hour extension and approved by the Township Supervisor before work may commence. The Vendor will not be granted increased fees, charges or surcharges, including travel for work required during typical operating hours. 3.9 Confidentiality It is necessary to request that the vendor explicitly agree to an appropriate Confidentiality clause. If this section was not formally agreed to within the RFI (or an RFI has not previously been issued), then repeat the clause within this document. For example: During the course of this RFQ process you may acquire confidential information relating to the Township, project and/or Citizens, Stakeholders and other Vendors. You agree to keep this information strictly confidential at all times (even after the project has been completed). You will not use or attempt to use it for your personal gain or the gain of any other person. You may disclose confidential information only to the extent that such disclosure is necessary for the submission of a formal vendor proposal. This does not apply to information which must legally be disclosed or becomes available to and known by the public. Note: If the vendor does not agree with the respective clauses, then s/he should explicitly state it within his/her proposal. Page 5

7 4 Content & Sequence of Proposal 4. Tab Company Introduction Cover letter and introduction, giving the name, telephone number and address of the firm, whether the firm is an individual, partnership, corporation or a joint venture. 4.2 Tab 2 Company Information List the information required to provide the Township with a detailed understanding of your company. The following types of information are required: Vision, objectives. Size, location. Number of years in operation. Number of customers. Location of customers. Length of customer relationships. Customer references (3). Note: The Vendor must furnish a list of references with specific information regarding type of project and involvement in providing of equipment and systems. A minimum of three references must be provided for projects completed within the last three years. involving more than 50 work area outlets. Products offered (including goods and services) Geographic locations currently sold to. Market segments operating within. Do you have a dedicated Government Division? 4.3 Tab 3 Company Experience List the information required to provide the Township with a detailed understanding of the experience of the company. The following types of information may be required: Number of years selling product within each market segment. Average number of years each staff member has been within company. Level of knowledge of the Government Sector. Level of knowledge of products offered. Level of expertise in products offered. 4.4 Tab 4 Price Proposal Provide the Township with a detailed price proposal, clearly identifying all costs for the solutions requested, including: Product name. Product description. Product components (if a good ). Product activities (if a service ). Product quantity (i.e. the number of each particular product proposed). Product purpose (i.e. its use). Product quality. Note: No Substitutions without pre-approval. Page 6

8 Quotations should break out associated costs by location, as specified in the Required Products & Services section of the RFQ. 4.5 Exclusions & Price Adjustments Although this is an RFQ, the Township requests vendors list any/all limitations that would prevent them from implementing the requested solutions in a phased approach by location. 4.6 Existing Equipment Trade-in Credit The Township would like to receive maximum available Trade-in credit for existing infrastructure and phone system components that will be replaced by the system components that are part of this RFQ. Vendors wishing to provide said credit may arrange to inspect existing equipment, by appointment, prior to the quote submission deadline. Appointments may be scheduled by contacting Supervisor Mark Grabow. 4.7 Existing Equipment Removal All existing system components replaced by this RFP shall be removed at the Vendor s expense. 4.8 Tab 5 - Training List the information required to provide the Township with a detailed understanding of the training offered by the vendor. The following information is required: Related products for which Vendor provides training services. Instructor Qualifications. Unique training tools or curricula used to deliver training. 4.9 Tab 6 - Documentation List the information required to provide the Township with a detailed understanding of the documentation offered. 10 5 Requirements 5. Background Macomb Township has an aging IT infrastructure, composed of a mixture of commercial and non-commercial, orphaned and non-unified communications components. A 20 power surge and subsequent phone system failure required the Township to install a temporary phone system at the Township Hall. The Township desires to replace the failed/temporary phone system with a Unified Communication Telephony and Data Infrastructure, to support shared Voice, Data and Video communication between with and between all Township Departments, Facilities, Citizens, Stakeholders and Employees. Following an in-depth Analysis of the Townships existing infrastructure and goals and potential solution platforms, a decision was made to pursue a strategic solution based on a Cisco Unified Communications architecture. No design elements are part of this RFQ. 15 5.3 Carrier Services Macomb Township is currently using a mix of analog, fiber (private & public) and PRI circuits. The following new circuits are required as part of the overall required solution. Vendor should plan on providing related Project Management and Line Porting services. Note: New PRI circuit to be bonded to current Telnet PRI for redundancy. TWWPRIV Telnet PRI w/ Unlimited Local MB Analog Alarm Circuit Installation / Implementation Vendor shall be responsible for the installation and implementation of all system components included as part of this RFQ. Components shall be integrated with existing / remaining network infrastructure. Specific Installation / Implementation tasks shall / may include: Installation of Network Components. Installation of Telephony Components. Rack Mounting of Select Components. Connection of Network & Telephony Components to Structured Wiring. Router, Switch and WiFi Configuration. Programming & Configuration of Telephony Systems. Testing of all components to insure proper operation and interoperability. Page 4

16 5.5 Training 5.5. End User Training Classroom training for all phone system users will be provided. Training is to be conducted by a qualified and experienced instructor. Training should not exceed 0-users p/ training session. Adequate sessions to train all end users over a minimum of 2 business days. Training session to include live working telephones for each trainee. Training is required within (5) business days prior to the system going live Admin Training: Provide admin level training for (2) system administrators. Training to be a minimum of 4-hours covering basic system moves, adds, and changes. 5.6 Managed Services Macomb Township desires Vendor to provide comprehensive Managed Services for all Network Infrastructure and Telephony components included in this RFQ. These services shall be provided as a monthly service contract with a term of one year. Township may elect to extend service contract terms for an additional one or two years, at the time of contract execution. Vendor should show any applicable discount offered for contract extension beyond one year. Provide help desk, staffed during Macomb Township s hours of operation. Help desk will include phone and dedicated and instant messaging contact options. Vendor will patch and update all Network Infrastructure and Telephony Components, provided in response to this RFQ, as appropriate. Vendor will coordinate all 3 rd -party vendor service associated with Network Infrastructure and Telephony Components provided in response to this RFQ.
