1 Birmingham International Airport Birmingham Airport Authority Security Surveillance and Perimeter Security Project Phase I CCTV System Upgrade Project No. AIP 63 ( ) Questions Received as of 7/19/06 1. Section 13725, p.6, F What percent of time do you anticipate these cameras being in motion when motion is used to increase frame rate? For Example, 20% of the time there will be motion in the cameras view when the cameras are scheduled to respond to motion. We all need this to determine hard drive capacity. If this percentage differs by camera type (F.1, F.2, etc.) please indicate respectively. Answer: This is a design-build effort; percentages will not be provided for each camera. You can use a rule of thumb of 25% as a basis for your design to bid if you wish. Which camera type (F.1, F.2, etc.) do the parking deck cameras fall under? If they don t fall under one of these types, please provide recording expectations as you have for the other types. Answer: Fixed cameras would be recorded per F.7; PTZ cameras would be recorded per F Section 01030, p.3, 1.3.L What is the existing access control system including brand and firmware and software version? Answer: There will be no connection made to the existing ACS at this time; Bidder to provide a list of ACS manufacturers that the proposed CCTV System solution will interface to without modification and is ready to integrate with.
2 3. Section 00411, p.3, BASE BID:; Section 01030, p.2, 1.3.A; Section 01030, p.3, 2.1.A It is stated in each of the above paragraphs, in order to support all cameras indicated on the plans. Just to clarify, do you want the price to include all head-end equipment (servers, hard-drive arrays, encoders, card-cages and input cards, and fiber receivers) so that when you add the alternates only programming and misc. connectors will be needed? OR It is stated in Section 01030, p.5,6,7, 2.1, B.,C.,D.,E.,F., and G. work shall include, but not be limited to, any required modifications necessary to the CCTV System headend main and satellite systems (matrix switchers/controllers and support equipment, digital video management and archiving system, digital video storage head end servers and workstations, digital video recorder equipment and hardware costs, related installation costs); miscellaneous ancillary hardware and installation costs, all site work (underground conduit duct banks, trenching, cutting, patching costs); and the cabling infrastructure as indicated on the project drawings in order to support the camera installations identified by this Add Alternate. Is the base only to include the minimum hardware and software necessary to allow the addition of head-end hardware and software as each Add Alternate is purchased and installed? For example, should the hard drives for all alternates be included in the base or included as required with each Add Alternate? Fiber receivers? Software camera licenses? Etc.? Answer: Base bid to include the head end CCTV System configured as required to support all the cameras shown, including rack space, but individual camera components such as the fiber transceivers located in the rack of the head end equipment would not be included; individual camera installation costs shall include everything needed to connect the camera to the head end equipment in order to make it operational; depending on the design you choose to bid, all the DVRs could be provided or figure a methodology for providing them on a per camera basis. 4. Section 01631, p.1, 1.1.B. and D. Do I understand correctly that a virtual matrix or digital matrix would not be considered an exception as long as it performs the same functions required of the analog matrix switch specified? Answer: Yes, as long as the solution being proposed provides all the functionality specified and indicated by the performance design documents including console displays, switching, screen splitting, video alarm call-up monitor, dedicated monitors, etc.
3 As long their respective products meet or exceed the listed specifications needed by BIA, do you consider GE Security, Genetec, Extreme CCTV, Dell, Winsted, Tote Vision and Pentax (Cosmicar) approved manufactures? Answer: Yes. 5. Sheet 77, Right Column What is the Disposition of Camera Tag No. PCI-108? Answer: To be demolished as indicated in the chart. 6. Can existing conduit be reused where possible? Answer: Yes, but not as part of your bid. You must bid new conduit where indicated in order for your bid to be considered. If you are the winning bidder, you can then submit a value engineering change order for the Airport to consider. 7. Would it be possible for you to post drawing 07 of 91 large site plan Quad C since it is accessible from the general public? Answer: Yes. 8. Would it be possible for you to produce a matrix outlining which cameras go with each of the alternates and base bid? This would eliminate confusion between vendors and make scope comparison equal. Answer: This information is contained in the camera charts on sheets 77, 78 and Can boring be substituted for trenching? Answer: Yes, but areas of boring are to be coordinated with the Airport and thoroughly investigated for underground obstructions and utilities along the pathway before proceeding with any work. 10. Can PVC also be used for power wiring? Section 3.5A of the specifications says PVC for low voltage and fiber optic cable use only. Answer: Yes, but only as permitted by State and local electrical codes. 11. Are there any vacant areas within the facility to use as office/storage facility? Answer: Yes, the Airport has identified office and storage space in the old North Cargo facility for Contractor use all security precautions for the office and storage areas are the Contractor s responsibility.
4 12. Are there any areas of installation that will have to be performed during periods when the airport is closed? Answer: The Airport does not close but flight operations do lessen during the time period. Work in the TSA areas of responsibility may have to be done during their off-hours in order to cause the least amount of impact on operations and the passenger traffic flow. A work plan needs to be coordinated with the Airport. Normal checkpoint operating hours are from 0430 to 2200 hours. 13. Would it be possible to have access to view areas of trenching and installation? Answer: No, the airport does not have the staff necessary to provide escorts into security areas. 14. Bid form section B states project shall be completed in (210) consecutive calendar days. Article 17 (Contract Duration) of bid document states that completion shall be twelve months. Which statement is correct? Answer: This correction was identified prior to the Pre-Bid and was picked up by an Addendum released and posted on the website. Bidders were instructed to check the website regularly for project updates and addendums released by the Airport. 15. Where is this SAN located? What is the desired capacity of this device? "Contractor to furnish and install a digital video control and recording management system that includes a networked remote storage array (SAN)." "Video Archiving Support: The system server shall have an expanded online storage capacity... with a networked remote storage system (SAN)..." Answer: There are two (2) SANs one for the Terminal and AOA areas located in the main Security Operations Center in the Terminal and one located in the IT equipment Room located next to the Parking Deck Security Operations Center. 16. Is a CCTV Matrix switcher (analog) desired or will a Virtual Matrix switch (100% network dependant using encoders & decoders) be acceptable? Answer: Either is acceptable as long as all the functionality indicated and required that is common to analog switcher/controllers such as to switching, assigning video outputs to monitors, controlling, automatic call-up, screen splitting, etc. are provided and easily manipulated.
5 17. If a virtual Matrix is acceptable, then is it mandatory that video be home run back to Security Command Center? Answer: Video does not have to be home run back to the respective Security Operations Centers but any equipment installed in the field or in equipment rooms must be capable of withstanding the ambient seasonal weather conditions normal to the area such as high heat, high humidity and cold with little to no air conditioning provided. 18. Who will identify where 24/7 adequate lighting is NOT available? Answer: You will during your initial site survey after award of contract in general, lighting conditions are adequate to minimal in most areas with the exception of some remote access controlled vehicle gates which may require some lighting enhancement. 19. Section 13725, 1.2, F requires during hours of operation that video & audio be recorded at 30 fps and during non operational hours minimal fps recording. What is considered minimal? So that storage for 90 days can be calculated, what are the hours of operation required for each camera? Answer: This applies only to the security screening checkpoint areas during off hours recording rates can be as low as 3-5 fps if motion detection is used to up the recording rate when detected. Normal checkpoint operating hours are from 0430 to 2200 hours. 20. Section 13725, 1.2, F, 3 & 6. PTZ recording is required at 24 fps with 90 days storage, but manually activated by operator. So we can calculate storage, how much time should we calculate that the operator will require recording within that 90 days? Answer: Use seven (7) days as a basis. 21. Section 13725, 1.2, F, 4 & 5 How much time, per 30 days, should we calculate as active with a record rate of 15 fps, for storage purposes? Answer: Use four (4) hours per day activity as a guide. 22. Section 13725, 1.2, L, 3. Shall all devices part of this system be backup powered with UPS or Power supplies with battery backup? If yes, what is the run time? Answer: No, only the head-end or main system equipment and/or components so that no system configuration information or system recorded video is lost or corrupted. It is not the intent of this project to keep cameras functional during a power interruption.
