1 TECHNICAL QUESTIONS AND ANSWERS ITN-DOT-14/ RM TAMPA OPERATIONS CENTER VIDEO SURVEILLANCE/SECURITY ACCESS SYSTEM 1) Does the department have an estimate on the total number of cameras required and camera types? There is no official estimate, this will be part of the ITN negotiations. 2) Are there any existing cameras that will need to be incorporated into the new CCTV solution and if so how many? There are no cameras currently installed at Tampa Operations. 3) What is the total number of doors on the existing C-Cure Access Control System? There is no existing C-Cure system in use at the facility. 4) Would the department consider replacing the existing C-Cure system for an integrated VMS/ACS solution if deemed cost effective? There is no existing C-Cure system in use at this facility. 5) Are there any drawings showing equipment and device locations (cameras, readers, head-end, etc.)? All available information has been provided. 6) Is this a new standalone see CCURE 8000 install? Yes, or a system that is compatible with ccure800. 7) Is an alternative access control system acceptable if all badge holders can use the same badges? No, all badge holders must have an individual badge ID number. 8) Can 2 to 3 cameras be mounted on the microwave tower? There is no conflict relating to contract or RF issues with placing cameras on the STN microwave tower. Complete surge protection will need to be implemented with these cameras as this tower has a history of many hits. 9) Do any of the buildings with servers have spare dark fibers? No. 10) Is there a minimum resolution requirements?

2 11) How many total cardholders are going to use the access control system? We will need to have room for a minimum of ) What is the available upstream bandwidth speed for the remote viewing users? The site has 8 Mbps for upstream bandwidth and roughly 6 Mbps is generally free throughout the day. 13) When installing the new light poles can additional power be installed for camera use? We are seeking to install only one light pole in the NE Corner of the yard and it will be tied into the existing 240volt system. 14) Is I EEE N/AC 5gH2 wireless accepted to use around the property and on microwave tower? There is no conflict relating to contract or RF issues with placing cameras on the STN microwave tower. Complete surge protection will need to be implemented with these cameras as this tower has a history of many hits. 15) Some of the areas look to have amounts of trees. I know you said we were the designers so moving the cameras are not an issue but if need be, Are there any plans to cut back some branches? Are trimming any of the trees out of the question? If it is okay to trim would this be up to us? Foliage from tree will be cut by FDOT forces as needed to address camera locations and sight lines. 16) Will you have anyone monitoring these cameras from a central location? No, not as a full time requirement. The cameras will need to be accessed as needed from remote desktops or laptops. 17) There are no preexisting pathway free of cable from the admin building to the back than can be used, correct? Correct, there is no pre-existing pathway. 18) Are there any preexisting pathways free of cable between the buildings in the back of the property? There is no vacant conduit in back of complex. 19) Are there any requirements you have to the camera poles we are putting in? Height? Color? Anchored how deep?

3 20) To get 100% coverage it may take adding several cameras. Will this be a problem? The aerial photograph distributed at the meeting was for site layout informational purposes only. Proposed camera locations shown were only an internal attempt to try to determine how many cameras might be needed to provide adequate coverage for our needs. It will be ultimately up to the selected contractor to determine the proper number and locations of cameras to meet contract specifications 21) Will this be a local stand-alone system or tied into an existing C-Cure access control system? It will be a C-Cure or compatible standalone system, with the ability to integrate into a global system in the future. 22) If this is to be connected to an existing system, what version of software are you running? It is not connected to an existing system. 23) During the pre-bid meeting system compatibility with what you are already using was requested. Specifically, you referenced the access control cards that you are already using. Can you please provide a part number and description of the card so we can confirm compatibility with anything we recommend? District Seven Headquarters facilities is using Siemens SiPass intergrated Version 2.6 Build with 7510 Proximity ISO Cards Standard 26-Bit/H10301 Format. 24) Are we to provide new access control cards for the new access control system or will FDOT utilize their existing cards? Contractor to supply first 175 cards 25) Do we need to provide an ID badging component for the new access control system or will FDOT utilize their existing ID badge making system? Contractor to supply card printer (District Headquarters facility uses a Fargo DTC4500) 26) Per the Scope of Services, Exhibit A are we to replace the existing stand-alone keypads at the vehicles gates with card readers? Or a card reader with keypad option? The gate card readers will have keypad options. 27) The 4 new card reader doors identified on the South Admin Building have existing keypad mechanical locks. Will you allow the existing mechanical keypads to be disabled and remain in place or are you requiring that hardware to be replaced to match new electric locking hardware.

4 28) Per exhibit A, Scope of Services only the access control system software is referenced (C-Cure/Software House). There is no mention of any existing Video Surveillance System that you are currently using. Can you please provide any details about the Video Surveillance System software you re currently using? We would want to make sure there is compatibility with that software platform if necessary. No software is used at this time. 29) Do you require any system integration between your Access Control System & your Video Surveillance System. The systems can run independently or can be integrated for ease of use. Please confirm whether or not you would want an integrated system or independent? We would like to have the systems integrated. 30) During the pre-bid meeting you discussed License Plate capture. But you explained the intent is ultimately to identify a vehicle coming or going. Is there a specific requirement to capture the license plates of vehicles entering and exiting the property? This will help us determine whether or not a specialized camera designed to capture license plates is needed. 31) Are we to provide our own infrastructure (LAN), for the security system communications, or can we utilize existing network & fiber optic connectivity available as the backbone of the system communications? You can utilize existing connectivity where available. However, based on current capacity available at the site, it will most likely be necessary for the vendor to provide their own infrastructure while Florida DOT can provide the backbone communications connectivity for remote administration. 32) If we are to provide our own system communications infrastructure will the system need to connect to the FDOT network as some point to allow remote system administration? Yes. 33) If we are to provide our own network switches for the communication of the security system, does FDOT have a preferred manufacturer that we utilize? HP would be preferred since the existing FDOT equipment for backbone communications is HP.

5 34) Some security equipment locations may best be deployed utilizing wireless point to point or mesh communications. Is this an acceptable connectivity solution for this project or does FDOT require a hardwired solution? Wireless PTP or mesh communications is acceptable as long as data security for said networks is taken into consideration (such as encrypting wireless communications traffic and no open broadcasting of information). Fiber would be preferred for the connectivity for simplicity s sake (and higher bandwidth capacity between communication endpoints) or wireless PTP in order to avoid potential vendor lock in that s common with mesh networks. 35) During the walk thru existing conduit infrastructure race ways were mentioned for the gates. Can we assume that existing low voltage conduit race ways are already in place to provide the access control and video surveillance equipment at each of the (4) vehicle entry gate locations? We have vacant ¾ Pipe under asphalt driveways at the gate locations. No extra pipe to keypads or home runs to mechanical rooms. 36) Can we utilize existing and new proposed light poles to support video surveillance equipment? Yes 37) Can you provide CAD files for the property to support the completion of As-built documentation? FDOT will provide CAD file to support as-built documentation. 38) Is any form of back or redundancy required for the security systems? Data redundancy and UPS requirements can be discussed during the ITN process. 39) Some equipment locations will require new high voltage (120VAC) requirements. Will this be provided by FDOT in-house electrical staff, or do you have a preferred electrical contracting vendor? We need to be able to determine what infrastructure may be available. In-house staff or a preferred vendor may have this information available? Responsibility for wiring high voltage will be part of the ITN process. 40) In the Scope of Services, Exhibit A surge protection and bonding (grounding) is specifically requested. Are we to provide surge protection for both low voltage and high voltage equipment? UPS backup power to support the new security equipment is highly recommended. Yes.

6 41) Please confirm what gate requires an intercom and how you would want the intercom to work? Call a specific location or multiple locations? Is the ability to remotely open the gate required once someone speaks to a visitor via the intercom? Employee Entrance w/double Key Pad. Must be able to contact the equipment repair shop and warehouse offices in the west section of the compound and the receptionist in the North Admin. Building. 42) Per the Scope of Services, Exhibit A, Item II-E Work Description, a control center station is to be deployed in the North Admin building. Will this be a 24/7 manned location? Or just a location that will be used to manage the system when necessary? No, it will not be manned 24/7. The cameras will need to be accessed as needed from remote desktops or laptops. 43) Are any other security system administrative workstation locations required? No. 44) If an additional walk thru of the complex is needed to confirm system design requirements will we be allowed to visit the site again? An will be sent to those who attended the Pre-Reply Conference with a date and time for the additional walk through.. 45) Please verify that all utilities locates (related to trenching) will be done by the owner. FDOT will locate underground utilities. 46) Please verify that the cameras to be located at the gates are to be spot cameras not LPR (license-plate-recognition) type cameras. 47) It was stated that there would be no stated camera minimum resolution requirement, however, what is the minimum functional requirement for video, with regard to pixels-on-target? Reference the definitions listed below: a. Detection: In order to detect if an object is present or not, its critical dimension needs to be covered by 1.5 or more pixels. b. Recognition: Recognizing an object is defined as seeing what type of object it is. It means being able to make the distinction between a person, a car, a truck or any other object. In order to recognize an object it needs to be subtended by at least 6 pixels across its critical dimension. c. Identification: This term is often used in the military sense of the word, which means seeing if someone is friend or foe. In order to do this, the critical dimension of the object in question needs to be subtended by at least 12 pixels.

7 48) Is the CCTV system required to be on a separate network, or is it acceptable to transmit video on the existing network? It is acceptable to use existing network. 49) Please verify that the existing light poles may be used to mount cameras, but that they are supplied by switch 240VAC power that is only supplied after dark. Existing light poles will be allowed to have cameras mounted 50) Please verify that all new camera poles (if required) are the contractors responsibility. Yes, the contractor is responsible for any new pole locations 51) Will video storage be required to be redundant? Yes. 52) It is understood that all cameras must be recording 24/7. Is a 7.5fps frame rate acceptable with less than 40% motion? Increase to 15fps upon 40% motion in the field-of-view? 53) Is the microwave communications tower available for camera mounting? There is no conflict relating to contract or RF issues with placing cameras on the STN microwave tower. Complete surge protection will need to be implemented with these cameras as this tower has a history of many hits. 54) Will the DOT provide the bit format of the access control cards used in order to ensure that the proposed system will read cards across all CCURE-800/8000 systems currently in use? As stated previously, there is no existing CCURE system in use. District Seven Headquarters facilities is using Siemens SiPass intergrated Version 2.6 Build with 7510 Proximity ISO Cards Standard 26-Bit/H10301 Format. 55) It is understood that an intercom is required at the employee gate. Does this have to be a video intercom or voice only? 56) It is understood that the cameras and other equipment depicted on the aerial photo provided are not to be used as a basis for design. 8 57) Has a budget been set for this work? Is the project funded? What is the target budget? A budget has been set and the project has been funded. The target budget for this project ranges from $164,500 to $180, ) Regarding trenching, as stated in the meeting on 4/22/2015 FDOT said they would be responsible for marking the utilities, I m sure that great care will be taken while trenching by any contractor, but while trenching there is always a possibility no matter how careful you are that some utilities or sprinkler systems may be damaged, will FDOT be responsible for all repairs? The contractor should assume that locations are approximately and take extraordinary measures when within 4 of a marked utility. However, if the utility is completely unmarked, the utility owner will make necessary repairs as long as contractor negligence did not contribute to the damage. 59) Will there be any set asides for small disadvantaged or minority businesses. No. 60) As this will be a large project will there be progressive payment schedule. Yes.
