2 NOTICE OF A MEETING OF THE EXTERNAL RELATIONS COMMITTEE OF THE BOARD OF TRUSTEES HOUSTON COMMUNITY COLLEGE May 8, 2014 Notice is hereby given that a Meeting of the External Relations Committee of the Board of Trustees of Houston Community College will be held on Thursday, the eighth (8 th ) day of May 2014 at 2:00 p.m., or after, and from day to day as required, at the HCC Administration Building, 2nd Floor, Seminar Room B, 3100 Main, Houston, Texas. The items listed in this Notice may be considered in any order at the discretion of the Committee Chair and items listed for closed session discussion may be discussed in open session and vice versa as permitted by law. Actions taken at this Meeting do not constitute final Board action and are only Committee recommendations to be considered by the Board at the next Regular Board meeting. I. Call to Order II. Adjournment to closed or executive session pursuant to Texas Government Code Sections , and , the Open Meetings Act, for the following purposes: A. Litigation and Legal Matters 1. Consultation with System attorney concerning matters in which the attorney's duty to the System under the Texas Disciplinary Rules of Professional Conduct clearly conflicts with the Texas Open Meetings laws B. Personnel Matters 1. Deliberate the appointment, employment, evaluation, reassignment, duties, leave, discipline, contract status, or dismissal or to hear complaints or charges against the chancellor, employees or board members C. Real Estate and Property Matters 1. Deliberate the purchase, exchange, lease, or value of real property for Agenda items if deliberation in an open meeting would have a detrimental effect on negotiations The Houston Community College Board of Trustees (the "Board") will not consider or act upon any item before this committee. This meeting is not a Regular Meeting of the Board but because a quorum of the Board may attend, the meeting of this committee is also being posted as a Meeting of the Board. Page 1 of 2

ITEM TITLE PRESENTER A Engaging Federal and/or State Government Relations Service Providers DISCUSSION Discuss engaging Federal and/or State Government Relations Service Providers. Renee Byas Remmele J. Young DESCRIPTION OR BACKGROUND The federal and state legislative branches and local governments play vital roles in shaping policy considerations that impact higher education institutions. Accordingly, it is prudent for HCC to consider engaging the services of external government relations professionals to help represent the interests of the institution, as these policy making bodies formulate education laws and policies. The expectation is that external government relations professionals will help HCC: (1) increase funding from all relevant government sources; (2) expand collaboration with other governmental entities; (3) participate in policy development activities; and (4) attain a higher profile for HCC within the policy making arena. Discussion positions decision-makers to consider potential options to make recommendations and enables the administration to produce a scope of services and solicitation for final board approval. FISCAL IMPACT While the fiscal impact will likely be based, in part, on the manner in which HCC elects to structure any governments relations team(s), existing state relations services have a contract price of $120,000, per year. ITEM TITLE PRESENTER B Update Concerning HCCTV Operations Renee Byas Remmele Young DISCUSSION Provide an update concerning HCCTV and its operations. Specifically, the discussion will address existing station operations, recent changes and opportunities that seek to engage relevant audiences, particularly students, with relevant messages and learning opportunities. DESCRIPTION OR BACKGROUND For nearly twenty years HCC has operated a production facility and cable channel called "HCCTV." The station reaches more than 700,000 basic cable television subscribers daily in Houston's city limits and beyond. HCCTV operates under an agreement with the city of Houston, which requires specified programming and content. Notwithstanding certain legal requirements imposed in operating a public-owned station, the professional production staff not only meets production requirements, but creatively delivers quality content that importantly engages students in learning opportunities. These opportunities presently position students to gain first-hand experience on industry standard equipment, and prepare them for future work opportunities in the marketplace. An example includes the production of a student news magazine, "The Hype," which tells the story of the student experience from their perspective. HCCTV also engages the general public in matters relating to HCC's activities (e.g., board meeting, chairman's report) and operates 24 hours a day via Internet streaming. This operation plays a critical role in delivering key messages to internal and external parties and is poised to continue leveraging its talents and opportunities for the benefit of the institution, its students and the wider community. This discussion provides an opportunity to share additional thoughts about HCCTV and its operations.
