1 Marisa Quaresma dos Reis Faculdade de Direito da Universidade de Lisboa, Alameda da Universidade, Lisboa PORTUGAL m.quaresmadosreis@gmail.com Academic Profile Marisa dos Reis is a doctoral candidate and researcher at the Lisbon Research Centre of Public Law (Faculty of Law of the University of Lisbon). She incorporates the IEL research group (International and European Law). She is also a Research Fellow for the Portuguese Foundation for Science and Technology in the area of Political and Legal Sciences. Her interests are broad covering International and European Law, Human and Fundamental Rights, Constitutional and Environmental Law and Animal Rights. Marisa dos Reis has a deep interest in Applied Ethics, Political Science and Philosophy. She has worked in the areas of Family Law as well as in Youth and Children Rights, Criminal and Criminal Procedure Law as a former deputy district attorney. While a Research Fellow at the Foundation for the Rights of Future Generations (FRFG) in Frankfurt, she was also the Project Leader of the international conference entitled "Ways to Legally Implement Intergenerational Justice". She also participated as a speaker and editor of the peer reviewed journal IGJR (Intergenerational Justice Review) on the same topic. Marisa was awarded by the European Commission with the prize for Outstanding Project for her research work on the rights of future generations at FRFG. After that, she was also invited to join the Editorial Board of IGJR. Since then, she has been invited to participate in several conferences and to publish abroad. Presently, she is the material leader of a research project on intergenerational justice and law under development at the Lisbon Centre of Research in Public Law..Academic Qualifications Present - University of Lisbon - School of Law PhD in Law- Political and Legal Sciences She was accepted per saltum to deliver her PhD thesis under the co-supervision of the distinguished Professors Doctors Maria Luisa Duarte and Viriato Soromenho-Marques. Her research work takes the paths of International Law, Constitutional Law and Fundamental Rights towards a more effective implementation of legal mechanisms for the protection of future generations. The awareness towards the long term implications of political decisions taken today, driven by the rise of solidarity rights typically identified within a possible third generation of human rights, led to the creation of the concept of intergenerational solidarity towards future generations. This happens in the international field, maxime in the sphere of international law of human rights. Gradually, the interest of international, regional and national courts on the issue, as well as the emergence of parliamentary committees for the 1

2 future, committees and ombudsmen for future generations, initiated a joint effort to reinforce the accountability of present generations towards future generations, as ambitioned by UNESCO in its Declaration of Still, how can we recognize rights to unborn persons if legal personhood is only recognized after birth in the vast majority of legal systems? And how can we theorize human or fundamental rights which have no known holder and who are not, for that reason, enforceable against third parties? The thesis will seek to address these subjects, trying to find the best legal answers. 2007/ University of Lisbon - School of Law 3-year Scientific Master in Law-Legal and International Sciences The Master Thesis was prepared under the guidance of Professor Maria Luisa Duarte and was entitled "International Law, Human Rights and Intergenerational Justice The legal protection of future generations", Its public defense was carried out on the 5 th of May, The jury was composed of the President, Professor Luis Pinheiro Lima, the examiner Professor Alexandra Leitão, by Professor Margarida Salema d' Oliveira Martins and by Professor Maria Luisa Duarte. The thesis achieved the final rating of Very Good, unanimously. The first year of the MSc consisted of seminars: Public International Law under the direction of Professor Maria Luisa Duarte, Integration Law under the direction of Professor Fausto de Quadros, European and International Tax Law under the direction of Professor Ana Paula Dourado. Within the seminars, Marisa dos Reis produced the following reports achieving the final rating of Very Good : a) The Articulation of the European Union Law and Mercosur Law with Member States Law - A Comparative Study, Faculty of Law, University of Lisbon, diss ( very good) ; b) Prohibition of Tax avoidance in European Tax Law and the Fundamental Freedoms of the Treaty - in particular, the case law on direct taxation, diss Faculty of Law, University of Lisbon, diss (very good) ; c ) Freedom and presumption of innocence in the European convention of human rights - in particular, the case of habeas corpus, Faculty of Law, University of Lisbon, diss ( very good). 2008/ University of Lisbon School of Law Post-Graduate Course in International Business Law Marisa completed the Post-Graduate Course with the theme: " International Financial Operations " and presented her final work on the theme : "The Lamfalussy model of financial regulation and supervision in the European Union area - The ECB intervention in the development of the model and its application " with the second best rating of the course. 1997/2002 Universidade NOVA de Lisboa- Faculty of Law 5-year Bachelor in Law-Social Law Marisa dos Reis completed her law degree with specialisation in Social Law that encompasses the following subjects : Constitutional Law, Fundamental Rights, Social Security Law, Social Equality Law, Employment Law, Environmental Law, Criminal Law and Criminal Procedure Law, Family Law and Bioethics. Marisa dos Reis completed some credits in elective courses in international law, such as European Law and Public International La. She completed her degree with Good. 2

3 Research Present Lisbon Centre for Research in Public Law - University of Lisbon School of Law Research Fellow Marisa was Invited to join the Group of European and International Law ( IEL ) and presented a proposal for a research project on the theme "Towards a legal protection of the future" whose research team is currently composed by herself, the principal investigator Professor Maria Luisa Duarte, Professor Axel Gosseries, Professor Emilie Gaillard, Professor Jean -Paul Markus, Professor Pedro Guilherme Marques, Professor Francisco Pereira Coutinho, Dr. Ana Isabel Pinto, Mrs. Beatriz Esperança Present - Foundation for Science and Technology ( FCT ) Research Fellow Having applied her PhD research project to FCT with the theme: " The non- temporal discrimination of fundamental rights - the case of future generations " with co-supervision of Professor Maria Luisa Duarte and Professor Viriato Soromenho - Marques, she was awarded with a research grant for a period of four (4 ) years Present - Stiftung für die Rechte zukünftiger Generationen / Foundation for the Rights of Future Generations, Oberursel, Germany 8/ present - Editorial Board Member Marisa dos Reis joined the IGJR s Editorial Board, and is currently a member of the juri in the peer review process to Research Fellow / Project Leader / Editor From to was a member of the editorial team of the international scientific journal Intergenerational Justice Review ( IGJR ), published in English and German. She was also a researcher in the fields of Political Science and Philosophy, Children's Rights, Environmental Rights and Intergenerational Justice. Marisa was the Project Leader of the International Conference " Ways to legally Implement intergenerational justice". On the 17 th of May, 2011 President Durão Barroso on the behalf of the European Commission awarded this project with the "Award for Outstanding Project" in an official ceremony in the scope of the EU2020 Strategy. The newspaper Diário Económico was the conference s media partner. ICJP, Caixa Geral de Depósitos and the Portuguese Foundation for Science and Technology (FCT) were the sponsors of the event. The event was honored with the Secretary-General of United Nations Ban Ki-moon praise. The results of the conference will be published in a special issue of the peer-reviewed international journal E-Publica in I will be the Guest-Editor of this publication. April, 24 to 26, 2014 Model Institutions for a Sustainable Future A Constitutional Comparative Perspective, Budapest, Hungary Speaker with the presentation Individual vs. collective rights. The differences between the protection of future individuals and future generations. Along with this initiative, a memorandum on intergenerational solidarity and long-term governance was signed by scholars and NGOs working in this field to serve as a general agreement on the importance of intergenerational solidarity and long-term governance to be presented, among others, to the UN Secretary General.
