2 Terms of Reference on Website development of DNPWC and SAWEN along with DNPWC SMS Based News Reporting System 1. Background The wildlife conservation is a crucial aspect of bio-diversity conservation which holds long historyin global arena and also in Nepal. Envisioning sustainable biodiversity conservation in Nepal, Government of Nepal established Department of National Parks and Wildlife Conservation (DNPWC) in 1972.It is a network of 20 protected areas that include 10 national parks, 3 wildlife reserves, 6 conservation areas, 1 hunting reserve, and 12 buffer zone areas. These protected areas cover 34, sq. km (23.23%) of the total geographical ar ea of the country. The overall goal of the DNPWC is to conserve wildlife and outstanding landscapes of ecological importance for the well-being of the people. The primary objective of the Department is to conserve the country's major representative ecosystems, unique natural and cultural heritage and give protection to the valuable and endangered wildlife species. It encourages scientific research for the conservation of genetic diversity. In achieving its objectives, the Department implements regular programs, PA Management, Hattisar Management and NTFPManagement that includes key activities such as habitat management, species conservation, anti-poaching operations, conservation education, ecotourism promotion in and around the Protected Areas. As wildlife crime is one of the major challenges for conservation of bio-diversity, DNPWC is operating wide ranges of activities to curb illegal works from long run in Nepal. To support such initiatives, local, regional, national and international organizations are sharing hands with DNPWC. South Asia Wildlife Enforcement Network (SAWEN) was formally launched in 2011 with the prime objective of combating illicit wildlife crime covering eight countries of South Asia - Afghanistan, Bangladesh, Bhutan, India, Maldives, Nepal, Pakistan and Sri Lanka. It is an inter-governmental body and work through SAWEN Secretariat established at Kathmandu, Nepal on 20 th April, 2011 and housed under DNPWC. Secretariat works with mission to strengthen, promote and co-ordinate regional cooperation for curbing illegal wildlife crime that threatens the wild flora and fauna of South Asia. It helps foster broader awareness on the issues and implications of wildlife trade across countries by sharing information on common problems and developing response strategies; building capacity of enforcement staff and sharing information and experiences on mechanisms for setting in place 'enabling frame works' for conservation of species in trade. The development objective of the Strengthening Regional Cooperation for Wildlife Conservation in South Asia Project (SRCWP) is to strengthen the institutional capacity of the institutions involving in biodiversity conservation and combating wildlife crime including DNPWC and SAWEN. For wider prospects of information sharing both the institutions are 2
3 planning to develop a fully dynamic, secure and state of the art website. In this regard, with support from the SRCWP project, DNPWC and SAWENare seeking to hire an individual consultant to develop the websites with the purpose to generate a dynamic and highly informative website with a capacity to gather, centralize and disseminate wildlife related information to wildlife related personnel, researchers, organizations, stakeholders and the general public. In addition to that DNPWC is planning to integratesms Based News Reporting Systemin the website. 2. Objectives The objective of this assignment is to design and develop qualitative, dynamic, user friendly websites ensuring profound security system. 3. Scope of Work To fulfill the objectives as specified above the SAWEN and DNPWC seek services from a qualified and experienced individual consultant. The consultant s work will include but not limited to: Review the SAWEN and DNPWC existing websites and the process of existing news reporting mechanism in DNPWC; Identify the key users and potential sources of the news, types of news and carryout necessary review of existing system; Develop dynamic websites for SAWEN & DNPWC with following features and works:- o Responsive layout(i.e. compatible in viewing with mobile phones and other PDA devices like I-pad, Tablet, Laptop etc.) with use of CSS3.0 and HTML 5 o Use MVC based framework such as CodeIgniter, Laravel for better security and optimization. o Manage download facility for publications o Integration of Social Media ( FB widget, TW widget) o Manage dynamic CMS, notice corner, gallery (Happenings, Events, Seminar etc.), feedback form, contact info in the website. o Manage dual language facilities i.e. Nepali & English, inclusion of news reporting system, and protected area information with Google mapfor DNPWC s website. o Other (Message from DG, Organization structure, Press Release, etc) JAD model with prototyping should be used with involvement of client's IT team. Develop a News Reporting System that shall be able to receive news either from the user interface provided by DNPWC s website or by SMS.Integrate the System with the DNPWC website by allowing the different category of user to Login and then insert, update, delete, categorize the news based on the role of the user such as news reporter, reviewer, publisher, super-admin etc. 3
4 Develop a database of news based on various parameters like source, types, office involved for response. Develop the system such that the lodger(reporter) will be able to review the status of news submitted and be able to receive reminder, if necessary (DNPWC); Develop the database system such that the system shall be able to generate standard reports as well as specific reports upon queries from the DNPWC or Protected Areas; Develop inbuilt security features to be able to save from the unauthorized access to the data system including the log information where the super admin can review each logger s information, time of log and the machine number; Perform validation of the developed application before deployment for use; conduct close consultation get feedback from the clients. Prepare a detailed, standardized documentation of the project and operation manual including a user s guide especially, for DNPWC. Link the application with the website of the DNPWC to publish information/ reports generated by the application for public notification; Provide operation and maintenance support including of the system for at least 12 months. The Consultant will work under the direction and supervision of the DNPWC and SAWEN Secretariat. 4. Deliverables The deliverables for the Consultant will be: A fully functional, user friendly, dynamic websites (which shall be deployed on the hardware infrastructure provided by DNPWC and SAWEN) as quoted on scope of work. A news reporting system integrated with DNPWC website as in the scope of work. Project completion report with User Manualfor using web admin and news reporting system and specific hardware requirement to run this system if deemed. Hosting space of 20GB for 1 year should be provided for SAWEN. Webmaster training to operate websites and News reporting system. Full technical documentation of both websites with listing of the security features used. 5. Reporting and Time Schedule The Consultant is expected to coordinate closely with and provide regular reports and updates to the clients. All reports and outputs will be delivered to the clients and accepted as complete only on approval by the technical experts from DNPWC, SAWEN Secretariat, and PCU-NTNC. The overall time period for completion of the services for developing, implementation and training part shall be 13 weeks from the date of start. 4
5 PHASE I: Week 0 Week 2nd (2 Weeks): A hardcopy and softcopy of inception report with work plans, timeliness, any required inputs from the DNPWC and or PMC, and initial proposals on System design; PHASE II: Week 3rd Week 10th (8 Weeks): Deployment of website of SAWEN and DNPWC Website along with SMS based News Reporting System, submission of draft report on the proposed websites and news reporting system including the operation manual, training manual. PHASE III: o Week 11 th Week 13 th (2 Weeks) : Conduct workshop on the proposed system at DNPWC and feedback collection; o Week 14 th (1 Week): Deploy the websites along with news reporting system. Submission of project completion report and user manual. Webmaster training to operate web admin and news reporting system. PHASE IV: (Till 12 th month after Deployment of the Project):Provide necessary advisory and operational support for a period of at least 12 months after submission of final report and system. At the end of whole advisory and operational support period the Consultant shall produce a short report including the use of News Reporting System, lessons learned, and further scope of improvement etc. 6. Payment schedule For the purpose of clear understanding of DNPWC s organization and job the consultant may need to visit respective office of DNPWC and SAWEN Secretariat. The payment schedule for the consultant shall be based on the progress milestones as follows: Phases Schedule Payment schedule PHASE I End of 2 nd Week of start of the Project 30% PHASE II End of 10 th Week of start of the Project 20% PHASE III End of 13 th Week of start of the Project 50% PHASE IV For 1 year after start of project Total 100% 7. Consultant s Qualification The consultant will be selected through a CONSULTANT QUALIFICATION SELECTION process of The World Bank. The consultants are expected to have the following minimum requirements. At least Bachelor's Degree in Computer Engineering, Information Technology or equivalent; At least 5 years' proven experience with not less than 3years' experience in developingwebsites and web based applications; 5
6 Proven familiarity and expertise in the design and implementation of web based ICT systems related to Government departments and SMS functionality; Knowledge of MVC(Model View Controller) architecture, SSL(Secure Socket Layer), various security measures; Direct experience in development of websites of at least five projects; Direct experience in integration of SMS to web based application in at least 1 project. Familiarity with emerging best practices and research finding related to the use of websites and mobile devices for easy access to news from public; The consultant should be registered in VAT (VAT Registration Cert ificate of Government of Nepal). 8. Information and Facilities to be provided by SAWEN and DNPWC SAWEN Secretariat and DNPWC shall provide following support to ease consultant's work: DNPWC and SAWEN Secretariat shall monitor the overall project; Data, Information, Reports required for the website development shall be provided on demand; DNPWC website shall be hosted at NITC and this will be coordinated by DNPWC. DNPWC and SAWEN Secretariat will coordinate for the training/workshop. 9. Application The candidate should include the CV (detailing the similar work completed successfully and academic records) along with the application letter.
