(IRPF, Patrimonio, IVA, Impuesto de Sociedades, etc.). Available in Internet since 1996, online income tax declaration since Online Document Delivery Network (RED) Tesorería General de la Seguridad Social. Law of April, CERES project (started in 1996 and redefined in 1999) Fábrica Nacional de Moneda y Timbre - Real Casa de la Moneda Virtual Cadastre Office. Maps, certificates, cadastre data,. Available since Citizen and enterprises needs and not technology give a boost The island model is concluded. Now it is necessary to move forward together. The e-services have reached a level of maturity that allow their deployment and continuous improvement.

20 Organization. CSAE The Higher Council for egovernment, created under the ROYAL DECREE 589/2005, of 20 th May, is in charge of leading, coordinating and monitoring the implementation of egovernment across Central Government. It is an interministerial body presided by the Ministry of Public Administrations and comprised of senior officials representing all ministries. Among the functions of the Council are: To prepare and develop the egovernment strategy and policy for Spain s Central Administration To prepare and implement multi-annual strategic departmental plans for ICT and egovernment. To state the project as a priority. To arrange conferences and other activities to exchange experiences and projects on egovernment (TECNIMAP). To boost the collaboration and cooperation between the autonomous communities and the local governments in order to launch the public inter-administrative services. To act as an Observatory of e-government.

CTT The Technology Transfer Center (Centro de Transferencia de Tecnologías) acts as a gateway to ease the dissemination and reusability of technical items (development, architecture, regulatory framework, etc) for the e-government development. To share information on ICT projects (regulatory framework, services, infrastructure, communications, etc). 24 LCEAPS Principle: The best service for the citizens. The Law allows to modernise the Government. The government decentralization promotes a a closer democracy, and a Government closer to the citizen. However,... We are still facing time (needed for the administrative business) and space (trips) barriers. ICT allow to overcome these barriers but a legal framework for egovernment must be defined. Definition of a Catalogue of Rights focused on the citizens.
25 LCEAPS Framework Principal aspects of the norm: Approving citizen right for relating electronically with Public Administrations as well as obtaining information, carrying out consultancy services, formulate requests, execute payments and transactions, and oppose to resolutions. This implies... Convert classical declarations of impulse/stimulus (Public Administrations could relate) into obligations for the Administrations if the citizen requires this (should be in condition to relate electronically). The following citizen rights have been approved: Choose the channel of the interaction. No contribution of data which is already in the hands of the Public Administrations. Get to know electronically the status of the proceedings Obtain electronic copies of the documents. Electronic storage of the document. Obtain the necessary electronic identification measures. Use of various electronic signature systems. Confidentiality and security assurance of the data. Quality of public services electronically delivered. This initiative will also benefit the foreigners living in Spain who will no longer need to provide photocopy of their corresponding identification card.
