3 The Health Care in Spain Health care in Spain is highly decentralized, being the (17) Regions the responsible of their citizen s health. The Ministry keeps responsibility of coordination to assure equality (citizens should be attended in all the territory with the same rights).the decentralisation of competences and services, and the growing mobility of citizens make it necessary for services providers (Regions) to collaborate beyond the boundaries of their competences to provide quality services focused on patient safety In that scope and with 3 co-official languages plus Spanish, the need to interoperate in order to share information between the Regions has been felt as an important need and it has been a priority from the beginning (decentralization finalized: 2002) -3-

7 Organisational Agreements National Government agreement 2005, developed in tree Plans: Sanidad en Línea I, II, III , , Plans are organised around a framework agreement between the MoH and the MoI and with the Regions The first two plans set forth a co-funding framework of 242 million provided by the National government (MoI and MoH) and an other similar amount provided by the regional authorities Investments are made to boost the regional projects (95%) and the central switching point operated by the MoH (5%) Objectives of the agreements: interoperable SERVICES: Health Card (ID), eprescription (ep), electronic Health Records (EHR), Appointments over the Internet, Telemedicine and Training Situation: all regional authorities (17) have signed and renewed -7-

21 CONCLUSIONS This Model, incorporating a powerful central switching point allows for the addition of the services required by the NHS to ensure its sustainability and evolution By applying technology, this Model enables the NHS to be integrated, whilst maintaining independence with regard to the Partners' organisation, platforms and applications, thereby turning a weakness into a strength in our decentralized NHS This Model allows for the development of shared solutions driven by the MoH to move forward less developed Regions, with in-house solutions implemented by more developed Regions in each area -21-
