INTRODUCTION Each state building/lcatin with mre than five staff must develp and maintain a lcal Emergency Actin Plan. Emergency plans prvide life safety guidance t help prtect emplyees, cntractrs and visitrs in state facilities. Emergency plans als help prtect state prperty and peratins. The Capitl Plice are the designated safety authrity fr the 1 West Wilsn Building, Madisn, Wiscnsin. The Capitl Plice Chief has authrity t assess any situatin and determine the need fr, and execute, a building evacuatin when deemed apprpriate. PURPOSE This Emergency Actin Plan has been develped t prvide an rganizatinal and prcedural framewrk fr the management f emergency situatins in the 1 West Wilsn Building in Madisn. This plan is nt intended t, nr culd it ever, cver every cnceivable emergency situatin; hwever, it des prvide effective guidance t manage emergencies as well as prvide crdinatin fr the effective use f cmmunity, cunty and state resurces. GENERAL RESPONSIBILITIES Every supervisr s first respnsibility is the safety f staff, n-site cntractrs and visitrs. They are respnsible fr ensuring that every persn in their area is familiar with their building s Emergency Actin Plan s emergency prcedures and plans. They are als respnsible fr knwing if any f their subrdinates, n-site cntractrs r visitrs require assistance reaching a designated area f safety r evacuating the building. Management is respnsible t ensure that sufficient flr captains and deputies are assigned t their respective areas. Flr captains are als asked t serve a primary rle in emergencies. Emplyees vlunteer t serve as flr captains n a pre-designated flr. They quickly, but with certainty, inspect their assigned area t make sure all emplyees, cntractrs and visitrs have initiated their mve t the crrect lcatin, depending n the type f emergency. They stay with their assigned grup during the event, take a headcunt and reprt any discrepancies t the apprpriate fficials regarding the likely lcatin f missing individuals. At the end f the emergency, they advise their grup t return t wrk when given the "all clear" signal by plice and emergency respnders. All emplyees and n-site cntractrs are respnsible fr knwing where all exits and fire alarms are lcated; hw t activate a fire alarm pull bx; hw t ntify emergency respnders; building evacuatin prcedures; and severe weather safe sheltering prcedures. and n-site cntractrs are als respnsible fr cperating with flr captains, plice, firefighters and ther emergency respnders. Visitrs are respnsible fr fllwing instructins given by their state emplyee hst. As emergencies can ccur at any time and withut ntice, staff are encuraged t carry all medicatins, cell phnes and ther persnal items such as car keys, huse keys and wallets with them as they mve arund the building thrughut the day. BUILDING PROFILE The building cnsists f furteen flrs f ffice space in the central twer, and 10 flrs f ffice space in the east and west twers, with apprximately 750,000 square feet f ttal ffice and cmmn space. The remaining space is allcated t cmmn walkways, elevatr crridrs, bathrm space, mechanical, electrical, vice/data, strage and ther cmmn use needs. SAFETY FEATURES Fr yur prtectin, the 1 West Wilsn Building is equipped with several safety features. When a fire alarm in the building is activated, the fllwing actins ccur autmatically: A fan system activates using utside air t pressurize emergency stairways inhibiting entry f smke int the stairwells. The building ventilatin system shuts dwn and autmatically clses ducts eliminating the mvement f smke between areas. Strbe lights flash a warning signal alerting the hearing impaired t evacuate the building. Fire alarm pull bxes are lcated n each flr near all stairways and at the elevatr bank n each flr. Strbe lights are affixed t the ceiling thrughut each flr. Fire extinguishers are situated thrughut the building, in multiple lcatins n each flr. A public address system is used t annunce all emergencies thrughut the building. The system is lcated in the State Capitl Building and is activated and maintained by the Capitl Plice. In additin, the building has evacuatin stair chairs in the frnt (Wilsn Street side) emergency stairwells n flrs 2 thru 11, n the west end f first flr, east end f B1 and each f the three frnt stairwells n B3 t safely evacuate emplyees, n-site cntractrs and visitrs in the building wh may require assistance leaving the building via the stairs. The chairs are designed t allw ne r tw peple t safely mve an immbile persn up r dwn the stairs t exit the building. The chairs are lcated just inside the stairwells. Additinally, shuld the building lse pwer, a backup generatr will autmatically activate partial emergency lighting thrughut the building. 1 West Wilsn Emergency Actin Plan/4
EMERGENCY TESTS AND DRILLS Each state ffice building r lcatin with mre than five staff must cnduct at least tw emergency drills each calendar year. One drill is t be an ut-f-building evacuatin. The ther is t be a trnad/severe weather drill where staff mve t pre-established safe shelter areas inside the building. All emplyees, cntractrs and visitrs must participate in the drills. Fllwing each drill, flr captains/deputies meet with the agency s Facility Management Officer t de-brief n elements f the drill and identify any areas fr imprvement. In additin, the building s fire alarm system is tested n the first Wednesday f each mnth, at apprximately 11:00 am. The Capitl Plice initiate the test with a public address system annuncement indicating a test is ccurring. The annuncement is fllwed by an alarm with flashing strbe lights. Fllwing each test, flr captains recrd the peratinal adequacy f the fire alarm system fr their area and reprt via e-mail t the DHS Facility Management Officer. The results are then made available t the Madisn Fire Department. Pwer Outage Suspicius Substance Any event r ccurrence that has already taken place and has seriusly damaged the building making it uninhabitable is cnsidered a disaster. In sme cases, mass casualties and severe prperty damage may be sustained. Outside emergency services will be essential as will majr effrts frm varius gvernmental agencies. In all cases f disaster, an agency cmmand center will be activated and the apprpriate Cntinuity f Operatins Plans will be executed. Examples f a disaster are: Fire Trnad Explsin Suspicius Substance Incidents that will nt affect the verall peratin f agency business services, such as minr water damage, are nt deemed t be emergencies r disasters. EMERGENCY PROCEDURES FIRE In a fire, the Madisn Fire Department will respnd systematically based n the severity and lcatin f the fire. Firefighters will rescue persns in imminent danger. Firefighters may, therefre, run past persns nt in imminent danger, withut evacuating them, as they mve tward the mst dangerus areas in the building t rescue peple and cntain the fire. If yu smell smke, cntact the DOA Call Center at 266-1485. If smke r fire is detected, emplyees, n-site cntractrs and visitrs shuld take the fllwing actins: First, take precautins fr yur wn immediate persnal safety. If safe t d s, activate the nearest fire alarm. Fire alarm pull bxes are lcated utside the stairways and elevatrs n each flr. If safe t d s, clse all drs in the area t help cntain the fire; DO NOT LOCK DOORS. Frm a safe lcatin: Cntact the Madisn Fire Department: at 9-911 frm inside the building frm a State landline, r at 911 frm utside the building. Explain why the fire alarm was activated, e.g., appliance fire, smke, etc., and prvide ther infrmatin as requested, such as street address, flr, rm, etc. 1 West Wilsn Emergency Actin Plan/6
DO NOT ATTEMPT TO EXTINGUISH THE FIRE. Evacuate the building immediately via the nearest, safe stairway. DO NOT USE ELEVATORS. Use handrails when descending stairs. D nt carry fd r drink with yu. Persns unable t evacuate via the stairs shuld prceed t an emergency stairwell landing t await assistance. They may decide t use ne f the Emergency Evacuatin Chairs (lcated in the emergency stairwells near the Wilsn Street side f the building). The chairs are designed t allw ne r mre peple t easily and safely mve an immbile persn up r dwn the stairs. PREPLAN: If yu have a mbility impairment and wuld like assistance t exit the building during an emergency evacuatin, please cntact the DHS Safety/Risk Management Office (261-8080) r the DHS Affirmative Actin/Civil Right Cmpliance Office (266-3465). Vlunteer Evacuatin Assistants and ther staff have been trained n the use and peratin f these chairs. In case f an emergency, it is pssible that yu may be asked t use, perate r assist in the peratin f these chairs. The persn needing the assistance may give yu instructins n hw t transfer them int the chair and hw t perate the chair. Instructins fr the safe peratin f the chairs are lcated with the evacuatin chairs and are included as Attachment B in this plan. Please familiarize yurself with these instructins. Thse wh chse t frg using the evacuatin chairs must wait in the stairwell and may be rescued by the Madisn Fire Department if deemed in imminent danger by firefighters. Otherwise, they shuld remain until instructed that the emergency has passed. If the persn with mbility impairment refuses the ffer t use the equipment, yu may assist the individual int the stairwell; nte their name and lcatin, then yu shuld exit the building and prceed t yur rally pint (See Attachment C). Reprt the name and lcatin f the individual t a Flr Captain. Prceed t the predesignated rally pints lcated at the far east end f the Mnna Terrace parking ramp r Henry Street (see Attachment C. Emplyee Evacuatin Rutes and Rally Pints) and wait fr further instructins. If yu are away frm yur desk when the alarm sunds, d nt return t get yur persnal belngings. DO NOT CROSS WILSON STREET. Stay a minimum f 200 feet frm the building. This is fr yur safety and t ensure that emplyees d nt get in the way f emergency vehicles. If the building is badly damaged and the Department s Secretary r Incident Cmmander directs staff t g hme: Make arrangements as best as pssible t g hme, r Wait fr Madisn Metr buses t arrive t take building ccupants t centralized lcatins away frm the area f destructin (if applicable); and 1 West Wilsn Emergency Actin Plan/7
Then make arrangements as best as pssible t g hme. Befre leaving, exchange telephne numbers with yur supervisr, if nt exchanged previusly. Emplyee Evacuatin Rutes and Rally Pints TORNADO/SEVERE WEATHER Trnades pse a ptential risk t anyne in a building r structure in the path f a trnad. While larger steel and cncrete ffice structures are less likely than wd frame hmes t be severly damaged by a trnad, the strng winds and pressure f a trnad can knck ut windws and tear ff rfs, turning debris int harmful r ptentially deadly bjects. Taking shelter in safe areas f a building can save lives and reduce the risk f injury frm falling r flying debris. The interir stairway landings, withut windws, and interir hallways, away frm all windws, are the designated safe shelter areas fr the 1 West Wilsn building. Updates f the weather situatin will be given ver the Public Address (PA) system, as necessary. TORNADO WATCH A trnad/severe weather watch means atmspheric cnditins favr the develpment f strms in which a trnad can ccur. When the Capitl Plice annunce a trnad/severe weather watch, emplyees, n-site cntractrs and visitrs shuld take the fllwing actin: Clse windw blinds, if seated near an utside wall. Then, stay back frm windws and ther glass panels due t ptential high winds. Remain alert t changing cnditins. Limit telephne use during electrical strms. Be prepared t quickly mve t the interir stairway r hallway if the weather situatin is upgraded t a warning. 1 West Wilsn Emergency Actin Plan/8
TORNADO WARNING A trnad warning means a trnad has been sighted in the immediate area r detected n radar. When a trnad warning annuncement is made, emplyees, nsite cntractrs and visitrs shuld take the fllwing actin: Immediately seek shelter in the interir stairway r hallway. Stay away frm drs/windws with glass. Wait fr an All Clear signal frm Flr Captains befre returning t yur wrk area. If a trnad strikes befre yu can enter the interir hallway, seek shelter in an interir ffice r cnference rm withut glass, and prtect yur head. The building s fire alarm WILL NOT sund during a weather emergency, but the Natinal Weather Service WILL sund lcal warning sirens as necessary. BOMB If a suspicius bject believed t be a pssible bmb is bserved in r arund the building: Clear the area arund the pssible bmb. DO NOT HANDLE THE OBJECT. DO NOT PULL THE FIRE ALARM. Call the Capitl Plice at 266-7700. Refrain frm using cellular phnes r prtable radis near the suspicius package. Evacuate the building via the nearest, safe stairway. NOTE: Thse unable t evacuate via the stairs shuld use an elevatr. Keep walkways and streets clear fr emergency vehicles and crews. Disperse. Mve t any lcatin that is at least 500 feet away frm the building. Put ther buildings between yu and the 1 West Wilsn Building t serve as a barrier. When practical and safe, evacuate t the predetermined rally pints (see Attachment C). Wait fr further directin frm management and the Capitl Plice. BOMB THREATS RECEIVED BY TELEPHONE All bmb threat calls must be taken seriusly. If an emplyee, n-site cntractr r visitr in the building receives a call that invlves a bmb threat, the fllwing actins may apply: While speaking with the caller, an individual nearby shuld be instructed t call the Capitl Plice at 266-7700. DO NOT PULL THE FIRE ALARM. If the individual receiving the call feels it is safe t d s, s/he may remain n the call t: Listen carefully t the caller, taking ntes f exact wrds. Try t determine the caller s identity by listening clsely t vice characteristics, speech, emtins and backgrund sunds. Keep the caller n the line as lng as pssible. If pssible, the fllwing questins may be asked: When is the bmb set t explde? Exact lcatin f the bmb? (flr, rm,etc.) What kind f bmb is it? (timing device, etc.) What des it lk like? Did the caller place the bmb him/herself? Why was the bmb placed? What is the caller s address? What is the caller s name? AN EVACUATION MAY OR MAY NOT BE DIRECTED BY THE CAPITOL POLICE. The Capitl Plice will determine if an evacuatin f the building is needed. If an evacuatin is directed: Evacuate the building via the nearest, safe stairway. NOTE: Thse unable t evacuate the building via the stairs shuld use an elevatr. Keep walkways and streets clear fr emergency vehicles and crews. Disperse. Mve t any lcatin that is at least 500 feet away frm the building. Put ther buildings between yu and the 1 West Wilsn Building t serve as a barrier. After the initial effects have subsided, ntify the Fire Department by calling: 9-911 frm inside the building frm a State landline, r 911 frm utside. Activate a fire alarm. Evacuate the building via the nearest, safe stairway. DO NOT TAKE ELEVATORS. Keep walkways and streets clear fr emergency vehicles and crews. Disperse. Mve t any lcatin that is at least 500 feet away frm the building. Put ther buildings between yu and the 1 West Wilsn Building t serve as a barrier. UNOPENED LETTER OR PACKAGE If an unpened letter r package is bserved t pssibly cntain a suspicius substance, the fllwing actins shuld be taken: DO NOT OPEN OR FURTHER TOUCH THE ITEM. Immediately wash hands and expsed skin thrughly with sap and water. Wait fr further directin frm the Capitl Plice upn their arrival. OPENED LETTER OR PACKAGE If a substance is seen leaking frm a letter r package, the fllwing actins shuld be taken: DO NOT OPEN OR FURTHER TOUCH THE ITEM OR THE SUBSTANCE. Ask a c-wrker t call the Capitl Plice at 266-7700 t reprt the incident. DO NOT PULL THE FIRE ALARM. Carefully cver the cntaminated item but d nt try t clean up the material. Sme individuals may require assistance evacuating the building via the stairs, as elevatrs may nt be used in every emergency situatin. This attachment describes general evacuatin prcedures and evacuatin supprt fr individuals with mbility issues. ASSISTED EVACUATIONS Lcal fire and emergency persnnel will first respnd t the mst dangerus situatin in the building. Respnders will rescue persns wh are in imminent danger, but if nt in imminent danger, they may nt evacuate persns until the mst critical situatins are under cntrl. Therefre, emergency respnders may pass by persns nt in imminent danger as they mve tward the mst dangerus areas in the building t rescue individuals and cntain the fire. The chairs are designed t allw ne r mre peple t easily and safely mve an immbile persn up r dwn the stairs. PREPLAN: If yu have a mbility impairment and wuld like assistance t exit the building during an emergency evacuatin, please cntact the Safety/Risk Management Office (261-8080) r the Affirmative Actin/Civil Right Cmpliance Office (266-3465).
