Design-Build Rapid results. With yearly revenues exceeding $3.4 billion and access to worldwide capital markets, Parsons has the fiscal strength to handle every aspect and role on large design-build projects. Methodical, prompt, and accountable, we act on your behalf to execute projects on an accelerated schedule, with a simultaneous design and construction process and a variety of ownership, financing, operations, and management arrangements. We re prepared to complete your project quickly without compromising the quality you ve come to expect. Mid-Jordan/Draper Design Build Utah Transit Authority PROGRAM VALUE LOCATION $230,000,000 Salt Lake City, Utah Parsons is the engineer-of-record for the Mid-Jordan Light Rail Transit project, one of the first segments of the Utah Transit Authority s 2015 rail construction program to get under way. The project involves the design and construction of 10.6 miles of double track with its associated overhead catenary, 10 stations, five bridges, three box culverts, eight retaining walls, extensive soundwalls, and a portal underneath the Union Pacific Railroad mainlines. Parsons has been the lead designer on the track, systems, structures, civil, grading, utilities, and park-and-ride lots. Once completed, the light rail line will ease traffic and improve air quality in the rapidly growing southern end of Salt Lake County. 3

Tacoma Narrows Bridge Washington State Department of Transportation PROGRAM VALUE LOCATION $615,000,000 Pierce County, Washington Parsons was the engineer-of-record for the first suspension bridge delivered using the design-build method in the United States. Our scope included design of a third suspension bridge across the Puget Sound s Tacoma Narrows, upgraded design for the existing suspension bridge, and design of 2.5 miles of roadway and toll operations facilities. By implementing the engineering design, we eliminated a tunnel and reduced grading work, delivering this fast-track project ahead of schedule and under budget. The new bridge designed to accommodate a future lower level for light rail or highway lanes improves safety, adds capacity, provides a bicycle/ pedestrian path, and enhances access to outlying communities. This project won several regional and national awards, including an Excellence Achievement Award from the National Safety Council. Southeast Corridor Transportation Expansion (T-REX) Colorado Department of Transportation and Regional Transportation District PROGRAM VALUE LOCATION $1,670,000,000 Denver, Colorado As part of a joint venture, Parsons was the design lead on this reconstruction and expansion project the nation s largest multimodal effort. Our innovative design of the I-25/I-225 interchange resulted in cost savings, improved aesthetics, and enhanced safety and maintenance aspects. This multiple award-winning project was completed 22 months ahead of the owner s schedule and ended with a 92 percent approval rating toward the project goal of minimizing inconvenience to the public. Your team faced significant challenges in transforming the vision of T-REX into reality. Each challenge was met with an equal amount of determination and innovation, both of which have allowed the project to progress at an incredibly rapid pace. laurence E. Warner, Project Director 4

Public-Private Partnership Flexible solutions. Parsons is structured to deliver facilities that meet the growing need for private investments in public infrastructure. Our financial backing, multidisciplinary professionals, and proven track record combine to shorten time to market, and lower construction and life-cycle costs. With Parsons as your partner, you ll find the flexibility you ve been looking for. Kicking Horse Canyon Trans Park Highway Group PROGRAM VALUE LOCATION $125,000,000 (CAN) Golden, British Columbia, Canada In this joint venture, Parsons designed and constructed a new bridge and roadway improvements for a 5.8-km stretch of the Trans Canada Highway through Kicking Horse Canyon, located in the rugged terrain of the Canadian Rocky Mountains. The selected design reduced sharp curves and steep grades, as well as increased capacity from two to four lanes, while preserving the scenic resources of the canyon. Despite technically challenging site conditions and inclement weather, the construction time line was reduced by several months. Our team s innovative solutions, including construction engineering for the new bridge across the canyon, saved millions of dollars on this fast-track program. 5

AUTOROUTE 25 INFRASTRUCTURE Client Ministry of Transportation Quebec PROGRAM VALUE LOCATION $461,000,000 (CAN) Montreal, Quebec, Canada This is the first public-private partnership formed by the Ministry of Transportation in Quebec. Parsons set record time leading the effort to secure critical permits necessary to start construction four months after the financial close. In a joint venture, Parsons will design and build this project in conjunction with the developer, Macquarie. The project is scheduled to be completed in 2011. We are certain that this team of companies that are among the top in the world, and are recognized internationally for their large-scale road infrastructure projects via publicprivate partnerships, will meet this challenge enthusiastically and will act in the best interests for Quebec. julie boulet, minister of transport Houston Metro light rail expansion Houston Metropolitan Transit Authority of Harris County PROGRAM VALUE LOCATION $1,460,000,000+ Houston, Texas Parsons is the facility provider, leading the public-private partnership for the development of four new light rail lines in Houston, Texas. Parsons is responsible for designing, building, supplying vehicles, operating, and maintaining this significant light rail expansion project. The initial phase of the $1.46 billion program includes utility work, 6.4 miles of light rail, a light rail overpass, a service and inspection facility, and the purchase of 29 light rail vehicles. A substantial portion of the initial design-build work is expected to be subcontracted to local small and disadvantaged business enterprises. This project represents an innovative and collaborative approach to project delivery in the transit market. When construction is completed, Parsons will provide operation and maintenance for a period of five years. 6

Construction Management At-Risk Quality, value, speed. Miami International Airport, North Terminal development consolidation Miami-Dade County Aviation Department PROGRAM VALUE LOCATION $1,045,000,000 Miami, Florida Parsons excellent cost and schedule performance on Miami International Airport s South Terminal along with confidence from county and airport management led to our role as management general contractor for the North Terminal expansion. The project includes development of the terminal to provide enhanced operating capability and improved levels of passenger service. By meeting all of the schedule milestones, the Parsons team has enabled MIA to increase revenue and passenger flows. Your team has not just worked [on the North Terminal], but has excelled and maintained the schedule dates. The dedication, commitment, and drive that your team has shown demonstrate that you are a world-class organization. juan carlos arteaga, program director Miami International Airport, South Terminal Miami-Dade County Aviation Department PROGRAM VALUE LOCATION $840,000,000 Miami, Florida As part of its multibillion-dollar capital improvement program, Miami International Airport one of the world s busiest international passenger and cargo airports is expanding to keep pace with air travel in the 21st century. Under a joint venture, Parsons served as the construction manager at-risk for the new South Terminal, a five-story, 1.7-million-sq.-ft. facility; a new 14-gate, 360,000-sq.-ft. concourse; refurbishment of Concourse H; and enhanced baggagehandling and security screening facilities. Our team managed 11 small business subcontractors and six major trade subcontractors while achieving a strong safety record and maintaining the schedule even when the events of September 11, 2001, triggered new security system requirements. The new terminal, which opened for its inaugural flight in August 2007, includes a Federal Inspection Service area that can process 2,000 international passengers an hour safely, swiftly, and securely. 8
