Findings from the inspections provided base data for a valuation model to calculate costs and priorities for infrastructure investment. Our expertise in asset valuation projects ensured the valuation model was accurate and reliable. We provided valuable client data management and reporting efficiencies, enabling them to move to a single source of information for asset value across the Bass Coast Council. The brief included the development of a DDA compliant bridge and sub-structure design with a single main span of approximately 30m. In developing the design, Sterling took into account constructability issues, in particular, optimising for the specific requirements of rail safety as well as ensuring continuous public access of the crossing. In construction Sterling acted as Superintendents Representative and completed as-built documentation. OTHER PROJECTS Flinders Street Viaduct Engineering Assessment The Flinders Street Viaduct is the Melbourne rail network s most critical structural asset and bridges its two largest stations Flinders Street and Southern Cross. The viaduct contains 45 spans of varying length (760m in total) configured from a number of different construction methods and materials. Sterling delivered a full and detailed inspection and condition assessment, a structural load and remaining life assessment. Our remedial recommendations were supported by a review of existing operating conditions and restrictions; a cost benefit analysis; and risk assessment of all identified renewal / life extension options. CAPABILITIES AND SERVICES Program Management Project Management and Delivery Cost Estimation and Tender Management Contract Management and Administration Construction Management and Supervision RECENT PROJECTS Relocation of the Melbourne Wholesale Fruit and Vegetable Market Melbourne Market Authority The Melbourne Market Authority (MMA) in conjunction with the Victorian Department of State Development and Innovation and Major Projects has undertaken the bold initiative to relocate the current Melbourne Wholesale Fruit, Vegetable and Flower Markets from their current location in Footscray to Epping. Sterling is acting as the Project Director for the MMA to provide a state-of-the-art facility for all market stakeholders. We are also acting on the behalf of the MMA to take practical completion of the Epping facility from builder Lend Lease and establish the required asset management framework to ensure a strong and functional facility long into the future. Portal Access Restriction (MTM) has over 1600 signal structures (portals and signal masts) through their network that need to be monitored and maintained. To ensure they operate effectively it is necessary to secure these from public access. MTM initiated the Portal Access Restriction Project to reduce the possibility of public access to high risk network structures. Sterling was engaged to undertake a desktop review of MTM s high risk structures throughout the network. Each line was assessed to identify structures that were positioned at the end of a station, near a platform or had easy public access. 56 structures were identified by Sterling as high risk and requiring Access Restriction Barriers to be installed. RECENT PROJECTS Sandhurst Timber Bridge Repair Aurizon Horrigans Creek Culvert Repair Aurizon CAPABILITIES AND SERVICES General Maintenance of Concrete, Steel and Timber Civil Structures Bridge and Culvert Repairs Culvert Installations Drainage Incident Recovery The Sandhurst Timber Bridge is a 19 span timber trestle bridge in central Queensland. Our timber and rail expertise were sought specifically on this project. The project involved the replacement of multiple bridge elements including, piles, crossheads, girders, transoms and bracing. Our highly experienced bridge gang worked across multiple line shuts to renew the structure. This project involved the repair of the Horrigans Creek Culvert on the Aurizon Blackwater Coal Network South of Rockhampton. The culvert was showing vertical displacement due to shifting foundations and was subsequently under a speed restriction. Sterling worked with Aurizon to develop a repair methodology that was to provide long term surety. The works required construction of curtain walls either side of the culvert cell and the deep injection of expanding resins to re-level the culvert. Cracks were patched and the asset was returned to fit for purpose condition. We partner with rail operators, engineering and construction companies, utility providers, road authorities and land and facility managers to deliver predictability in rail projects. CAPABILITIES AND SERVICES Rail Project Management and Delivery Rail Interface Management Rail Access and Coordination Rail Project and Site Staff Rail Safety Personnel RECENT PROJECTS Southern Cross Station Platform 15-16 Construction Brookfield Multiplex Sterling was engaged by Brookfield Multiplex to assist with the construction of the new number 15 and 16 platforms at Southern Cross Railway Station, Melbourne s third biggest station. We managed the rail interface of the project, including planning and coordinating site access and rail safety and liaising with the rail authorities for approval. Site access for construction is always difficult in a live rail environment. However, our ARO relationships and knowledge of the operational rail environment enabled us to negotiate through very complex and expensive track protection arrangements. This created a simple, cost effective access route for large vehicles in compliance with rail safety practices. Sterling communicated with affected ARO s to adopt this new procedure as an acceptable track protection arrangement. This saved the project approximately $3,000 per day in labour costs while reducing health and safety risks. Regional Rail Link Project and Site Staff (MTM) Regional Rail Link is a $5.2B landmark infrastructure project designed to remove major bottlenecks in Victoria s rail network. Our unique knowledge of existing rail infrastructure and operations has been drawn upon for design services, asset condition assessment, managing rail access for the design consortium and many other activities. As the project has moved into construction, Sterling has maintained involvement with supplying staff to MTM in roles including work site supervisors and occupation coordinators. 8
North Melbourne Under Track Bores Jemena Springvale Road Grade Separation Occupation Coordination McConnell Dowell MYKI Site Supervision Services (MTM) Jemena is a major supplier of electricity, gas and water infrastructure delivery services with operations in all eastern States. This project required Jemena to construct new undertrack crossings for their electrical network and is an example of work Sterling does with multiple clients in this space. We assisted Jemena with construction planning to optimise activities for the rail corridor. We then managed the rail approvals and rail works including safeworking, track certification and site supervision. This provided the client with predictability in project timing; lower overall project costs; and reduced project risk. The Springvale Road Grade Separation is a $120M state project, comprising construction of a new track alignment and station while minimising impacts on existing road and rail traffic. Sterling was engaged by McConnell Dowell in the bid phase to work with the construction team to optimise construction methods for a live rail environment; develop the occupation strategy; safeworking planning; and supporting bid documentation. Our work was recognised as an important factor in the awarding of the construction contract. On commencement Sterling was appointed the Occupation Coordinator for the project. Our rail qualified site and project staff have assisted in the delivery of thousands of small scale construction and maintenance jobs across the Victorian rail network. With a reputation for being professional, knowledgeable, hardworking and enthusiastic, they are leaders in their fields. Delivery of the MYKI ticketing project required multiple small construction teams to deliver relatively minor works in an open and public environment. CASE STUDIES Blackwater Rail System Flood Recovery Works Program Aurizon Planned Burning Reform Victorian Department of Environment and Primary Industry (DEPI) Project Overview Aurizon is Australia s largest rail operator and the manager of the Central Queensland Blackwater Rail Network. In early 2013, heavy flooding resulted in significant damage to a variety of Rail Structures on the Blackwater System in the vicinity of Rockhampton. Aurizon needed a company with the skills and expertise to deliver a variety of civil works in a live rail environment and return the structures to their pre-event condition. Sterling s Role Sterling s engagement included the assessment of the residual condition of identified rail structures; scoping and design of remedial solutions where required; delivery of works; engineering certification; project reporting; and provision of documentation for claims management. The Sterling Difference The Sterling Projects team led the project with our Civil Works gangs. The services of the Engineering and Asset Management group were then mobilised as required, providing a one stop shop solution of assessment, remediation and construction. This supplied Aurizon with a faster and more cost effective solution than engaging a different provider for each separate project element. Project Overview Under the recommendations of the Black Saturday Royal Commission, the processes utilised for planned burning undertaken by DEPI required transformation. In response, DEPI established the Planned Burning Reform Team to redesign the strategic, operational and tactical approaches needed to meet the mandated changes. Sterling s Role Sterling worked with all department divisions to provide an holistic review of the outputs of the Planned Burning Reform Team. Through review of existing documentation and multiple stakeholder workshops, we developed a new planning framework and supporting procedures for the delivery of planned burning. Regional Rail Link Design Services Contract KBR Arup Joint Venture (KAJV) Structures Inspection Contract Project Overview Regional Rail Link is a landmark infrastructure project designed to remove major bottlenecks in Victoria s rail network. Dedicated regional tracks are being built from West Werribee Junction to Deer Park, then along the existing rail corridor from Sunshine to Southern Cross Station. Sterling s Role Sterling was engaged by the appointed designers (KAJV) to complete the detailed condition assessment of all infrastructure impacted by the proposed alignment including rail, road and pedestrian bridges, tunnels, culverts, overhead structures and station buildings. The Sterling Difference Project Overview (MTM) is the franchise metropolitan train operator in Victoria. Since 1998, Sterling has been entrusted to manage the thousands of structure inspections required each year to keep the network safe and operational. Sterling s Role In partnership with MTM, Sterling carries out the Level 2 and Level 3 Structures Inspection Program as well as the Special and Detailed Inspections of bridges, culverts, overhead structures, signal masts, buildings, platforms and poles. We also provide the data management system which reports the status of MTM s assets. After four months, our rapid and professional delivery was recognised when we were the only one of 20+ sub-consultants able to meet the initial project deadlines. To bring greater predictability in project delivery and reduce project risk, KAJV restructured the investigations unit and appointed Sterling as Project Rail Interface Managers. In this enhanced role, we were responsible for overseeing the prompt and safe delivery of all brownfield investigations including managing all communication to the rail authorities; developing the rail access documentation for the designers and their sub-consultants; and supervision of all rail corridor works.
