38. ACCESS CONTROL AND ELECTRONIC SECURITY SYSTEM 38.1 GENERAL Scope Modification and extension of the existing CDU Cardax security system and CCTV System including: Cardax (FT 3000 series) Access control system including entry cards/keys as required Duress alarms IP Based CCTV surveillance Power supply Wiring, conduit and all minor works associated with system. Access Control PC Work The work shall include: Detailed system design Manufacture, supply, installation and wiring Testing and commissioning Operation and maintenance manuals Maintenance during defects liability period Liaison with other contractors/trades responsible for door hardware, fire services, etc, as applicable Liaison with CDU Security for confirmation of camera locations and mounting heights/arrangements, programming of access control and CCTV systems and testing and commissioning of all systems. Specialist Licensed Sub-Contractors The work shall be carried out by an experienced specialist security system supplier/installer who holds a current license as required by the applicable Act or regulations and has been approved by CDU Facility Management to undertake works on their security system. System Structure The system shall be a distributive system with electronic equipment connected via network communications links. System shall be managed from CDU Security with a local terminal provided to enable modification of local access rights for existing users within the building. No access or authority to modify user rights to any CDU controlled buildings to be provided from the terminal. Standards Intruder alarm systems: To AS 2201 Parts 1, 2 and 3. 38.2 POWER SUPPLY Provide 240 volt AC mains power supply to central supervisory system controller/control panel and other devices as required. Incorporate transient voltage protection in all devices.
Dedicated Circuit: the supply shall; be provided by a dedicated circuit and the circuit breaker shall be labelled SECURITY SYSTEM DO NOT SWITCH OFF. Back-up Supply: Provide 12 Volt DC battery back-up with minimum capacity in accordance with AS 2201.1. The battery shall consist of maintenance free sealed led acid cells and be located within the cabinet or panel of the security equipment. 38.3 WIRING General The security system is to generally utilise the communications structured cabling system. Cabling between the Structured Cabling system and devices is to be generally concealed in conduit throughout in accordance with the manufacturers recommendations. Communications Network Category 6A, Class EA twisted pair (UTP) cable or other as specified in conduit linking all controllers. The network shall be supervised. 38.4 TESTING Test all components of system to prove satisfactory operations. Control Panel: test all alarm sectors and panel functions including simulated faults. Main Failures: Prove operation under main fail conditions. 38.5 MAINTENANCE Requirement Maintain system during Defects Liability Period in accordance to AS 2201.1. Site Visits: Visit site and carry out maintenance procedures at not less than 3 month intervals and whenever advised of a fault. 38.6 MANUALS AND DRAWINGS Provide operating and maintenance manuals as-installed drawings for the system. 38.7 STAFF TRAINING Rain nominated site staff in the use and operation of the system. Allow for at least 2 separate visits for this purpose. Duration of staff training periods shall be adequate for scope and complexity of the system. 38.8 CARDS AND MAGNETIC KEYS System coding Provide code cards and keys in accordance with existing CDU requirements which are compatible with the existing site Access Control System. Card and key readers Type: Teardrop proximity card readers to CDU Approval Enclosures: Reader head enclosures shall be of minimum protection classifications: External: IP 66D to AS 1939 Internal: IP 54 to AS 1939
38.9 ELECTRIC DOOR STRIKES Type: Fail safe, power on to secure. Strike shall engage door latch. Padde ES9000 to CDU Approval. Requirement: Provide electric door strikes for all access controlled doors. Installation: Supply electric door strike to responsible other trade for building into door frames. Wire to and commission. Provide concealed conduits for all wiring. Operation: Secure mode controlled by access control system. Non-secure mode access and egress shall be permitted. Fire Doors: Electric door latch release units fitted to fire rated door frames shall be designed and installed to avoid any loss of the fire rating. 38.10 AUTODOORS Requirement: Monitor door operation for door alarms e.g. forced door with the installation of the necessary reed switches or existing auto door equipment and the be able to lock the door via the access control system after hours. Installation: Provide interface to auto sliding doors and liaise with Door Supplier and installer for operation. Wire to and commission. Provide concealed conduits for all wiring. Operation: Secure mode controlled by access control system. Non-secure mode access and egress shall be permitted. 38.11 TAMPER SWITCHES: Reader enclosures and wiring terminations enclosures shall be fitted with tamper switches. Operation of the tamper switch shall cause the system to ignore any further information from the reader and any associated request to exit buttons. Tamper shall be reported to the security system controller and must be reset manually.electric door strikes 38.12 DOOR CONTACTS Provide position monitoring of access controlled doors and others as shown on drawings. Switches: Polarised magnetic proximity type or other approved. Where door construction permits, conceal within door frame and door. Wire to local control unit security system controller as appropriate. Activation Install contacts so that they operate when a door is opened beyond 50 mm (for magnetic reed contacts); a roller shutter is opened beyond 100 mm (for magnetic reed contacts); or a bolt of a lock is withdrawn beyond 10 mm (for micro switches). Position Position door contacts to avoid interference with operation of door hardware. Double doors Provide and install door contacts to each leaf of double doors. 38.13 DURESS ALARM ACTUATORS Provide duress alarms where shown.
Type: Mechanically latched hand or foot operated pushbutton with key reset. Location: Mount to approval in unobtrusive location for easy operation. Disconnection: A break in wiring to alarm device shall cause an alarm. 38.14 ACCESS CONTROL / ELECTRICAL SERVICES PC PC Hardware The Client shall be based on Windows 7 Professional Operating System or Windows Server 2008 R2 Operating System installed on a rack mounted PC. Small form factor desktop PC s will not be accepted without written authorisation from the client & project manager. The system shall be configured to run multiple virtualised environments (Virtual Machine/Server) to segregate the different software packages and applications. i.e. The Energy Monitoring System should be installed on a separate virtualised environment from the Lighting Control or Access Control Package. A Complete, pre-assembled PC shall be provided for the Electrical Services systems as part of the scope of work. The PC shall conform to the following criteria: Rack mounted PC including all necessary mounting hardware (Maximum 2 RU). Small form factor (SFF) desk top, (or convertible midi-tower (CMT), or ultra-slim desk top (USD) will not be accepted without written authorisation from the client and project manager. The system shall be provided with an SMTP outgoing internet email server for all email reporting and alarming. The system shall be configured to provide remote access to the contractor and authorised parties for maintenance and tuning purposes. CCTV SYSTEM General The project hardware and software must be supportable within Australia including any customised requirements arranged for this Project. The video system shall comprise IP CCTV video cameras connected to the existing CDU Geutebruck CCTV Security System. All CCTV footage storage to be provided by CDU Security. The new Menzies building is to be provided with Live CCTV feed viewing only at nominated Computers and viewing monitors.
The Contractor shall provide all hardware and software necessary to enable complete operation of the system as specified. The general requirements of the system shall include: Equipment commonality across the installation, Local Video monitoring Display of multiple video images in real-time Multiple camera real-time viewing, Scalable to incorporate future additional cameras, The video system shall consist of new fixed and PTZ cameras, lenses and housings, coaxial and power supply cabling, optical fibre cabling and optical fibre transceivers, video switching, and visual display monitors. Video Image Quality System components have been selected to provide ideal video image quality consistent with the surveillance requirements of the Project. The system components shall be able to transmit and receive in the following format: A 4Mps video bit rate per camera, Video compression of 20 frames per second, per camera, Video streaming of 4CIF per camera. The Contractor shall ensure that all installation methods, procedures, components and workmanship is of a high standard and does not reduce the quality of the final video image. In particular close attention shall be paid to the following aspects of the works: Correct video cable termination Correct cable and connector impedance matching Voltage at DC powered equipment remains within tolerance Avoiding long parallel copper video and LV power cable runs Avoidance of earth loops - Maintaining good video cable shielding and separation from potential noise sources, - Correct installation of Cat 6A cabling and connectors. CCTV Cameras Provide CCTV cameras to locations nominated on the drawings. Alternative camera selections will not be accepted.
