2015 OSHA State Championship Tournament Rules February 21-22, 2015 Welcome to the 2015 Oregon State Hockey Association High School State Tournament. There will be a MANDATORY meeting for Coaches and Team Managers at 10:45 am on Saturday, 2/21 at the Winterhawks Skating Center. The Head Coach for each team is required to submit the signed Coaches Statement of Agreement prior to the start of the first game. Tournament Information Tournament Entry Fee is $850, payable to Oregon State Hockey Association and due no later than the start of first game on 2/21. o Checks may be mailed to: Lester Sparks, Attn: 2015 OSHA HS State Championship 1460 SE 58th Avenue, Portland OR 97215 Checks should be made payable to: Oregon State Hockey Association (please notate High School State Championship) Host Hotel: All teams are required to stay at the Host Hotels. The budget for the State Tournament depends on host hotel commissions. Tournament teams not staying at Host Hotels will be subject to a $200.00 fine per infraction which is payable on or before the first tournament game. Failure to pay the fine will result in disqualification from all OSHA State Championship games and activities. See attached email from OSHA HS State Championship Director, Lester Sparks, on Host Hotel info. Venues/Ice Arena: The tournament will be held at the Winterhawks Skating Center (9250 SW Beaverton Hillsdale, Beaverton OR 97005 www.winterhawksskatingcenter.com and Veterans Memorial Coliseum (300 North Winning Way, Portland, OR 97227). Parking information for Memorial Coliseum will be provided. Pro Shop: NW Skate Authorities has a pro shop connected to the Winterhawks Skating Center for sharpening, repairs, and equipment. 4. Player Credentials (alphabetized): a. Student ID (or proof of enrollment) and b. Grade Report/Confirmation of Academic Eligibility All rosters are subject to OSHA guidelines for eligibility; this includes teams submitting scoresheets for a minimum of eight (8) USAH checking games played, providing credentials for players academic eligibility, and meeting the 50% rule (players must have played 50% of the regular season games on a roster to be eligible.) Injury or other issues that prevent meeting 50% rule must be adjudicated with full authority by OSHA President. The official roster deadline for determining High School eligibility is the USAH December 31 st deadline. Any questions about roster eligibility should be directed to OSHA President Natalie McEwen. All decisions made on eligibility issues are final. Zero Tolerance Enforcement The Oregon High School State Tournament was created to have a fun, competitive tournament and establish an Oregon State High School Ice Hockey Champion. Creating good competition and fostering a bond between teams from around the state in an environment of sportsmanship are the ideals this tournament was founded upon. As such, OSHA expects its coaches and players to behave in a professional, sportsmanlike manner at all times. USA Hockey Zero Tolerance Policy will be strictly enforced for all players, coaches, and spectators. Spectators violating USAH Zero Tolerance policy may be asked to leave the arena. Please ensure your parents/fans understand this. We further expect coaches to have control and discipline of their players at all times as well. Therefore, all head coaches will be held accountable for their team s actions. Damage to any locker room, hotel, restaurant, or other establishment while at, enroute to, or from the tournament will be reviewed and may incur a suspension of your coaching card indefinitely. Further, any damage reported to OSHA involving your team will be fined the full amount of the repairs and/or cleaning and your association will be fined an additional $1000. Failure by your association to pay the fine will result in your association being decertified with OSHA/USA Hockey. Awards: MVP awards will be given out after each game. The head coach is responsible for picking his/her own MVP. First and second place teams will receive medals, and the state champion receives a banner which will be customized with the team name. Tournament Rules USA Hockey 2014-2015 Official Rules of Ice Hockey will be followed. Seeding: Each geography (North and South) designates and submits their #1 Seed to the Tournament Director. Game Format: o Game format will be three (3) 20-minute run-time periods. Game time is 1.25 hours for all games. o If the differential is two goals or less with 2 minutes to go, the clock becomes stop clock. Ties: o If non-championship games end in a tie, there will be five-man shoot-out. Visiting team shoots first All players on the bench must shoot before a player can shoot again. The order players shoot remains the same should multiple rounds be required. o If the Championship game ends in a tie at the end of regulation play, the winning team will be determined by: Five (5) minute overtime (stop-clock), sudden death overtime period 5 on 5. If no team has scored at the end of overtime, a shoot-out will take place: Five players shoot for each team (visitor shoots first). If still tied at the end of this shoot-out, another shoot-out will occur with five NEW players from each team. This process will continue until one team outscores the other. All players on the bench (minus goalies) must shoot before the player pool resets. Game Curfew: o ALL GAMES will be played to completion OR GAME CURFEW. If necessary, the third period may be shortened if there is curfew pressure at the discretion of the Tournament Director. o NO EXCEPTIONS: Game time will NOT be extended for excessive stoppage of play or delays. Warm-ups will be 3 minutes in length Equipment: o Proper equipment as described and outlined in the 2014-2015 USA Hockey Rulebook must be worn at all times during all OSHA State Playoff Games. Use of mouth guards will be strictly enforced by Officials. Time Outs: o Each team will be allowed one time-out, 30 seconds in duration for each game. One timeout of one (1) minute duration will be allowed for each team in the Championship Game. Fisticuffs: o Fisticuffs will not be tolerated. Any player incurring a major penalty for fighting or third man in will be issued an automatic State tournament disqualification. o Said player will not be eligible to further participate in the tournament. Penalties and Discipline: USA Hockey Official Playing rules shall govern the assessment of penalties. At the conclusion of each game, the coach or team manager of each team will be responsible for reviewing the score sheet, front and back, to determine whether any player, coach, or team official has been suspended or disqualified from participating in any future game or games, and communicating with the Grievance Committee with respect to any suspension or disqualification over which the Grievance Committee has discretionary authority. Appeals: An appeal or grievance to the Grievance Committee must be in writing, be signed by the team's Manager, Coach, or other Team Official, filed within one hour (1) of the conclusion of the game in question, and must be accompanied by a non-refundable $100.00 fee payable in cash (no checks accepted). If the grievance is upheld, the fee will be returned. However, if not upheld, the fee is forfeited. All grievance fees must be presented in cash. The line of appeals is On-Ice Officials and then the Grievance Committee. There will be no protests on playing rules, or the interpretation of the playing rules by on-ice officials or judgment calls.
