1 FUTSAL RULES Below are additions and/or highlights to FIFA Futsal Rules For details on FIFA Rules, see Rules PDF. Equipment & Uniforms Game balls are to be provided. Personal Futsal balls are allowed, but on courts ONLY. No other types of balls are allowed inside the facility. Shin guards are strongly recommended for all players. Cleats are NOT Allowed. Flat & non-marking Soled Shoes Only. By the second match, all players on a team should have a shirt of the same color, with the goalkeeper wearing a jersey contrasting that of his/her team and the opposing team. Teams should also bring a different colored jersey in case two teams have the same color. If two teams have the same color, the home team should prepare to change. Jewelry is not allowed. This includes, but is not limited to earrings, necklaces, watches, etc. Players wearing casts or braces must have them properly wrapped in a soft material as to not be a danger to themselves or other players. Game Format & Eligibility Duration of Play - U9 High School will play two 20-minute halves. U6/7/8 Divisions will play two 18-minute halves. All halftimes are 2:00. Adult games are two 22-minute halves. Actual length of games may vary and may be adjusted by the referee or coordinator to account for delays such as injuries, forfeits, and etc. All games are played with running clocks. Rosters - Rosters should be in place by the first game. You can add players at any time. To be eligible for the playoffs, a player must play in at least one game during the regular season. If you need to pick-up a player for a game, they must fill out a waiver prior to play. Sister Teams & Dual Rostering: Outdoor teams that are splitting into two Futsal teams must have 5 unique players per roster in the same division, and may dual roster up to three additional players as needed. Dual Rostered players are locked in after their second game played. Teams and players can play UP a division but not DOWN a division. Eligibility/Age - Your Playing Age is the age your child was on August 1. For example: u13 means "under 13". If you were 12 on August 1, you play u13. If you were 11, you play u12. The Sports Connection will ask for verification of age if another team protests. Age ranges in DASHOnline show the maximum age a child could be at season's end if having a birthday after August 1. (Example: If age 8 on August 1, but turn 9 on August 2, child would be 9 years & 6

2 months old by the end of the season). Eligibility is determined by August 1 date and not anything listed in DASHOnline. Starting Requirements Must have a minimum of 4 players (1 female in coed) to start. Play will begin as soon as 4 players are present. Start Time - The referee will start each game time as scheduled. If the players are not ready, the clock will still start as scheduled. Play will begin as soon as the minimum of 4 players is on the field. Teams will have 10 minutes (clock will be running) to present the minimum number of players before a 7-0 forfeit is issued. Clock - Time will run continuously. Injured Players - If a referee must stop the game for an injured player, and the player is assisted or the referee feels it is necessary, the injured player must be removed from the field and may not return until the next substitution. Goalkeepers will be allowed one play stoppage before being required to leave the field. Under NO circumstances shall a player continue to play after displaying an open wound or blood. Halftime Procedure - Teams will switch benches at halftime Overtime - There will be no overtime periods or shootouts in the regular season, only during playoffs. Playoff Format - If the score is tied at the end of regulation, each team will remove two field players and there will be a sudden death overtime period of three minutes. If still tied, we move to sudden death PK s. Note: For Coed Leagues, teams will remove 2 male player for the sudden death overtime, which means there must be at least one female and two males maximum on the field. Note: For Coed Leagues, a female will take the first PK, followed by a male etc Rules & Regulations House Rules to the Laws of the Game: 1. Goalkeeper cannot throw the ball into the opponent s penalty arc 2. No scoring from kick-offs. 3. Goalkeeper cannot drop kick or punt the ball. 4. The pass back rule will be played at all age groups. Once the keeper touches the ball, they cannot play the ball again until ball is touched by an opponent. 6. Max goal differential to be recorded for any game is 10 Kickoff - The ball must go forward. If ball does not go forward or if a person is encroaching, there will be a re-kick. The Match 1. One, 1-minute timeout may be requested per team, per game, and may be taken at

3 any time so long as the team requesting the time-out is in possession of the ball, and this cannot occur in the last two minutes of the half or game. The clock will run during this time. 2. When a time-out is granted, the substitutes shall stay off the court 3. The ball shall be deemed out of play when: It completely crosses the goal line or touch line, whether along the ground or through the air. Play has been stopped by the referees. It hits the ceiling or overhead obstruction 4. Teams will switch benches at halftime. Scoring - You cannot score directly on a kickoff. Should this happen, possession will be given to the other team, at the center mark. *In adult coed matches, female goals count as two. Four Second Rule 1. You have four seconds to restart the ball from a stoppage. 2. The four seconds starts from the time the person gets the ball back into the confines of play. This also applies to kickoffs after a team scores a goal. 3. A player must make a concerted effort to get the ball. Walking to the ball lazily to allow the team to make subs will not be permitted. 4. Should an infringement occur possession is given to the other team. Kick-Ins - 1. All balls played out of bounds from the sidelines are kick-ins. 2. The ball must be settled and on the line. The absolute best way to ensure this happens is for the players to pick up the ball and place it on the line. 3. If the ball rolls slightly due to the unevenness of the floor, the referee will not whistle this as a foul. The restart for a violation is an indirect kick for the other team. 4. You cannot have one or more feet completely in the field of play when taking a kick-in, or possession will be given to the other team. Corner Kicks - 1. A goal may be scored directly from a corner kick, but only against the opposing team 2. A corner kick shall be awarded when the whole of the ball, having last touched a player of the defending team, crosses the goal line either along the ground or through the air, and a goal is not scored a. The ball shall be placed inside the corner arc at the nearest corner b. The opponents shall remain at least five yards away from the corner arc until the ball is in play c. The ball shall be kicked by a member of the attacking team d. The ball shall be deemed in play from the moment it is played and set in motion e. The kicker may not play the ball a second time until it has touched another player Slide Tackles - ARE NOT PERMITTED. However, if someone slides to keep the ball in play, block a ball going into the goal, to score, etc., IN A MANNER DEEMED NOT TO BE DANGEROUS BY THE REFEREE, such will be permitted. Otherwise, these are considered fouls and are direct kicks; Violation inside the penalty arc will result in a penalty kick, and a foul counted towards the Accumulated Foul Total.

4 Accumulated Fouls - Fouls (those whistled during the course of dynamic play, not substitution fouls, kicking violations, etc), accumulate each half. On the fifth foul issued to a team, the team will be advised by the referee that the next foul will result in a penalty kick. Penalty kick is taken from the second penalty mark unless foul occurs in the penalty arc. Time is always extended for the taking of the kick. Direct Free Kicks - 1. All opponents shall be situated at least five yards from the ball until it is in play; the ball shall be deemed in play after it has been touched or played 2. A direct free kick shall be awarded to the opposing team if a player commits any of the following six infringements in a manner considered by the referees to be careless, reckless or excessively forceful: a. Kicking or attempting to kick an opponent b. Tripping or attempting to trip an opponent c. Jumping on an opponent d. Charging an opponent e. Striking or attempting to strike an opponent f. Pushing an opponent g. Sliding 3. Position of a free kick a. The players of the opposing team may form a wall to defend a free kick b. All opponents shall be situated at least five yards from the ball c. A goal may be scored directly in the opponents goal from this free kick 4. If a direct free kick directly enters the opponents goal, a goal shall be awarded. Indirect Free Kicks - A goal shall only be awarded if the ball touches another player before it enters the goal Penalty Kick - A penalty kick is awarded against a team that commits any of the infringements for which a direct free kick is awarded inside its own penalty area and while the ball is in play Substitution Rules Must take place in the team Substitution Zone (Marked). Players must be COMPLETELY OFF the court before substitutes may come into the field of play. A verbal warning will be given. If, in the opinion of the referee, the team is making no effort to abide by this rule, the player(s) coming on the field will be cautioned. Additional offenses will result in a second yellow card which will result in a RED CARD. Goal Clearances - 1. If the ball goes out the end line, the Keeper must distribute the ball by throwing it in. It cannot be touched before it clears the keeper arc. Balls played from the field, (from an opponent to the keeper), may be picked up then thrown, rolled, or kicked. Note: All outdoor rules apply regarding pass backs to the keeper. 2. The ball shall be thrown from any point inside the penalty area by the goalkeeper of the defending team a. Opponents shall remain outside the penalty area until the ball is in play b. The goalkeeper may not play the ball a second time until it has been touched by an opponent or a possession change. The ball shall be deemed in play when it is thrown directly out of the penalty area

5 c. Infringements/Sanctions If the ball is not thrown directly out of the penalty area: The goal clearance shall be retaken 3. If, once the ball is in play, the goalkeeper touches the ball a second time before it has been touched by an opponent or a change of possession occurs, an indirect free kick shall be awarded to the opposing team from the place where the infringement occurred 4. If the goal clearance is not taken within four seconds of the goalkeeper taking possession of the ball. An indirect free kick shall be awarded to the opposing team on the penalty area line from the place nearest to where the infringement occurred GK playing the ball - GK are allowed to play the ball ONCE PER POSSESSION. Once a Goal keeper has touched the ball, it may not be played back to him, (this means they can t kick it or touch it), until one of the following has occurred: 1. The ball has been touched by an opponent. 2. The ball went out of bounds. Overhead Obstructions - If balls hit any overhead obstruction, the ball is moved to the nearest side and played in as a kick-in by the other team. Carolina Futsal FAQ s How many players? Futsal is played 5v5 (4 court players + a GK) Off-sides? NO How long are the games? Generally 20 minutes each half, but depends on the age. Yes, teams switch benches at Halftime. How are Substitutions handled? On the fly, from designated zone, the substituted player must be OFF before being replaced. Are there timeouts? YES, 1 one minute timeout, per game. Timeouts may not be taken in the last two minutes of the half or game. Slide Tackling? NO. Players may slide to play a ball, but may not Slide Tackle someone in clear possession of the ball. This is a House Rule modification of the Official FIFA rules, used in professional competitions. What size Futsal ball? U12 & under = Jr. Futsal Ball (53-58cm/ g), U13 & up = Regular Futsal Ball (62-64cm/ g) Why two penalty spots? 6 meter spot for PK s, and 10 meter spot for Accumulated Fouls Are fouls called tighter versus Soccer? YES. There is much less space in Futsal, so the emphasis is on technique, skill, and precision. Kickoffs & Kick-ins? On kickoff, ball must be played forward. Kick-ins & kickoffs are Indirect. Restarts? Must be played within 4 seconds, unless the Referee deems otherwise. Opponents must yield 16 feet. Dual Rostering? Yes, BUT teams must designate 5 unique players per team. GK being used? GK can only be used once per possession in his/her own half. GK may not drop kick, or punt. GK may not have the ball over 4 seconds in his/her own half.

6 Misconduct / Penalties 1. All fouls and infractions will result in a direct free kick, penalty kick, time penalty, card booking, ejection, monetary fine, or any combination of the above as the referee and/or Sports Connection management see fit, regardless of how much time is left on the clock. A player s time penalty shall begin at the time the ball is back in play from ensuing restart. Any player determined by the referee to delay, (usually 10 seconds), in reporting to the penalty box area may receive additional penalty time. 2. Simultaneous penalties: If members of both teams are simultaneously penalized or sent off, both teams shall play shorthanded until all penalty time has been properly served. 3. PLAYER cards - YELLOW CARD = Accumulation of two yellow cards in a game results in a red card. Three yellow cards within a season will result in a 1-game suspension RED CARD = Player will be ejected from the game. He/She is required to leave the facility immediately and will be suspended from ALL SPORTS CONNECTION games for 1-week minimum (including their next game in that league). A player receiving a 2 nd red card during their history with us will be suspended for a season (3 months) at minimum. A 3 rd red card at any time warrants an indefinite suspension (minimum one year). Failure to leave will result in an emergency call to the police (of any ejected person).
