November 19 th 2015 INTRODUCTION The Spanish Committee of the World Energy Council (Comité Español del Consejo Mundial de la Energía, CECME) is to celebrate a new edition of its now traditional Annual Conference under the title: Governing Energy: the Atlantic Basin and Global Institutions. The event will be held on November 19 th at the Auditorium of the Repsol Campus in Madrid. This meeting is known for its dynamic format and strong international slant and is being organized by CECME and the Spanish Energy Club (Enerclub), with the valuable support of Real Instituto Elcano (RIE) and Repsol s sponsorship. The conference will tackle a wide range of different subjects, all of which need to be analyzed from a global and multidisciplinary perspective. To this end, top panelists - coming from both Spanish and international institutions of recognized prestige, not only in the energy sector but also in the economic, political, and social fields - will participate in the different sessions. Moreover, the leaders of the member companies of CECME will also share their thoughts during the debate. In the Opening Session, we will have the pleasure of welcoming Alberto Nadal Belda, the Secretary of State for Energy (Ministry of Industry, Energy and Turism), and also Josu Jon Imaz, Chief Executive Officer of Repsol, Emilio Lamo de Espinosa and Pedro Miró, Presidents of RIE and Enerclub respectively. During the Plenary Session, Carlos Pascual, Former Coordinator for International Energy Affairs (State Department) and Senior Vice President (IHS), will stage a debate with the Chair of CECME, Arturo Gonzalo Aizpiri, and comment on the mayor challenges of the international agenda. Monographic Session 1: Spain in the World Energy Issues Monitor The next session will focus on the WEC annual project titled Issues Monitor, which will provide a graphic representation of the issues that most concern the leaders of the global energy sector. During the last three years, Spain has participated, among other countries, in carrying out this exercise at national level. Marta Camacho Parejo, Secretary General of CECME, will present an analysis of the global, regional and national results of this year s edition, as well as an assessment of past results. What matters keep our energy leaders awake at night nowadays? Are these different from what concerns leaders of other countries or regions? Have these changed from previous years?

November 19 th 2015 INTRODUCTION Round Table 1: Energy and the Atlantic Basin The Atlantic Basin is emerging as a new axial region for the geopolitics of energy: new producers and resources, rising demand and divergent energy policies are marking out new economic and political landscapes, both regionally and globally. For Europe (and especially for Spain, which has experienced a strong Atlantization of its hydrocarbon imports in recent years), the Atlantic Basin offers strong potential for diversifying supplies and markets, while also helping to counterbalance the pull that Asia has on America. It also provides a matrix of different risks between regions and countries. What is the energy potential of the Atlantic Basin? Could an integrated energy governance be consolidated within the Atlantic Basin? What are the main factors shaping its evolution? What trends can be perceived within the different component regions? Round Table 2: Governance of energy institutions Energy has become a key element of global governance: from climate change to cooperation in subsidies policies, and embracing also the best possible governance of energy resources. On the global stage, existing mechanisms for coordinating energy policies are clearly not up to the task. In Europe, the Energy Union is attempting to offset the existing fragmented and outdated energy governance system while developing a single market in the true sense and establishing a common European stance on relation to global and regional energy governance. Who governs energy nowadays? What role do international organizations play? How do we encourage cooperation in a fragmented global energy scenario? What should the EU s contribution be? Is the Energy Union really the response that Europe needs? Monographic Session 2 - COP 21: State of the art COP 21, 2015 United Nations Climate Change Conference, is due to start in Paris on November 30 th, just 10 days after the CECME event. This is a crucial date, as the aim is to reach a new international agreement on climate applicable to all countries, with the ultimate goal of keeping the planet s global warming below 2 C. Valvanera Ulargui, General Director of the Climate Change Spanish Office (Ministry of Agriculture, Food and Environment), will present the state of the art of the negotiations and what Spain hopes they will lead to. Why is COP21 at Paris so important? Have all countries shown their hand? What are the main challenges that must be faced during the negotiations in order to reach agreement? Is there a plan B? Finally, the Closing Ceremony will include the presence of Rafael Estrella, Vicepresident of RIE, and the Chair of CECME.
