The sector (in England) employs a workforce of 1,572,800 83% of the total UK Sector workforce. 79% of businesses in the sector employ less than 10 people. In 2008, the sector workforce fell by 1%. 53% of businesses believe that qualifications are more important in helping them chose between job applications. 51% of sector businesses are planning to cut training as a result of the recession. 50% of managers do not possess a qualification. 40% of chefs do not possess a level 2 qualification and over 26,000 do not possess a qualification at all. 1.5% of small businesses in the sector have accessed publically funded provision. Sector Skills Council is People 1 st. In 2006 a National Skills Strategy was developed to tackle the skill sand labour market priorities across the sector. The Strategy centres on a ten point plan which addresses four priorities: - and Leadership - Customer Service - Chef Skills - Retention The Sector Qualification Strategy was published in January 2008. Current challenges include skills gaps and shortages for managers, craft occupations and in customer service. 64% of the workforce are qualified to level 2. 9% of the workforce do not possess the skills their employers require. 66% of employers are training employees. Only 3% of the training is resulting in a qualification. People 1 st Research had shown: - Employers do not understand the range or purpose of the qualifications available. - Qualifications to aid workforce development are asee as too big and cumbersome. - Employers tend to recruit on attributes and experience rather than qualifications. - Existing qualifications are not appropriate are surplus to requirements. - Employers are unaware of the value of qualifications over and above in-house training Qualifications are too expensive; particularly for micro businesses which represents 76% of the sector. People first are working on an Action Plan which includes the identification of qualification pathways for each industry. (according to People 1 st ) in this sector has one of the highest uptakes but also one of the largest drop out rates. People 1 st are looking to develop new apprenticeship pathways that reflect the range of skills and knowledge the sector requires
