ESIF financial instruments & the role of EIB EIB main business activities: Lending, e.g. for national co-financing of ESIF programmes, or to projects directly Blending, e.g. at the level of financial instruments in order to leverage ESIF programme resources and to enhance their impact Advising, e.g. delivery of pan-european advisory programmes or bilateral advisory services to MS/MAs for specific FIs under their ESIF OPs Joint EC/EIB Group advisory initiatives (JEREMIE, JESSICA, JASMINE) were instrumental in boosting SF programme implementation through FIs; fi-compass integrated advisory platform as successor initiative 2014-2020 FoF management:eib Group has 33 Holding Fund mandates in 13 MS, managing a total of around EUR 3.9 billion of programme contributions on the ground; Extensive institutional knowledge and capacity built as a result, both upstream (policies and regulatory environment) and downstream(market knowledge) 19/05/2015 European Investment Bank Group 2

ESIF financial instruments General observations Powerful tool for MS/regions to further development in the long-term. Not a silver bullet but a complement to grants. Solid regulatory framework is needed, taking into account market practice. Sound ex-ante assessment is key to successful financial instruments. Intelligent combination of support for better targeting of interventions. Capacity building and good practice exchange remains important as the administrative and technical capacity of public authorities in MS/regions is often strained. 19/05/2015 European Investment Bank Group 3

What does fi-compass offer? 1 Step-by-step process guidance and manuals throughout the entire FI life cycle consistent with regulatory provisions, evidence-based practice and the realities of ESIF Managing Authorities. This includes ESI Fund-specific guidance. fi-compass offers: Information brochures, Handbooks, Case studies and examples of good practice, audio-visual materials 2 Learning opportunities to further the necessary understanding & skills in the market fi-compass offers: Face to Face Training (for EC staff and in MS), E- learning opportunities 3 Awareness raising and networking for Managing Authorities, the general public, potential bodies implementing FIs, private and public investors interested in coinvestment opportunities, entrepreneurs or enterprises, or for other potential final recipients. fi-compass offers: Public events (EU conferences, thematic seminars/workshops, networking events), but also promotional campaigns (social media), etc. 4 Access to a single knowledge hub to ensure (timely and targeted) availability of information and methodological advice. fi-compass offers: Knowledge Management Hub (web portal), Newsletters, FAQ, specific publications, etc.
