1. INTRODUCTION The Sacrament Cunty Planning and Envirnmental Review (PER) Divisin is sliciting prpsals frm qualified cultural resurce cnsultants t prvide n-call services t cmply with: the Califrnia Envirnmental Quality Act (CEQA); the Natinal Envirnmental Plicy Act (NEPA); and Sectin 106 f the Natinal Histric Preservatin Act (Sectin 106). Please nte that beginning July 1, 2015 under AB 52, lead agencies are required t cnsider tribal cultural resurces under CEQA. The purpse f this RFP is t establish cntracts with n-call cultural resurce cnsultant teams (Cnsultant) wh can prepare technical studies and dcumentatin as required by CEQA, NEPA, and/r Sectin 106. PER staff will use this dcumentatin t prepare CEQA and/r NEPA envirnmental dcuments as applicable. N mre than ne (1) Cnsultant will be selected. The cntract amunt will nt exceed $300,000 and will be in effect fr a perid f five (5) years. Prjects awarded thrugh the n-call cntract may nt exceed $50,000; services fr greater amunts may be issued thrugh a separate cntract. 2. QUALIFICATIONS If submitting a prpsal as a team, Cnsultants shall demnstrate that the prime and sub cnsultants have a demnstrated wrking relatinship. The primary cntact and structure f teams must be clear. Cnsultants are encuraged t prpse hw they will assist the Cunty with implementatin f AB 52. The Califrnia Office f Planning and Research has nt prduced regulatins and guidelines fr AB 52, but the law takes effect n July 1, 2015. It is anticipated that cmpliance with AB-52 will emphasize ral histry and ethngraphic research t identify cultural tribal resurces; therefre, experience in this area and a wrking relatinship with lcal tribes shuld be nted in prpsal. Prpsals shall include staff that meets Natinal Park Service Prfessinal Qualificatin Standards fr Histry, Archelgy, and Architectural Histry: Histry The minimum prfessinal qualificatins in histry are a graduate degree in histry r clsely related field; r a bachelr s degree in histry r clsely related field plus ne f the fllwing: At least tw years f full-time experience in research, writing, teaching, interpretatin, r ther demnstrable prfessinal activity with an academic institutin, histric rganizatin r agency, museum, r ther prfessinal institutin; r Substantial cntributin thrugh research and publicatin t the bdy f schlarly knwledge in the field f histry. Archelgy The minimum prfessinal qualificatins in archelgy are a graduate degree in archelgy, anthrplgy, r clsely related field plus: At least ne year f full-time prfessinal experience r equivalent specialized training in archelgical research, administratin r management; At least fur mnths f supervised field and analytic experience in general Nrth American archelgy, and Demnstrated ability t carry research t cmpletin. In additin t these minimum qualificatins, a prfessinal in prehistric archelgy shall have at least ne year f full-time prfessinal experience at a supervisry level in the study f archelgical resurces f the prehistric perid. A prfessinal in histric archelgy shall have at least ne year f full-time prfessinal experience at a supervisry level in the study f archelgical resurces f the histric perid. As applicable, please nte experience cnducting ethngraphic research with tribes and ther grups t identify traditinal cultural prperties. Architectural Histry The minimum prfessinal qualificatins in architectural histry are a graduate degree in architectural histry, art histry, histric preservatin, r clsely related field, with cursewrk in American architectural histry, r a bachelr s degree in architectural histry, art histry, histric preservatin r clsely related field plus ne f the fllwing: At least tw years f full-time experience in research, writing, r teaching in American architectural histry r restratin architecture with an academic institutin, histrical rganizatin r agency, museum r ther prfessinal institutin; r Substantial cntributin thrugh research and publicatin t the bdy f schlarly knwledge in the field f American architectural histry. 3. SCOPE OF WORK The Cnsultant and PER will agree upn a scpe and fee fr each prject assigned thrugh the n-call cntract. PER will assign prjects based n the scpe, fee, and the availability f the Cnsultant. The Cunty des nt guarantee that a minimum r maximum number f hurs r services will be awarded t Cnsultants thrugh the n-call cntract; nr des the cntract serve as an exclusive agreement t prvide all cultural resurce services fr the Cunty. Cultural resurce wrk may include but shall nt be limited t the tasks described in this sectin. Research: Recrds searches with the Califrnia Histric Infrmatin System; crdinatin with the Native American Heritage Cmmissin Assisting lead agencies with cnsultatin: drafting crrespndence; crdinating with varied grups/parties, including federal agencies, Native American grups, the State Histric Preservatin Office (SHPO), etc. Technlgical capabilities: wrking with GPS Trimble, preparing figures and maps, particularly using GIS Technical studies: Ability t survey and evaluate cultural resurces; cnduct extended phase 1 investigatins; experience with data recvery; preservatin/mitigatin plans; and data recvery. Planning dcuments: Preparatin f the cultural resurce chapter f planning and envirnmental dcuments; develpment f cultural resurce plicies and/r mitigatin measures. Frmat: All dcuments shall cmply with PER s Deliverable Standards fr Cntracted Cntributrs. Resumes fr key staff n the prject team; fr teams, prvide resumes fr bth the primary firm and subcnsultants (see 2. Qualificatins). Please indicate the lcatin f prpsed prject team staff. c) Experience. Prvide infrmatin fr n mre than five (5) prjects that demnstrate the Cnsultant s experience prviding cultural resurce services fr CEQA, NEPA, Sectin 106, and ther planning dcuments as applicable. Discuss envirnmentally preferred alternatives as applicable. Fr each prject described, nte the lcatin f the wrk and the client. As applicable, clearly identify the cntributins f subcnsultants n prjects. d) Crdinatin and Availability. Prvide an verview f hw the Cnsultant prpses t crdinate with PER and ther relevant agencies.
